Job Summary

We are seeking a highly motivated and experienced Project Engineer to lead site activities and project management for a new PUB (Singapore’s National Water Agency) drainage project. You will ensure drainage construction and upgrading works are delivered safely, on schedule, and comply with the Code of Practice on Surface Water Drainage and regulatory standards.

Responsibilities

• Lead and coordinate site works for drains, culverts, and waterways to complete projects within budget and timelines
• Review hydraulic and structural designs for drainage systems and prepare technical documents including Method Statements, construction programs, and shop drawings
• Manage technical submissions and secure timely approvals from PUB, LTA, NParks, and other authorities
• Monitor daily site activities to ensure compliance with design intent, quality standards, and workplace safety regulations
• Engage with public, agencies, and internal stakeholders to address feedback and minimize disruption during project implementation
• Assist in project budgeting, assess progress claims, and administer contracts effectively
• Implement and monitor Earth Control Measures (ECM) and ensure site practices comply with Workplace Safety and Health (WSH) requirements
• Utilize AutoCAD or BIM software proficiently to support project design and documentation
• Apply solid knowledge of LTA and PUB’s Code of Practice to ensure regulatory compliance
• Communicate clearly and solve problems effectively to coordinate with contractors and government agencies

Required competencies and certifications

• Bachelor’s Degree in Civil Engineering recognised by the Professional Engineers (PE) Board Singapore
• Minimum 2–5 years of relevant experience in infrastructure or civil works in Singapore, specifically in drainage, sewerage, or roadworks

Preferred competencies and qualifications

• Valid CSCPM (Construction Safety Course for Project Managers) or WSQ Manage Workplace Safety and Health certification is highly preferred

• Liaises with third-parties(i.e.design consultants, construction management consultants, contractors) to obtain the latest schedules in the appropriate programme format for each phase (i.e.planning, design, bid/award, construction, start-up)
• Develops creative reporting tools (i.e. Gantt charts, activity network diagrams and etc.) to communicate complex project sequencing and/ or progress assessments
• Conducts constructability study/ workshop for heavy and critical equipment transportation/erection/installation with tender project team members, commercial, procurement and etc. at the appraisal and proposal stage
• Performs project performance analysis including earned value through the analysis of man-hour resources including productivity of third parties, equipment resources and cost loaded to monitor construction expenses/cost against planning•Leads project meetings with project team members and relevant stakeholders subcontractors to review on the project completion status against an established baseline
• Reviews construction requisition prepared by engineering discipline and troubleshoots bottle neck between construction and engineering project team members in order to achieve target schedule
• Maintains simplified logic schedules, implementing critical float path analysis to determine problem areas and alert the project team to critical scheduling issues
• Coordinates and validates schedules with cross functional team members and third party schedulers to update any changes to the master schedule to provide accurate reporting to the relevant stakeholders
• Provides progress reporting,developing/updating progress curves,documents and briefing materials as required to assess progress and measurement and promptly reports on schedule slippage/ variances
• Works with other project management team members as required to achieve functional objectives and deadlines
• Provides support in various projects as required to promote cross-functional learning and development, balance team workload and enhance overall team productivity

Requirements:

• Candidate must possess at least a Bachelor’s degree in Marine/ Engineering/ Electrical/ Mechanical, or related disciplines
• At least 3 to 5 years of working experience in construction planning in marine/ offshore related industry
• Experience with design-build and construction management at risk delivery methods
• Excellent proficiency in English (written and spoken)
• Advanced user of Microsoft Office products and project management software programmes(i.e.Microsoft Office Suite, Primavera Project Planner Version 6.0 or higher and etc.)
• Good working knowledge of all phases of construction including work commonly done by the various construction disciplines
• Good knowledge and experience scheduling the design and construction of large-scale, complex projects
• Good knowledge and experience in developing and managing a progress reporting methodology for a complicated design effort
