Scope of work

The Consultant will be responsible for completing the following tasks:

Task 1: Emergency Response Planning

• Identify and define emergency scenarios, including but not limited to fire, explosion, equipment failure, and other operational incidents;
• Develop emergency response procedures (SOPs) for each scenario;
• Establish an Incident Command Structure (ICS) with clear roles and responsibilities;
• Develop evacuation procedures, escape routes, and assembly points;
• Define communication protocols and emergency contact systems;
• Provide recommendations for training and emergency drills.

Task 2: Fire Risk Assessment and Hazard Analysis

• Conduct fire hazard identification and fire load assessment for key areas;
• Define fire risk zoning across the facility;
• Identify potential ignition sources and fire propagation pathways;
• Assess existing fire protection measures (if any);
• Perform a gap analysis against applicable standards and regulations (e.g., QCVN/TCVN or equivalent)

Task 3: Integrated Fire Safety Technical Assessment and System Configuration

• Preparation of fire protection layout drawings indicating key components (e.g., hydrants, extinguishers, detection devices, alarm points, and evacuation routes);
• Development of fire water supply and distribution concepts, including storage and pumping arrangements;
• Preparation of system schematics for fire detection and alarm systems;
• Identification and configuration of appropriate fire suppression systems (e.g., hydrant, sprinkler, or other relevant systems);
• Indicative calculations to validate system adequacy (e.g., water demand, coverage, and response capacity);
• Development of equipment lists and technical specifications.

Scope of work

The Consultant will be responsible for completing the following tasks:

Task 1: Review of Project Inputs

• Review available project documentation, including proposed production capacity, feedstock types, and site characteristics.
• Assess suitable biochar production technologies and process configurations for the project.
• Define key design assumptions and technical parameters.

Task 2: Biochar Production Process Design

• Develop the conceptual production process for the biochar facility.
• Prepare Process Flow Diagrams (PFD) describing key process stages, including feedstock preparation, pyrolysis, biochar handling, and storage.
• Estimate production outputs, by-products, and energy requirements.

Task 3: Equipment Review and Integration

• Review technical specifications of the existing biochar production equipment provided by HUSK.
• Verify equipment capacity, footprint, and installation requirements.
• Integrate the equipment into the process design and plant layout.
• Identify additional supporting equipment required for plant operation.

Task 4: Preliminary Plant Layout

• Develop a preliminary plant layout showing key functional areas including: feedstock receiving and storage, production units, biochar handling and storage, utilities and supporting infrastructure.
• Ensure the layout supports safe operation, material flow efficiency & regulatory compliance.

Task 5: Preliminary Utility and Electrical Requirements

• Estimate key utility requirements, including electricity demand, water consumption, and other utilities required for the facility.
• Identify major electrical loads associated with the production process.
• Develop preliminary electrical load estimation and conceptual power distribution to support the plant layout and equipment configuration.

The Consultant will be responsible for completing the following tasks:

Task 1: Project Review and Regulatory Assessment

• Review available project documentation, including preliminary process design, production capacity, and proposed site layout for the biochar facility.
• Review applicable environmental regulations, standards, and EIA requirements under Vietnamese law.
• Identify key environmental aspects associated with biochar production technology, including potential air emissions, particulate matter, wastewater generation, and solid waste streams.

Task 2: Environmental Baseline Survey

Conduct environmental baseline surveys at the project site and surrounding areas to establish current environmental conditions, including:

• Ambient air quality;
• Surface water/Groundwater quality (if applicable);
• Soil quality;
• Noise and vibration levels;
• Existing environmental and socio-economic conditions in the surrounding area.

Task 3: Identification and Assessment of Potential Environmental Impacts

Identify and assess potential environmental impacts associated with the project during both the construction and operational phases, including:

• Construction phase impacts:
  • Dust emissions from land clearing, earthworks, and construction activities;
  • Noise and vibration from construction machinery;
  • Wastewater from construction activities and worker camps;
  • Construction solid waste and hazardous waste generation;
  • Traffic impacts related to material transport.
• Operational phase impacts:
  • Air emissions and particulate matter from biochar production processes;
  • Dust generation during feedstock handling and biochar storage;
  • Wastewater generation from production processes and domestic use;
  • Solid waste and hazardous waste management;
  • Noise and odor emissions from plant operations;
  • Potential impacts on surrounding communities and environment.

Task 4: Environmental Mitigation and Management Measures

Propose preliminary environmental mitigation measures and environmental management strategies to minimize potential impacts, including:

• Air emission control concepts;
• Wastewater management and treatment approaches;
• Solid waste management measures;
• Environmental monitoring considerations.

Task 5: Preparation, Submission, and Approval for the Environmental Impact Assessment Report

• Prepare the complete EIA report and supporting technical documentation in compliance with applicable regulations;
• Submit and follow up the full EIA dossier to the relevant environmental authorities;
• Provide technical clarification to the EIA appraisal committee when requested;
• Update the EIA report in response to comments from the appraisal committee;
• Support the project owner until the EIA report is formally approved (Approved EIA Decision).

About the Job

You will work in a dynamic and international environment. In a small, 3-member micro-team with a Business Developer who negotiates prices and take care of the overall commercial relation with the suppliers and a Supply Planner who handles logistics. As part of the annual action plan, you will be responsible for the constant improvement of the quality of IKEA products as well as the production process and workflow through tools such as 5S, Lean, and machine capacity utilization. All with the aim of reducing production inefficiencies, in terms of sustainability and business ethics. You will also perform:

• Developing relationships with suppliers – the micro-team regularly travels to the field to understand and solve issues firsthand, we see production from the ground up, help with the implementation of action plans, and cooperate in audit processes,
• Data analytics – this will be a primary function and most of your office-hours.
• Operation – helping suppliers with entering up-to-date product documents into the system to secure compliance, resolving claims from A to Z, regular communication with suppliers (emails, calls), meetings with management and the team
