Requirements

• Diploma/Degree/ master’s in civil & engineering or equivalent, recognized universities under the BCA, possess quantity surveying skills is a plus.
• Experience in a marine construction company is favorable
• Proficient in Microsoft Office, MS Project and AutoCAD.

Job scope

• Attend meetings with client, consultants & subcontractor to ensure that all project requirements are compiled and executed accordingly.
• Develop detailed project plans, including timelines, budgets, and resource allocation.
• Coordinate with cross-functional teams to ensure project objectives are met.
• Identify potential risks and implement mitigation strategies.
• Lead a team of supervisors / engineers /workers to carry out their works accurately and timely to ensure that works on site are carried out according to client requirement.
• Manage end to end delivery of project through defined project scope, detailed project plan & seek stakeholder’s agreement for sign-off.
• Handle a few minor projects concurrently.
• Conduct regular site inspections and audits.
• Mentor and supervise junior engineers and project staff.
• Evaluate team performance and provide constructive feedback.
• Provide technical guidance and support to project teams.
• Ensure compliance with safety regulations and quality standards.
• Prepare and present project reports to management and clients.
• Monitor, track, and provide timely project progress reports to the management.
• Good knowledge and experience in building related works such as civil engineering, structural, architectural, building repair, piling, A&A, plumbing works etc.

Partner with the Agency’s business teams to elicit citizen/business and Agency’s needs through human-centric and visual methods

• Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions

• Evaluate and recommend suitable technology while aligning with GovTech’s technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)

• Identify and adopt the appropriate development and delivery approach (Outsourced, Co-Sourced or In-house development)

• Work with fellow Govtechies and Agency's teams to develop user stories, functional/technical specifications and acceptance criteria

• Ensure product readiness for smooth deployment, adoption and operations

• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations Management)

• Assist the CIO to identify new opportunities and problems to solve for the Agency’s digital transformation

• Build deep knowledge of Agency’s business and operations and identify opportunities to support the transformation of Agency’s business / operation

• Identify potential project risks and its implication to the organisation and to recommend mitigating measures so as to manage the risks

• Effectively engage and manage the vendors to deliver ICT solutions and services

• Understand the IT management policy, quality management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines

What we are looking for

• Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related disciplines

• At least 5 years relevant working experience in a similar capacity (advantageous to have had some Consulting, Software Development and Design experience)

• Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams

• Working knowledge of AI tools and concepts

• Strong analytical, conceptualisation, facilitation and problem-solving skills, in particular with application in Discovery sessions and prototyping.

• Good stakeholder engagement and communication skills with ability to influence and pitch ideas

• A driven and motivated personality with the ability to rapidly learn, apply and execute

• Experience in Project Management and Product Management is a plus

• Excellent written, verbal communication, presentation and negotiation skills

• Assist in the preparation, compilation, and submission of EPCC tender documents, including technical schedules, commercial inputs, and compliance checklists.
• Track tender timelines, submission deadlines, and evaluation milestones across active bids.
• Coordinate with internal teams (land, CRESS, finance, legal) to gather inputs required for tender submissions.
• Maintain an organised document repository for all active tenders, ensuring version control and audit trail.
• Support the development of no-policy special projects, coordinating feasibility inputs, authority submissions, and stakeholder correspondence.
• Track regulatory engagement and approval milestones for active special projects.
• Assist in preparing presentation materials and project briefs for senior leadership review.
• Coordinate with external consultants, authorities, and contractors on document requests and submission requirements.
• Attend and minute meetings with external parties, ensuring action items are tracked and followed up.
• Submit weekly progress updates to the Senior EPCC & Special Projects Manager on assigned projects.
• Maintain project status trackers and flag risks or delays proactively.

• 1–2 years in RE project development, engineering, or project management — internship or graduate experience considered.
• Bachelor's degree in Engineering, Energy, Business, or related field.
• Exposure to tender or proposal preparation is an advantage.
• Strong document management and organisational discipline.
• Proficient in Microsoft Office (Word, Excel, PowerPoint).
• Clear written communication, able to draft professional correspondence and meeting minutes.
• Detail-oriented with a checklist mindset.
