• Elicit and document business requirements through stakeholder interviews, workshops, and analysis of existing specifications.

Requirements:

• Preferred: IIBA certifications (ECBA, CCBA, CBAP, or PMI-PBA).
• Preferred: Working experience in Government of Singapore projects.
• Preferred: Experience with data visualization tools (Power BI, Tableau) and scripting (Python/R).
• Preferred: Proficiency in technical skills like SQL, Excel, BPMN/UML modelling, and SDLC methodologies (Agile/Waterfall).

• Align all stakeholders to ensure that business requirements are adequately gathered and defined.
• Perform gap analysis to complete the clients' business requirements.
• Develop and maintain documentation on business input and translation into visual models (Business domain model, process flow diagrams, use case diagrams, activity diagrams, data models, and wireframes).
• Perform system end-to-end testing to validate and ensure the system meets the requirement specifications.
• Involvement in the system integration testing phase prior to implementation.
• Develop test scripts and conduct user acceptance testing.
• Conduct end-user training for any system implementations or enhancements.

Requirement:

• Bachelor's degree in Computer Science, Information Technology or equivalent.
• Minimum 5 years of working experience in business requirement analysis or related field.

• Manage end-to-end delivery of government application projects, including planning, execution, deployment, and post-go-live (Day 2) support

• Accountable for schedule, scope, risks, issues, and delivery outcomes

• Lead cross-functional technical teams and partners in a regulated government environment

• Own deployment planning, cutover activities, and operational readiness

• Act as the primary interface with government customers and internal stakeholders

• Prepare and present clear project status, risk, and progress reports to management and customers

Requirements

• Degree in Engineering (Computer / Telecommunication), Computer Science, Information Technology, or equivalent

• Minimum 8 years work experience and 3 years of relevant Government Applications Projects as Project Manager

• Proven experience delivering government-related IT application projects (Day 1 / Day 2)

• Experience managing project teams (5 or more)

Technical Experience (Advantageous)

• Project Manager shall be a suitably qualified personnel with experience to interface with the different teams (eg. System Infrastructure team, Security Team and Others).
• Be the POC to present at all Monthly progress meetings, he/she shall report the progress to the Authority.
• Lead an engineering team to review, modify, design and implementation at the new and existing system.
• Lead the joint effort between the Authority’s appointed vendors and the engineering team for any troubleshooting failure/faults related to the network implementation on the existing system.
• Highlight any technical or schedule risk regarding the project. He/she shall also present to the Authority mitigation measure with solutions to move the project forward to reduce the impact to the technical and schedule impact.

Requirement:

• Bachelor Degree in Computer Science or equivalent IT System Management experience of various aspect
• Shall have at least Five (5) years of ICT Project Management.
• Familiar with Government IT process and compliance will be added advantage.
