The Community Psychology Hub (CPH) is dedicated to improving people’s lives through innovative, quality psychological and research services. We work in active collaboration with partners in the social service and public sector to provide care for persons with vulnerabilities alongside their families in the community. Set up by the Ministry of Social and Family Development in 2015, we are a unit sited within SG Enable Ltd, a registered charity and an Institution of a Public Character.

This position is for the role of a SPED Educator working with adults with developmental disabilities and other special needs in the Adult Disability (AD) setting. This role focuses on translating special education competencies using the Enabling Skills Competencies Framework (ESCF) for adult services to enhance programme quality and outcomes. You will support the development and implementation of curriculum, contribute to a practice guide, and provide training and coaching to key staff within the Social Service Agency (SSA), including the Master Trainer (MT), allied health professionals (AHPs), and senior/training officers (STOs/TOs). A key focus of the role is to support capability building of SSA through structured training, coaching, and practice support.  

This role is part of a 3 year pilot project looking at redefining programmes within the Adult Disability setting to build a more cohesive continuum of service across the lifespan, and to generalise interventions across settings. You will be working both independently and as part of a multidisciplinary team within the social service agency (SSA) and with the core technical assistance (TA) team at CPH.   

Responsibilities

1. Curriculum consultacy

• Provide consultation for curriculum design and development to ensure integration across ESCF domains (e.g., alignment of skills, concepts and opportunities for application and generalization) 

• Ensure developed curriculum is responsive to diverse learner profiles 

• Support SSA personnel (e.g., SSA Master Trainer) in embedding appropriate instructional approaches, adaptations and evidence of learning into curriculum planning 

• Provide consultation and coaching which includes regular case discussions to support curriculum implementation of ESCF Learning Outcomes 

2. Curriculum collaboration and implementation

• Work collaboratively with the SSA team (MT, AHPs, TOs/STOs) to ensure effective curriculum enactment with adaptations to teaching strategies and materials.   

• Conduct observations and coaching to support implementation 

• Enable curriculum implementation through clear guidance, templates, exemplars, and planning tools 

• Gather implementation feedback from teams and translate insights into curriculum improvements.  

3. Deliver and support training and coaching as part of SSA capability-building

• Design staff training (e.g., Positive Behaviour Support (PBS) strategies) based on identified learning needs of SSA staff, ensuring that training is practical, relevant and improves service delivery 

• Co-deliver training using a Train the Trainer model to build SSA capability in sustaining ESLP implementation 

• Establish and expand coaching structure for MT/AHP/STOs within SSAs 

• Conduct and support fidelity checks in areas including intervention skills, coaching and training delivery 

4. Build stakeholder relationships or capacity

• Support TA team in ESLP implementation catered to supporting individuals with developmental disabilities and other special needs, inclusive of PBS, Practice Based Coaching (PBC),  and other systemic supports 

• Co-develop practice guidelines and SoPs to support ESLP implementation and use of evidence-based best practices  

• Lead discussions and collaborate with SSAs on change management, ESLP implementation and sustainability planning, including resource allocation and integration into routine practice 

5. Maintain professional, legal and ethical standards 

• Support the implementation of professional standards in clinical, legal and ethical practices.  

• Monitor staff adherence to policies and procedures for professional practices.  

6. Others

• Participate in and contribute to meetings, including facilitating or presenting where necessary 

• Prepare and submit monthly reports, i.e., monthly KPI tracking as required

• Carry out any other duties as assigned by reporting officer or Management 

7. Self-development

• Attend CPH/SSA endorsed training/workshops/seminars so as to develop relevant knowledge and skills

Requirements

1. Educational qualifications and work experience  

• Degree equivalent in Special Education, Psychology or a related field  

• Diploma in Special Education (DISE) or equivalent SPED qualification is preferred. 

2. Experience  

• At least 5 years’ experience working with persons with disabilities.  

• Preferred experience in curriculum development and implementation as well as instructional coaching.   

• Familiarity with evidence-based practices such as Positive Behaviours Support and Person-Centred Planning would be preferred.

