The Finance Manager oversees the organisation’s finance function, ensuring financial integrity, regulatory compliance, and effective financial stewardship. In addition to financial reporting and controls, the role acts as a finance business partner to departments and project teams, providing financial insights, costing, and sustainability assessment to support operational and strategic decision-making.

The position engages key stakeholders, including management, programme heads, auditors, regulators, funders, and the Finance Committee. Contributes to organisational sustainability through sound financial planning and advisory.

Duties and Responsibilities:

Working closely with the Deputy Director, Corporate Finance & Compliance, the Finance Manager drives financial governance, business partnering, and sustainability across the following areas:

Financial Reporting & Oversight:

• Oversee finance operations and review monthly management accounts and financial statements for accuracy and completeness.
• Oversee year-end closing and preparation of statutory financial statements.
• Analyse financial performance, identify trends and risks, and provide recommendations to management.
• Present financial information to management and committees where required.

Budgeting & Stakeholder Business Partnering:

• Lead the annual budgeting and periodic forecasting process across departments.
• Monitor performance against budget and highlight key variances.
• Work closely with department heads and project teams to provide costing, financial feasibility, and sustainability advice.
• Support grant applications, funding proposals, and new initiatives with financial analysis.
• Communicate financial information clearly and practically to non-finance stakeholders and guide them on financial policies and funding requirements.

Treasury, Banking & Fund Management:

• Oversee organisational cashflow and liquidity management.
• Review cashflow forecasts and approve fixed deposit placements and excess fund placements in accordance with approved financial policies.
• Monitor restricted funds, designated funds, and grant utilisation.
• Liaise with bankers and administer bank accounts, mandates, authorised signatories, and e-banking controls.

Donations, Tax & Regulatory Compliance:

• Oversee donation accounting and reconciliation with the donation management system and donor receipting processes.
• Ensure compliance with tax-deductible donation reporting and IPC requirements.
• Manage tax compliance matters including withholding tax and statutory submissions to IRAS and ACRA.
• Review funder financial reports and regulatory filings prior to submission.

Governance, Audit & Risk Management:

• Maintain and strengthen financial policies, procedures, and internal controls.
• Act as the main finance liaison with auditors, regulators, funders and relevant external stakeholders.
• Coordinate audits and ensure timely closure of audit findings.
• Support enterprise risk management, Annual Report and prepare financial information and papers for the Finance Committee/Board.

Operations:

• Ensure timely completion of finance operations and reporting activities.
• Promote financial discipline and knowledge sharing across the organisation through guidance and support to stakeholders.

Systems & Process Improvement:

• Oversee finance systems and ensure data integrity and proper usage.
• Lead finance digitalisation and automation initiatives and work with IT on system integration.
• Implement process improvements to enhance productivity and reporting quality.

Educational Qualification:

• Degree in Accounting, Finance, or related discipline.
• Professional qualification (CA, CPA, ACCA or equivalent).

Relevant Experience:

• Minimum 10 years of relevant finance/accounting experience with 3–5 years of managerial experience.
• Experience in charity, non-profit, healthcare or grant-funded environment.
• Experience dealing with auditors, regulators and committees.

· Supervises and monitors the progress of shop drawings by team members for approval submission;

·Ensures understanding of project scope and requirements that impact accuracy of shop drawings;

·Prepares shop drawings and necessary documentation submission to main contractors/architects, etc;

·Prepares and updates status of shop drawing submission list for each project;

·Highlights and discussesany discrepancies on items/materials with relevant parties;

·Assists subordinates in the preparation of shop drawing details;

·Co-ordinates and arranges structural and architectural inspections with consultants;

·Prepares shop drawing schedule and submission to consultants for approval;

Job Summary

The role of Facilities Manager will be responsible for ensuring the day-to-day maintenance, functionality, and operational readiness of all club facilities. This role oversees maintenance programmes, vendor coordination, procurement of facilities-related requirements, and the upkeep of physical assets to ensure a safe, comfortable, and high-quality environment for members, guests, and staff. The successful candidate will work closely with the General Manager and external service providers to maintain club standards while supporting cost-effective facilities operations.

Responsibilities

Facilities Operations & Maintenance

• Oversee daily maintenance and operational readiness of all club facilities and common areas to ensure seamless functionality
• Coordinate preventive and corrective maintenance for facility systems, equipment, furniture, fixtures, and assets to minimize downtime
• Conduct regular inspections to identify maintenance needs and ensure compliance with operational standards
• Monitor and maintain accurate records of maintenance schedules, service reports, and asset inventories for effective asset management

Vendor Management

• Coordinate and supervise external contractors, service providers, and maintenance vendors to ensure timely and quality service delivery
• Ensure all maintenance works comply with safety standards and agreed service levels to protect staff and members
• Obtain quotations, evaluate vendor proposals, and recommend cost-effective solutions for repairs and maintenance requirements

Procurement

• Manage procurement of facilities-related supplies, equipment, furniture, and maintenance services to support operational needs
• Support sourcing, price negotiations, and purchasing activities to ensure value and quality in acquisitions
• Track asset replacements, repairs, and lifecycle management to sustain long-term operational efficiency

Operational Support

• Provide facilities support for club activities, private events, and operational requirements to ensure smooth event execution
• Collaborate with various departments to address facility-related requests and operational needs promptly
• Support after-hours maintenance coordination when required to maintain continuous facility operations

Required competencies and certifications

• Diploma or Degree in Facilities Management, Building Services, Engineering, Hospitality Operations, or a related field
• Minimum 3–5 years of experience in facilities management, building operations, hospitality, or a related environment
• Good organizational and problem-solving abilities with attention to detail to handle multiple priorities effectively

Preferred competencies and qualifications

• Experience coordinating facilities support for events, functions, or entertainment venues to enhance event delivery
• Willingness to learn and develop knowledge in AV, sound, lighting, and IT-related operational support to expand skill set
