Main Responsibilities

• Identify opportunities in Artificial Intelligence solutions that impact the company’s strategic growth initiatives across systems, processes, sales and culture

Requirements

• Bachelor's Degree in Computer Science or Information Technology or equivalent

About the Role

The Programme Manager will support the STCC Programme Office in coordinating and executing key translational research programmes, while facilitating collaboration across STCC platforms. The role aims to strengthen STCC’s ability to deliver multi-institutional programmes and improve alignment between clinical, research, data, and industry-facing activities. The incumbent will work across programmes and platforms, with scope to progressively take on greater responsibility as familiarity with STCC’s operations increases. The role will also support improved coordination across programmes and platforms to enable more efficient translation of STCC capabilities into research and collaboration outcomes.

Programme Coordination & Execution

• Support planning and execution of STCC programmes by:

Preferably with Civil, Structural and Architectural Background

1. The Programme Manager will provide Program and Project services to the Lead Client Technical Program Manager (TPM) with day-to-day deliverables for the Client Data Center Product Development Insertion (PDI) organisation, including:

• Product Development Meeting Coordination: Note taking according to format, Issue, Action, Request for Information, and Risk tracking, Creating presentations, spreadsheets, reports, and documentation according to format, in collaboration with the Product Development Team

• Change Policy Process Owner (bug coordination, content packaging)

3. The Programme Manager will provide accurate communication and status updates to the Client TPM.

4. Management and accountability of delivery milestones where assigned by the Client TPM.

5. Interdisciplinary coordination between other Client Vendors.

6. Support the TPM with Project reporting and governance including escalation paths.

7. Team interface management.

8. Communicating and maintaining the project charter focus throughout the project life cycle.

11. The Programme Manager will deliver the deliverables, including documentation, as required to perform the Services listed above, including:

As part of the Sector Landscape Review Programme Office team, you will play a pivotal role to review and co-drive the planning of the community care sector together with Ministry of Health (MOH) and the Sector, and develop/shape strategies to achieve AIC’s objectives for the aging population.

• Lead the work with MOH and relevant stakeholders to develop and implement plans as well as build partnerships within Community Care Sector to achieve coordinated care for the seniors and anchor care within the community. This includes the funding design and how to create incentives that drive desired behaviours/outcomes, and to develop evaluation plan.
• Drive the transformation of sector which includes the planning and conceptualisation of the future Community Care Sector
• Establish and manage team and partnerships with relevant stakeholders for data collection, tracking and analysis to recommend initiatives/measures to support the needs and development of the Community Care Sector
• Contribute to the overall planning and development of the key workstreams under the Programme Office, and to ensure alignment with policy objectives

• A recognised degree with at least 8 years of relevant experience, preferably with prior experience in strategy/policy development and/or community care sector, or familiar with national healthcare/long-term care related policies.

What will you do as a Programme Manager?
This role supports our Enterprise and Data Technology (EDT) division within Technology Group with a focus on managing multiple strategic projects to collectively achieve the objective of delivering meaningful and impactful business benefits to GIC

• Analyse and understand the how various projects fit into EDT’s roadmap and their inter-dependencies to be able to proactively identify potential issues and opportunities of reducing delivery complexity and risk.
• Proactively engage key senior business stakeholders to stay aligned on business objectives, and work closely with Engineering, Product and Project teams on delivery.
• Create relevant project milestones as checkpoints to stay aligned to business objectives, and resolve conflicts among projects on resourcing, timeline, priority, or stakeholder impact by understanding root cause, propose solution analysis and options, and resolve issues with right decision maker or forum.
• Constantly review and optimize overall delivery across multiple strategic initiatives by reprioritisation, resequencing, and reposition individual projects to ensure the department stay agile and focused on maximizing business benefits to GIC at enterprise level.
• Work closely with Director’s Office on change management

What makes you a successful candidate?

• Bachelor’s degree in Computer Science, Information Technology, Business or equivalent experience
• At least 10 years of relevant experience in IT project / program management, business analysis, project delivery and/or product management
• Demonstrated experience in leading complex projects and implementing enterprise-level software solutions
• Strong understanding of budgeting and business planning
• Good team player who is keen to learn, independent, and possesses strong analytical, problem-solving and interpersonal skills
• Strong communicator with the ability to iterate through the requirements in phases, ensuring alignment with business sponsors, stakeholders, and department objectives

The Programme Manager is responsible for the end-to-end coordination and execution of a multi-stream, distributed technical delivery programme. Operating under the direction of the Programme Director, the role ensures that all workstreams are planned, integrated, and delivered in line with contractual milestones, governance processes, quality controls, and financial expectations. 

This role requires a strong technical delivery mindset, with the ability to understand dependencies across multiple engineering streams, manage client-side dependencies, and actively control delivery against forecasted man days and budget constraints. 

