A1 main contractor in Singapore is seeking a Technical Manager to lead and manage technical coordination across architectural, structural, and MEP disciplines for major construction projects including residential, commercial, and infrastructure developments.

Overview

The Technical Manager will be responsible for overseeing all technical and design coordination matters, ensuring constructability, compliance, and alignment between consultants, subcontractors, and site teams. The role plays a critical part in mitigating design risks, resolving complex technical issues, and supporting successful project delivery.

• Lead overall technical and design coordination across Architecture, Structure, and MEP disciplines

• Manage and review consultants’ designs, shop drawings, and technical submissions

• Chair technical and coordination meetings with consultants, subcontractors, and internal teams

• Identify design, constructability, and interface risks early and propose mitigation measures

• Coordinate resolution of complex technical issues arising during construction

• Ensure compliance with project specifications, approved drawings, building codes, and authorities’ requirements

• Oversee RFIs, design clarifications, alternative proposals, and technical submissions

• Support project team in construction sequencing, temporary works coordination, and method statements

• Provide technical guidance and leadership to Assistant Managers, Engineers, and Coordinators

Requirements

• Degree in Civil, Structural, Architectural, or related engineering discipline

Job Description:

The Project Manager (HV & MV) is responsible for managing assigned high voltage and medium voltage switchgear/transformer projects in Singapore from contract award through commissioning, handover, and closeout. This role ensures projects are delivered on time, within budget, adhering to the highest safety and quality standards, and meeting all client specifications. These individual leads and coordinates cross-functional teams involved in sales handover, engineering, procurement, installation, testing, and commissioning.

Planning & Scheduling

• Prepare project execution plans, milestone schedules, and short-interval look-ahead plans.
• Track progress across engineering, procurement, delivery, installation, and testing.
• Implement recovery actions and escalation where delays occur.

Budget & Cost Tracking

• Track costs against approved budgets and support cost-to-complete forecasting.
• Prepare supporting documents for invoices, manage variations/change orders and subcontractor claims to ensure project profitability and cash flow.
• Escalate risks relating to margin, cash flow, and contract compliance.

Stakeholder & Client Communication

• Serve as the primary point of contact for clients, contractors, OEM suppliers, and internal stakeholders.
• Lead coordination meetings, provide regular progress reports and manage client expectations effectively.
• Support management in contract clarifications, negotiations, and dispute resolution when required

Risk & Issue Management

• Maintain a project risk register and ensure mitigation actions are implemented.

Safety & Quality Coordination

• Ensure all project activities adhere strictly to the company’s Workplace Safety and Health (WSH) policies, Singapore’s safety regulations, and project-specific quality standards.
• Coordinate site safety compliance with client and utility site rules

Cross-Functional Coordination

• Coordinate internal handover from Sales → Project Delivery.
• Coordinate material deliveries with Logistics and OEMs.
• Coordinate installation works with the Installation team.
• Coordinate HV testing and commissioning with the Testing team.
• Ensure proper project closeout including as-builts, O&M manuals, warranties, and final documentation.

Period: Permanent 

Location: Islandwide, need to travel to sites

Salary: up to $9000 + Quarterly AWS + Variable Bonus

Working hours: Monday to Friday (1 day of remote work per week subject to HoD approval)

Requirements:

• Minimum Bachelor’s degree in electrical engineering, Project Management, or a related technical field is required.
• Project Management Professional or equivalent certification is highly advantageous.
• Minimum 5–8 years in electrical infrastructure projects and 3-5 years in a project management or project engineer capacity.
• Demonstrated experience in one or more switchgear/transformer projects involving 6.6kV / 22kV / 66kV / 230kV / 400kV switchgear (air insulated or gas insulated) / transformer; Singapore market experience (Especially pink pass holder) is strongly preferred.
• Strong working knowledge of project planning and scheduling, progress reporting, cost tracking and project documentation and FAT/SAT coordination
• Familiarity with Singapore electrical safety practices, codes, WSH requirements and safety regulations
• Strong stakeholder communication and coordination skills

Technical & Design Interface Management

•            Act as the primary on-site conduit between internal Engineering Team overseas and local stakeholders, translating complex technical design requirements into actionable site implementation plans.

•            Collaborate to ensure structural modifications, cable containment, and spatial provisions seamlessly accommodate new and refurbished subsystems.

•            Facilitate interface matrix alignment across all major project scopes, including new vehicles, Power Supply Distribution (PSD), Platform Screen Doors (PDS), Signalling, Communications and Guideway Track Infrastructure.

Stakeholder Coordination & Alignment

•            Serve as the technical interface point-of-contact for appointed consultants, driving the timely review and approval of Interface Control Documents (ICDs).

•            Serve as PIC for work permits

•            Coordinate directly with third-party main contractors and designated subcontractors to eliminate spatial clashes, scheduling conflicts, and execution overlap at the site office.

•            Organize and chair regular on-site Interface Coordination Meetings to resolve cross-package technical conflicts, tracking open items through an updated Interface Register.

Site Installation & Asset Modernisation Support

•            Carefully plan interface schedules for refurbishments (such as PSD modifications and signaling upgrades) to ensure zero impact on the live, daily operations of the existing system.

•            Oversee the structural and electrical readiness of the site prior to the delivery, installation, and integration of new vehicles and expanded infrastructure.

•            Assist the T&C teams in defining interface testing boundaries, ensuring all interconnected systems operate cohesively during local integration testing.

Documentation, Quality & Risk Management

•            Maintain, track, and regularly update the project’s Master Interface Register, proactively escalating critical design or installation bottlenecks to the Site Project Manager.

•            Review, filter, and track site RFIs from subcontractors and contractors, ensuring technical queries requiring input are routed and resolved expeditiously.

•            Identify potential scope creep or design changes arising from site interface issues, documenting them to support project management team in variations and risk mitigation.
