Tescom is an IT consulting firm providing a range of professional services in functional testing, automation testing, cyber security testing, performance testing, independent IT auditing, and application support. We are looking to hire a PROJECT MANAGER for a public sector project.

Responsibilities

1.    Set up the structures to manage the systems in scope and undertake full responsibility for the quality of work produced by the Tescom project team;

2.    Ensure that the deliverables are in accordance with the agreed contractual specifications and are completed on schedule;

3.    Serve as the liaison between the client and Tescom’s team project members;

4.    Publish regular progress reports;

5.    Prepare and submit minutes of all meetings;

Experience:

1.    Possesses at least ten (10) years of working experience in managing a large-scale IT project involving application/product development, maintenance and operations;

2.    Completed at least three (3) IT development and maintenance projects in the most recent five(5) years in the capacity of project lead/manager;

3.    Possesses good knowledge of the project management-related processes, standards, tools, solutions, products;

4.    Possesses strong analytical skills and proactive in providing solutions;

5.    Responsive to the queries and requirements from the client;

6.    Customer-oriented and possess experience in dealing with IT requirements from the business perspective;

7.    Preferably has experience working on IT projects with the Singapore Government;

Education & Certifications:

1.    Possesses at least a recognized IT/Computer Science Degree or a related discipline;

2.    Preferably acetified IT Project Manager under the Project Management Professional (PMP),Certified IT Project Manager Programmed (CITPM) or its equivalent;

3.    Preferably acertified Scrum Master by NUS-ISS or an equivalent Singapore Recognised Institution;

Partner with the Agency’s business teams to elicit citizen/business and Agency’s needs through human-centric and visual methods

• Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and develop future state design and solutions

• Evaluate and recommend suitable technology while aligning with GovTech’s technology directions (such as cloud-based, enterprise architecture and modernization of legacy systems, adoption of SG Tech Stack)

• Identify and adopt the appropriate development and delivery approach (Outsourced, Co-Sourced or In-house development)

• Work with fellow Govtechies and Agency's teams to develop user stories, functional/technical specifications and acceptance criteria

• Ensure product readiness for smooth deployment, adoption and operations

• Analyse impact of requested changes and propose improvements to continuously address changing business needs, and work with support team to understand and address technical problems (Operations Management)

• Assist the CIO to identify new opportunities and problems to solve for the Agency’s digital transformation

• Build deep knowledge of Agency’s business and operations and identify opportunities to support the transformation of Agency’s business / operation

• Identify potential project risks and its implication to the organisation and to recommend mitigating measures so as to manage the risks

• Effectively engage and manage the vendors to deliver ICT solutions and services

• Understand the IT management policy, quality management policy and security guidelines to ensure the development processes, procedures and system are designed to comply with these policies and guidelines

What we are looking for

• Diploma/Degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering or related disciplines

• At least 5 years relevant working experience in a similar capacity (advantageous to have had some Consulting, Software Development and Design experience)

• Strong portfolio that demonstrates proven, hands-on experience working in Agile approach on Product-centric teams

• Working knowledge of AI tools and concepts

• Strong analytical, conceptualisation, facilitation and problem-solving skills, in particular with application in Discovery sessions and prototyping.

• Good stakeholder engagement and communication skills with ability to influence and pitch ideas

• A driven and motivated personality with the ability to rapidly learn, apply and execute

• Experience in Project Management and Product Management is a plus

Role Overview

The Maintenance Manager (MM) is fully accountable for Day-2 operations, system stability, and service quality of Singapore Government IT projects. This role requires strong ownership of the system in production, excellence in incident handling and reporting, and close collaboration with project (Day-1) teams to ensure smooth transitions, aligned expectations, and operational readiness. The MM is expected to act as the single point of ownership for maintenance, represent the maintenance team to external customers, and drive continuous improvement of operational processes.

Key Responsibilities

1. End-to-End Maintenance Ownership

• Take full ownership of system maintenance, stability, and operational performance.
• Ensure the system is production-ready at all times, including post-release support and steady-state operations.
• Proactively identify operational risks and drive mitigation plans.
• Serve as the primary authority for Day-2 matters, decisions, and escalation.

2. Incident & Problem Management

• Lead and manage major incidents (Sev 1 / Sev 2) from detection to closure.
• Ensure timely escalation, coordination, and resolution across infra, system, and application teams.
• Produce clear, structured incident reports, including:
• Incident timeline
• Impact assessment
• Root cause analysis (RCA)
• Corrective and preventive actions
• Present incident findings confidently to external customers and stakeholders.
• Track recurring issues and drive problem management initiatives.

3. Stakeholder Communication & Reporting

• Represent the maintenance team in operational meetings, reviews, and briefings with external customers.
• Prepare and present maintenance slides, operational dashboards, and incident summaries.
• Communicate system health, risks, and recovery plans clearly to both technical and non-technical audiences.
• Build trust with stakeholders through transparency, accountability, and delivery.

4. Day-1/ Day-2 Alignment & Transition
Work closely with Day-1 project teams to:

• Align expectations on operational readiness and support scope
  Review release schedules, cutover plans, and post-go-live support Ensure proper handover of documentation, SOPs, and system knowledge

• Validate that new releases are supportable, operable, and maintainable before acceptance into Day-2.
• Raise gaps early and enforce operational acceptance criteria.

5. Operations Governance & Process Excellence

• Define, maintain, and enforce maintenance SOPs, escalation paths, and support workflows.
• Ensure disciplined execution of incident, problem, and change management processes.
• Drive continuous improvement of operational processes and service quality.
• Support audits, reviews, and governance checks as required by government projects.

6. Team Leadership & Coordination

• Lead and coordinate in-house Day-2 Infra, System, and Application teams.
• Ensure clear roles, responsibilities, and accountability across support functions.
• Manage duty rosters, standby arrangements, and operational coverage.
• Coach team members on incident handling, reporting quality, and operational discipline.

Required Qualifications

• Singapore Citizen (mandatory).
• Bachelor’s Degree in IT, Computer Science, Engineering, or equivalent.
• Minimum 8 years of IT experience, with at least 3–5 years in a Maintenance Manager / Operations Lead / Production Support Lead role.

Mandatory Experience & Skills

• Strong hands-on experience in IT Maintenance / Day-2 Operations.
• Demonstrated ownership of end-to-end incident management, including major incidents.
• Proven ability to write high-quality incident reports suitable for external customers.
• Experience preparing and presenting maintenance and incident slides to external stakeholders.
• Strong experience working with project (Day-1) teams on release planning, handover, and support readiness.
• Solid understanding of ITIL-based service management practices.
• Ability to operate effectively in 24/7 operational environments.

Preferred / Advantageous Experience

• Experience supporting Singapore Government IT systems.
• Familiarity with environments involving:
• Application platforms (Java, Node.js, microservices)
• Integration platforms (Kafka, MQ, REST/SOAP)
• Containerized platforms (Docker, Kubernetes)
• Experience in audit-heavy, security-sensitive, or high-availability systems.
• ITIL Foundation or higher certification.
