Participate in the engineering, procurement and manufacturing process of static equipment, such as Pressure Vessels, Atmospheric Tanks, Heat Exchangers etc, from RFQ to shipment, control and manage vendor quality issues (TBE, PO, KOM, PIM, weekly meeting, and manufacturing, In-progress Inspection, Pressure Test, FAT, Final Inspection, etc.).
Responsibilities
- To become familiar with the company's requirements
- Support the procurement department and participate in various meetings with the Vendor/Company to ensure the product packages are met and compliance with the project specifications / Standard and Code requirements.
- Attend KOM / Organize of PIM and prepare the quality section slide.
- Review and comment on vendor documents (ITP, MPS, FAT procedure, report, etc.)
- Organize the vendor weekly meeting and communicate to COMPANY regarding the vendor’s progress updates controversial comments or feedback, raise a clarification meeting if necessary.
- Proactive and liaise with TPC coordinator and update the vendor package progress status information to Engineering/Procurement and Client
- Verify NOI readiness and forward to TPC coordinator for vendor inspection
- Review and comment TPC inspection report
- Manage the NCR if discrepancies are identified and expedite the vendor's resolution proposal / RCA (If necessary) within 3 working days of receiving NCR from the vendor.
- Review the manufacturer's record book / As-built dossier.
Requirements
- Shall have a bachelor’s degree or higher in Mechanical Engineering
- Minimum 15–20 years of mechanical engineering experience in oil & gas, energy, or offshore EPC/EPIC/EPCM projects, with direct involvement in procurement quality and manufacturing execution
- At least 8–10 years of hands-on experience in procurement QA/QC, including vendor qualification, RFQ technical review, TBE clarification, manufacturing surveillance, FAT, and final inspection activities
- Proven experience supporting FEED, EPIC, EPCM, brownfield, and offshore projects, with exposure across design, procurement, manufacturing, construction, and commissioning phases
- Prior experience supporting Middle East–based projects, including vendor manufacturing oversight, including coordination with third party inspection agencies across multiple countries
- Strong experience acting as EPC / Client-side QA/QC focal point, interfacing with vendors, engineering, procurement, inspection agencies, and Operators
- Shall have knowledge and understanding of ISO-9001 quality system requirements and implementation.
- Preferably has CSWIP3.1 or AWS-CWI or IWE and NDT qualification
- Demonstrated experience supporting Middle East national oil companies (NOCs) or equivalent, with exposure to Operator standards, vendor qualification, and third-party inspection governance.
