What will you do?

To manage Business-As-Usual (BAU) support, governance and continuous improvement for Customer Feedback Management System (CFMS) built on Microsoft Dynamics 365. What you'll do:

As a Junior Fund Operations Analyst, you will play an integral role in supporting the day-to-day operational activities that underpin successful fund management. As a Digital Business Analyst, you will work in a Government Agency as a key member of the GovTech project team. You will support the Chief Information Officer at the Agency and collaborate with fellow project managers, business analysts, solution architects and technical services consultants to deliver leading-edge digital solutions. You are a pro-active, self-motivated and resourceful team member with good tech/digital knowledge and possess strong influencing and people handling skills. You are also adept at balancing multiple projects concurrently while constantly looking for new ways to apply digital technologies to meet identified Agency and citizen/business needs. This includes managing project schedules, identifying risks and clearly communicating them to project stakeholders. The ability to effectively engage and manage project stakeholders and business partners is a must. Success in the role will be demonstrated by your ability to thrive in a fast-paced and dynamic environment.

[Your Responsibilities]

• Partner with the Agency’s business teams to elicit citizen/business and Agency’s needs through human-centric and visual methods
• Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions
• Evaluate and recommend suitable technology while aligning with GovTech’s technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)
• Identify and adopt the appropriate development and delivery approach (Outsourced, Co-Sourced or In-house development)
• Work with fellow Govtechies and Agency's teams to develop user stories, functional/technical specifications and acceptance criteria
• Ensure product readiness for smooth deployment, adoption and operations
• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations Management)
• Assist the CIO to identify new opportunities and problems to solve for the Agency’s digital transformation
• Build deep knowledge of Agency’s business and operations and identify opportunities to support the transformation of Agency’s business / operation
• Identify potential project risks and its implication to the organisation and to recommend mitigating measures so as to manage the risks
• Effectively engage and manage the vendors to deliver ICT solutions and services
• Understand the IT management policy, quality management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines

Requirements

• Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related disciplines
• At least 5 years relevant working experience in a similar capacity (advantageous to have had some Consulting, Software Development and Design experience)
• Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams
• Working knowledge of AI tools and concepts
• Strong analytical, conceptualisation, facilitation and problem-solving skills, in particular with application in Discovery sessions and prototyping.
• Good stakeholder engagement and communication skills with ability to influence and pitch ideas
• A driven and motivated personality with the ability to rapidly learn, apply and execute
• Experience in Project Management and Product Management is a plus

• Excellent written, verbal communication, presentation and negotiation skill

Mandatory Skill-set

Desired Skill-set

• Experience with ServiceNow and other GRC tools;
• Knowledge of data governance principles and frameworks;

Responsibilities

• Identify and document relationships between GRC entities (e.g., Risks, Controls, Regulations, Activities);
• Define cardinality and business rules governing data relationships;
• Develop entity-relationship diagrams (ERDs) and data flow diagrams;
• Translate high-level business requirements (BRDs) into detailed functional specifications;
• Define data validation rules, transformation logic, and business rules;
• Document metadata and data structure requirements for the repository;
• Facilitate workshops and discussions with subject matter experts (SMEs);
• Validate data models and requirements with business stakeholders;
• Act as a liaison between business users and technical teams to ensure alignment
• Develop and maintain data dictionary and metadata repository;
• Document business glossary and data lineage;
• Prepare user stories, acceptance criteria, and supporting documentation for development teams.
