Basic Function

Reporting to the CEO, the Compliance and Risk Manager supports DPH in the areas of enterprise risk management, business continuity management and digitisation of records.

Job Scope:

1. Enterprise Risk Management (ERM) and Business Continuity Management (BCM)

- Ensure that risk management policies, systems and processes remain relevant, effective and useful, including during contingencies in BCP and support DPH’s emergency command structure.

- Collaborate with risk owners to ensure that any risks identified are recorded in the risk register, with key risk indicators, mitigation and controls, residual risk, record of violations and other notations leading to BCM, with reference to Council’s risk appetite and tolerance.

- Analyse and interpret key risk data with the respective risk owners to identify potential emerging internal and external risk trends, facilitating necessary follow-ups by the risk owners.

2. Digitisation of Records

- Responsible for leading and overseeing the planning, execution and completion of project aimed at converting physical records into digital formats.

3. Others

- Ensure that all organisational policies conform to prescribed templates and that changes to policies are reflected on DPH’s Document Management System.

- Undertake projects related to the ongoing improvement of the work of the CEO’s Office or ARGC

- From time to time, to be part of teams for specific areas of work, including organisation events and projects.

Requirements:

· Degree in business management, administration, finance.

· Professional certification in risk management.

· Minimally 5 years’ relevant work experience in ERM and Risk Governance.

· Strong knowledge of regulatory requirements and compliance issues

· Excellent communication and interpersonal abilities

· Capable of working independently

· Proven strong analytical skills

· Proficiency in Microsoft Office Suite (PowerPoint, word, excel)

· Ability to build consensus and advise stakeholders on identification, analysis, mitigation, and monitoring of risks.

· Strong project management skills, experience in digitisation initiatives, and knowledge of records management best practices.

Job Responsibilities:

• Lead and supervise the QA/QC team across Structural, MEP, Architectural, and Landscape disciplines throughout the project lifecycle.
• Oversee and enforce maintenance and quality procedures on-site to ensure all works consistently meet required standards.
• Liaise with relevant authorities on latent and warranty defects and participate in all related meetings.
• Prepare, update, and maintain ISO documentation, and compile monthly QA/QC performance reports for the project.
• Monitor and report the progress of architectural and landscape works, ensuring full compliance with design specifications, regulatory requirements, and quality benchmarks.
• Drive continuous improvement initiatives within QA/QC processes and maintain strict adherence to the company’s quality policies.

Job Requirements:

• Bachelor’s Degree in Civil Engineering, Construction Management, or a related field.
• Minimum 6 years of QA/QC experience in large-scale construction projects; semiconductor or industrial facility experience is an advantage.
• Strong understanding of Structural, MEP, Architectural, and Landscape trades and their quality requirements.
• Proven ability to lead, supervise, and guide a multi-disciplinary QA/QC team.

Key Responsibilities

• Lead site quality and food safety strategy to ensure full compliance with FSSC/ISO 22000, MUIS Halal, SFA/export, customer, and regulatory requirements.
• Manage and coach QA/QC team and work closely with Production, Warehouse, R&D, and Finance to meet quality, safety, and operational goals.
• Own and continuously improve the Food Safety Management System (FSMS), including SOPs/work instructions, HACCP, hazard/risk assessments, validation, and verification.
• Ensure strong GMP, hygiene, allergen control, food defense, and food fraud implementation across operations.
• Lead internal and external audits (certification, customer, regulatory, Halal); act as main audit contact; ensure audit readiness and on-time closure of nonconformities (CAPA).
• Plan and conduct routine inspections and internal audits for Production areas, storage/warehouse, and external production-related areas (e.g., loading bays); identify gaps/risks and drive corrective actions.
• Oversee laboratory and monitoring programs (raw material, in-process, finished goods, environmental); review results/trends; manage OOS/abnormal results; coordinate with internal/external labs and optimize testing cost.
• Act as Food Safety Team Leader for incidents/deviations; lead investigations, decisions, and escalation; manage recall and mock recall exercises and maintain traceability readiness.
• Drive cost control and continuous improvement by monitoring quality costs (rework, waste, disposal, testing, manpower, packaging) and reducing defects, waste, and non-conformities without compromising compliance.
• Plan and deliver training for QA/QC and Production; build annual training plan; assess effectiveness; maintain training and competency records.
• Ensure strong documentation control, recordkeeping, and data integrity; provide quality KPIs and reporting in management reviews.
• Support trials, process changes, and new product development to ensure safe, compliant implementation.
• Handle other ad-hoc tasks as assigned.