• Research and Innovations: Stay up to date with the latest advancements in AI and ML technologies. Explore and deploy new technologies, drive innovations to create value to market needs, and enhance the company’s competitiveness. Audio and video algorithms for surveillance/monitoring applications which also include the research and implementation of algorithms involving target detection, feature extraction, tracking, and recognition. 

• Documentation and Reporting: Maintain comprehensive documentation of algorithms, experiments, and project workflows. Communicate results and findings to technical and non-technical stakeholders. 

Job Requirements: 

1. Bachelor's or Master's Degree in Computer Science, Applied Mathematics, Electrical Engineering, Pattern Recognition, Artificial Intelligence, Automatic Control, Operations Research, Biology, Physics / Quantum Computing, Neuroscience, Statistics or a related field. 

2. Familiar with common machine learning and deep learning algorithms and keeping track with the latest SOTA implementations. 

3. Strong programming skill in Python, C / C++, proficient in mathematical / statistical concepts and exceptional coding skills 

4. Hands-on experience with AI / ML frameworks be familiar such as Caffe, PyTorch, TensorFlow, MxNet etc. 

5. Have rich project experience in machine learning and deep learning, be familiar with common algorithm models, such as CNN, RNN, LSTM, Transformer, ViT, etc., and be able to improve and innovate models according to actual problems. 

6. Experience in familiar the design, parameter tuning and optimization methods of neural network models is a plus 

7. Experience in model compression and in the transplantation and optimization of deep learning forward inference on various platforms, including NPU / GPU / DSP / ARM on mobile platforms and CPU / GPU on server platforms is also a plus. 

8. Strong logical thinking and problem-solving ability, able to independently undertake the research and tackling of complex problems and team spirit are highly valued traits.

Make an Impact by:

Service Ownership & Performance

• Own the end-to-end availability, reliability, and service quality of the Home Service Assurance (SMART) systems.
• Ensure platforms consistently meet service level KPIs, customer experience targets, and regulatory requirements.
• Monitor operational performance, identify trends and risks, and drive corrective and preventive actions to sustain service excellence.

Platform & Lifecycle Management

• Accountable for the full lifecycle management of SMART systems, including design, implementation, operations, upgrades, and decommissioning.
• Govern system upgrades, patching, configuration, and technology refresh activities to ensure platforms remain secure, resilient, and supported.
• Oversee DevOps practices ensuring stability and continuous improvement.

Incident, Change & Recovery Management

• Provide leadership and decision-making authority during major incidents, service disruptions, and high-risk changes.
• Govern Change Management, Patch Management, and Configuration Management processes to minimize operational and customer impact.
• Lead service recovery efforts to restore services expeditiously, minimize downtime, and prevent recurrence through robust root cause analysis and permanent fixes.

Vendor & Stakeholder Management

• Manage vendor performance against SLAs and contractual obligations, including escalation and resolution of service issues.
• Act as the primary operational liaison with internal stakeholders during incidents, audits, service improvements, and major initiatives.

Security, Risk & Compliance

• Ensure compliance with company security policies, regulatory standards, and audit requirements.
• Oversee system security controls, including vulnerability management, access reviews, penetration testing, and security monitoring.
• Proactively identify and manage operational, technology, and security risks to protect service continuity and customer trust.

Automation & Continuous Improvement

• Drive initiatives to improve efficiency through automated deployments, monitoring, and standardized operational processes.
• Ensure engineering documentation, SOPs, and configuration records are accurate, current, and consistently applied.

People & Operational Leadership

• Lead, coach, and develop team members supporting Home Service Assurance platforms, ensuring strong technical capability and operational discipline.
• Ensure adequate 24x7 operational readiness, including on-call coverage, standby support, and after-hours activities.
• Oversee Tier 2 support and manage vendor escalation for Tier 3 and Tier 4 technical issues, ensuring timely resolution and service stability.

Skills for Success:

• Bachelor’s Degree in Information Technology, Computer Science, Engineering, or related discipline.
• 6+ years of experience in IT operations, service assurance, or systems/platform management in a production environment.
• Demonstrated experience managing 24x7 mission‑critical systems with strict SLA, availability, and customer experience requirements.
• Proven experience working with multi-vendor and multi-platform environments.
• Prior responsibility for operational governance, including incident, change, and service recovery management.
