About the Role

We are looking for a proactive, self-motivated, and resourceful Digital Business Analyst to join our dynamic team. In this role, you will act as a critical bridge between technology and business, supporting the Chief Information Officer (CIO) and collaborating with cross-functional teams.

Key Responsibilities

• Requirement Elicitation & Prototyping: Map citizen/business service journeys, gather requirements, and build rapid prototypes to validate business cases and measure value.

• Product Ownership Assistance: Translate business needs into clear user stories, technical specifications, and acceptance criteria. Help define the product vision, roadmap, and strategic objectives.

• Tech Evaluation & AI Innovation: Actively experiment with and evaluate emerging technologies (including AI tools) to ensure alignment with GovTech’s technology directions and Whole-of-Government (WOG) central solutions.

• Agile & Project Delivery: Identify and implement appropriate project methodologies (Agile, Waterfall) tailored to project environments. Ensure smooth system deployment readiness and perform post-change impact analysis.

• Strategic Advisory: Support the CIO in identifying high-impact digital transformation opportunities and use data-driven insights to guide product strategies.

Job Requirements

Minimum Qualifications

• Education: Bachelor’s Degree in a relevant IT or Technology discipline.

• Experience: Minimum of 4+ years of hands-on experience in IT business analysis, solution design, and testing.

• Product Lifecycle: Proven track record of participating in at least one full software/product development lifecycle (Agile environment highly preferred).

• Technical Agility: Ability to code and iterate prototypes live during planning sessions and lead collaborative workshops.

• Soft Skills: Outstanding analytical, problem-solving, stakeholder management, and influencing skills; comfortable engaging with users across all levels.

Preferred Skills & Certifications

• Professional Business Analysis certification (e.g., CBAP).

• Certified Scrum Master or Product Owner is a strong advantage.

• Prior experience in IT consulting, software development, Service Design, or Knowledge Management.

Good-to-Have (Bonus Points)

• Tech Stack Familiarity: Basic exposure to modern web technologies (React, JavaScript, Python, Java, or .NET/C#).

• GovTech Ecosystem: Familiarity with government development tools, CI/CD concepts, and workflows (such as SHIP/HATS, GitHub, or GitLab).

• Collaboration Tools: Experience working with Agile and design tools like JIRA, Figma, or Miro.

• Modern Platforms: Exposure to Rapid Application Development (RAD) platforms like OutSystems, or Content Management Systems (e.g., Sitefinity, SharePoint Online).

Role Overview 

We are seeking a Service Designer to support the discovery, service blueprinting, and operational workflow design for an automatic station ingestion platform. The role will focus on understanding how people, field operations, edge infrastructure, and cloud systems interact, and translating those insights into clear service blueprints, process maps, and system-to-human handoff documentation. 

The ideal candidate is comfortable working in complex technical environments and can facilitate conversations across field technicians, engineers, project managers, and end users. 

Key Responsibilities 

• Conduct discovery and research sessions with cross-functional stakeholders, including field technicians, engineers, project managers, operations teams, and end users. 

• Map current and future-state workflows for automatic weather station operations, sensor inventory, calibration, maintenance, data ingestion, and issue handling. 

• Produce service blueprints that clearly show system interactions, human workflows, operational handoffs, and pain points. 

• Document dependencies across physical fieldwork, edge infrastructure, backend systems, APIs, and data consumers. 

• Create clear system architecture, workflow, and data flow schematics using Figma or equivalent tools. 

• Translate research findings into actionable recommendations for platform design, operational readiness, and implementation planning. 

• Work closely with technical teams to ensure service blueprints reflect realistic system behaviour and operational constraints. 

• Support workshops, stakeholder alignment sessions, and handover of service design outputs to delivery teams. 

Required Skills and Experience 

• Experience in service design, operational workflow mapping, technical business analysis, or product/service discovery. 

• Strong ability to facilitate research and working sessions with both technical and non-technical stakeholders. 

• Experience producing service blueprints, process maps, journey maps, system diagrams, or operational workflow documentation. 

• Proficiency with Figma or equivalent design and diagramming tools. 

• Ability to simplify complex technical workflows into clear, structured artefacts. 

• Strong written and verbal communication skills. 

Good to Have 

• Experience working on data platforms, IoT systems, infrastructure projects, operational technology, or complex digital services. 

• Familiarity with field operations, maintenance workflows, calibration processes, or asset management systems. 

• Experience supporting early-stage discovery and delivery phases for complex technology platforms

1. Technical & Platform Expertise

Deep mastery of Workday integration technologies to deliver reliable, maintainable solutions.

• Proven capability across Workday Integration tools (Studio, EIB, PECI, WECI, RaaS).
• Strong understanding of integration patterns, data flows, and downstream dependencies.
• 6+ years of experience in Workday integrations, including at least 2 full-cycle deployments
• Certified in Workday Integration Core or Workday Studio
• Familiarity with Workday security fundamentals is an advantage.

2. Advanced Studio Development

Ability to independently design, build, and debug complex Workday Studio integrations.

• Delivers production‑grade Studio solutions with robust logging, error handling, and XSLT.
• Applies reusable components and best practices to reduce technical debt.

3. Functional & Domain Awareness

Understands HCM business processes to align integration logic with policy and operations.

• Maps data accurately across Core HCM/Finance and external systems.
• Anticipates functional impacts and edge cases in cross‑agency scenarios.

4. Integration Governance & Security

Builds integrations that are secure, compliant, and scalable across the enterprise.

• Applies Workday security rules, encryption, naming/versioning standards.
• Designs for auditability, resilience, and long‑term operability.

• Configures RaaS and outbound EIBs with controlled access via domain/report security.
• Uses logs, alerts, and traceability tools for proactive issue resolution.
