COMPANY DESCRIPTION

Located on Jurong Island, the petrochemical hub of Singapore, SRC operates a refinery that is capable of processing 290,000 barrels of crude oil per day to produce fuel products and chemical feedstocks that are supplied to domestic markets and overseas export markets under the brand labels of its shareholders.

RESPONSIBILITIES

• Develop, implement and promote occupational health programmes as well as provide recommendations on protective measures to control health risks and exposure to occupational health hazards
• Develop and implement safety related systems/procedures/initiatives to meet HSEQ policy guidelines and statutory requirements
• Recommend improvements to existing OS&H policies and procedures as well as coordinate resolution of implementation problems in order to enhance refinery HSE performance
• Perform HSE/ISO/SMS internal audit and participate in periodical inspections to verify compliance to rules & regulations and identify areas for enhancing safety performance
• Conduct training for staff & contractors on HSE matters as well as implement promotional programmes where required to raise awareness on new or changes in HSE-related procedures
• Advise on major accident hazards and provide guidance on corrective and preventive measures

• Degree/Diploma in Engineering, Chemistry, HSE or equivalent with formal competency certification by recognized authority to practice industrial hygiene independently
• At least 3 years' (Degree holder) OR 5 years' (Diploma holder) HSE experience, preferably in the Oil/Petrochemical industry. Candidate without relevant experience may be considered for entry-level position.
• Occupational Health/Safety Officer Training Course or equivalent certification will be an advantage

Responsibilities:

• Organize & conduct EHS kick off meeting prior vessel arrival
• To assist Engineer (EHS) & Manager (EHS) in the implementation, review and improvement of yard’s Safety Management System to maintain a safe and healthy working environment in the yard and project.
• Assist SRM/PM to monitor & control inherent hazards prior work commencement
• Perform hotwork & hazardous works certification
• Assist SRM to organize VSCC meeting (Acts as Secretary)
• Maintain project EHS related record
• Coordinate the PTW system implementation
• Coordinate confined space attendants’ deployment
• Coordinate fire watchmen deployment
• Update vessel safety coordination board
• Coordinate & inspect fire fighting & rescue equipment deployed on vessels
• Drive the implementation of project EHS plan
• Drive the implementation of project accident prevention activities
• Drive the implementation of project risk management
• Investigate accident/incident & near misses
• Undertake performance appraisal of CSAs
• To enforce on compliance of all HSE related legislations.
• To assist the Engineer (EHS) & Manager (EHS) in establishing responsibility levels for hot work Assessor and confine space Assessor
• Undertake other tasks as directed by the Engineer (EHS) & Manager (EHS)

Requirements:

• Diploma/Degree related to EHS or any Engineering fields
• Possess Hotwork Assessor Certification & Confined Space Assessor Certification are added advantage
• Good understanding of Workplace Safety & Health Act & Shipbuilding & Ship Repairs regulation 
• Good report writing & incident investigation & analytical skills
• Possess strong leadership & interpersonal skill
• Proficient in MS Office for reporting and presentation purpose

Other Information:

• Location: Tuas (transport provided)
• 5 days work week
• Working Hours: 7.25am to 5.00pm

Working Hours: Mon – Fri, 8:00AM – 5:30PM
Salary: $4,000 – $5,000

Job Responsibilities

• Assist in the development, implementation, and monitoring of QEHS policies, procedures, and programmes
• Conduct internal audits and inspections to ensure compliance with regulatory and company standards
• Identify gaps and recommend corrective and preventive actions (CAPA)
• Support data collection, analysis, and reporting of QEHS performance metrics
• Work closely with cross-functional teams (Operations, Engineering, Management) to promote a strong safety culture
• Stay updated on relevant laws, regulations, and industry best practices
• Support sustainability initiatives and CSR activities aligned with company goals

Job Requirements

• Diploma / Degree in Engineering, Environmental Science, WSH, or related discipline
• Familiar with ISO standards (ISO 9001 / 14001 / 45001)
• Strong analytical and problem-solving skills
• Detail-oriented with ability to manage multiple tasks/projects
• Good communication and interpersonal skills
• Proactive mindset with willingness to learn and grow