Key Responsibilities:

A. Leadership/Vision

• Align vision and direction for new Junior Programme and conceptualise appropriate instructional initiatives that are in line with the school’s strategic plan and needs of the students.

• Provide professional leadership for the areas-in charge so as to ensure high quality teaching and ensure improved standards of student outcomes. 

• Design and spearhead the implementation of the curriculum of the 6 learning domains and new initiatives. 

• Communicate and lead the new Junior Programme in initiatives and duties which will bring out positive school effectiveness and improvement. 

• Communicate with different stakeholders and foster positive and effective collaborations.

B. Strategic Planning and Administration

• Contribute to school’s new Junior Programme, strategic planning and review process.

• Set well defined department goals, objectives and performance targets.

• Prepare action plans which includes scheme of work and deployment of staff.

• Oversee setting of assessment tools to ensure consistency and relevance.

• Conceptualise and introduce appropriate activities and programmes that are in line with school goals.

• Work with senior teachers/subject heads to ensure consistency in the delivery and assessment of subject.

• Work with coordinators to plan and monitor programmes/events/initiatives.

C. Development and Management of Staff and Level Teachers/Teacher-aides/Coordinators

• Guide and lead the team in the implementation of school initiatives.

• Provide feedback and act as mentor to the staff on issues relating to the curriculum, teaching and learning, class management and communication with parents.

• Check level teachers’ weekly lesson plans and provide monthly level report on teaching-learning, staff morale, school programme and students’ performance to the Principal/Vice Principal.

• Supervise and monitor progress and achievement of work outcomes of teachers.

• Review and evaluate the performance of teachers/teacher aides.

• Provide feedback and mentoring to help teachers improve their performance level.

• Identify training and developmental needs for teachers and plan for relevant training activities.

• Involve staff in projects/programmes to optimize their potential and develop their capability.

• Provide an effective communication link between the senior management of the school and the area/s of delegated responsibility.

D. Professional Development

• Engage in continual development in professional expertise, managerial and leadership skills.

• Act as mentor to teachers.

• Facilitate professional development of subject teachers by doing professional sharing.

E1. Management of Processes

• Monitor and assess students’ performance and development.

• Conduct data analysis of results and evaluate learning outcomes of instructional programmes under department/committee.

• Structure new programmes/ workshops to introduce new teaching methodologies to improve learning outcomes.

• Explore various assessment modes and use information for improving students’ outcomes.

E2. Management of Resources

• Plan and manage allocated budget for instructional programmes.

• Oversee the proper allocation, management and usage of teaching-learning resources.

F. Administrative Duties

• Undertake and oversee administrative duties specified by the Principal.

Job Requirements:

• Bachelor’s degree in special education or other relevant qualifications.

• Stakeholder Management:
• Develop and manage relations with partner universities through regular communications.
• Facilitate annual placement projection and negotiation exercise with partner universities.
• Willing to travel when required to maintain and build relationships with partner universities.
• Programmes and Events Management:
• Plan, promote and execute events such as SMU's Global Education Fair, Orientation, Farewell, dialogue sessions and other student outreach and programme publicity initiatives for inbound/outbound students.
• Provide necessary support and guidance to the students (outbound SMU students and inbound international students) throughout the programme which includes managing the team's role-based mailbox, answering programme-related enquiries as well as engaging students via social media.
• Conduct surveys, analyse findings and prepare reports on students' study abroad or study at SMU experiences, and learning outcomes.
• Be part of the team who facilitate daily operations of the exchange programmes such as onboarding processes, outreach activities, promotion collaterals, credit transfers, billings & logistics.
• Work closely with SMU schools and offices to ensure full compliance with study abroad safety protocols.
• Special projects:
• Work together with the team to improve and enhance effectiveness and efficiency of operational/work processes.
• Lead and manage various programme related projects, to assemble teams to deliver on these projects.
• Other duties as assigned.

• Postgraduate qualifications or Bachelor's degree in any discipline.
• Strong understanding of operations within the global education sector.
• 6 to 8 years of relevant experience in developing and managing global student programmes at the university level and/or organising cross-cultural student events.
• Excellent written and verbal communication skills, with confidence and effectiveness in cross-cultural environments.
• Proactive self-starter with strong analytical, critical thinking and problem-solving abilities.
• Collaborative team player who is resourceful, resilient, and able to thrive in a fast-paced, results-driven and dynamic environment.
• Meticulous and detail-oriented, with a strong appreciation for thorough planning and proper documentation.
• Able to manage multiple competing priorities within tight deadlines while maintaining a high level of accuracy.
• Digitally savvy, with strong IT and social media proficiency.
• Experience in graphic design tools (e.g. Canva, CapCut) and automation platforms (e.g. Power Automate) would be an advantage.
