 Job Scope

• Conduct information gathering for procurement of F&E and ensure procurement processes are in compliance with the policy.

• Facilitate sourcing projects for services and non-medical supplies categories.

• Prepare papers for management approval and establish contracts.

• Guide the evaluation of goods and services proposal from vendors, suppliers and contractor of services as procurement co-lead.

• Collaborate with MMD to add value through proper negotiation, product standardising or innovative ways of sourcing.

• Coordinate meetings, plan agenda, manage administrative functions and maintain accurate records.

• Provide administrative support to Operations Head as required.

 Requirements:

• Minimum degree in business administration, supply chain management, or related field.

Position Overview

As a Project Procurement Manager, you will oversee and manage all procurement activities during

project execution to ensure they meet contractual obligations and align with Hanwha Ocean's

processes and procedures. This includes coordinating a team of Buyers, Package Managers,

Expeditors, Inspection Coordinators, Logistics Coordinators, and Material Controllers to deliver

successful project outcomes.

Key Responsibilities:

Win Phase:

▪ Develop a winning procurement strategy with BA/BD/PLD and Strategic Sourcing teams.

▪ Actively participate in obtaining firm and budgetary pricing during the proposal phase.

▪ Review client contractual requirements and prepare the preliminary Procurement Execution Plan.

▪ Establish and align bidders' lists to optimize purchasing opportunities with the Supply Chain

Headquarters.

▪ Ensure compliance with contractual obligations during the strategy and planning stages to lay a

foundation for successful execution.

Execution Phase:

▪ Set up Supply Chain tools, manpower plans, and processes for the project.

▪ Implement the Project Procurement Strategy (PPS) established during the WIN phase.

▪ Review and allocate package/equipment/service budgets with the Project Control team.

▪ Align with Legal & Contract teams on negotiation approaches with Suppliers.

▪ Monitor project schedules, ensuring sufficient lead time for manufacturing and construction

requirements.

▪ Formalize the Procurement Execution Plan in alignment with the Overall Project Execution Plan.

▪ Organize and lead weekly procurement progress meetings, from pre-orders to post-orders and

PO close-out.

▪ Minimize costs of non-quality by ensuring supplier deliverables are reviewed and accepted only

Continuous Improvement:

▪ Contribute to package standardization and optimization plans with the Strategic Sourcing team.

▪ Evaluate supplier capabilities and performance, recommending improvements to enhance

procurement effectiveness.

▪ Share best practices and lessons learned from completed packages to drive continuous

improvement.

▪ Monitor and ensure adherence to procurement procedures to achieve compliance with project

requirements.

Requirements:

▪ A Bachelor’s degree in engineering, marine, construction management and/or business is required.

▪ Minimum of 10 years and above of technical/project procurement experience, with a proven track record in package/category management with EPCI companies, preferably in the offshore FPSO/FSO and Oil & Gas industry.

▪ Familiarity with package engineering, manufacturing, integration, inspection, testing, and

commissioning.

▪ Demonstrated success in managing relationships with internal stakeholders and suppliers.

▪ Possess strong leadership, team and project management skills.

Responsibilities:

• Facilitate and lead the DfS review process in compliance with statutory requirements.

• Coordinate and document DfS workshops, ensuring hazards are systematically identified and addressed.

• Advise project teams on risk elimination and control measures through design improvements.

• Prepare and maintain the DfS Register and DfS Report for submission to relevant stakeholders.

• Engage with Qualified Persons (QPs), contractors, and developers to ensure seamless integration of safety considerations into design.

• Conduct periodic reviews to ensure risk control measures remain effective during construction.

• Provide technical input and training to project teams on DfS principles and best practices.

Requirements:

• Recognised DfSP qualification approved by the Ministry of Manpower (MOM), Singapore.

• Minimum 5 years of relevant experience in design, construction, or safety management.

• Solid understanding of WSH (Design for Safety) Regulations 2015, Building Control Act, and related codes of practice.

• Strong communication, facilitation, and documentation skills.
