You will report to the Engineering Manager, Insurance, based in Indonesia and will develop the complex backend systems powering the many end-to-end user journeys across all Insurance products available in multiple Grab apps. About the Role

Our client is seeking a skilled Data Engineer to design and build scalable data infrastructure supporting critical public sector initiatives. This role involves working across large and complex datasets, including geospatial data, to enable data-driven decision-making and digital product development.

The ideal candidate combines strong technical expertise with the ability to understand business needs, ensuring data solutions are robust, scalable, and aligned with organisational goals.

Key Responsibilities

• Design, develop, and maintain data platforms and architectures, including data warehouses, data lakes, and operational data stores
• Build and optimise data pipelines (batch and real-time) to support large-scale data processing and analytics
• Perform data extraction, transformation, and cleansing (ETL/ELT) to ensure high-quality, reliable datasets
• Integrate and consolidate data from multiple sources, ensuring scalability, security, and compliance
• Develop and maintain backend APIs and data services to support applications and downstream use cases
• Collaborate with Product Managers, Data Architects, Analysts, and Engineers to deliver data-driven products
• Implement data governance, quality controls, and monitoring frameworks
• Operate in an Agile environment, contributing to CI/CD practices, code reviews, and continuous improvement
• Participate in onsite engagements where required

GIS / Spatial Data Focus

• Build and maintain scalable geospatial data pipelines for ingestion, transformation, storage, and validation across multiple sources
• Work with GIS platforms and tools such as ArcGIS Server and PostGIS
• Utilise Python spatial libraries (e.g. GeoPandas, Shapely) for geospatial data processing
• Implement data cataloguing, metadata management, lineage tracking, and security controls for geospatial datasets
• Design and optimise geospatial data models, schemas, and storage solutions for performance and scalability
• Ensure compliance with geospatial standards (e.g. ISO 19115/19139, OGC) and governance requirements
• Provide reliable data services and APIs to support analytics and front-end visualisations
• Support development or integration of map services and geospatial visualisation components

Requirements

• Proven experience in data engineering or data platform development, preferably in large-scale or complex environments
• Strong proficiency in data pipeline development, data modelling, and database technologies
• Experience working with distributed data processing frameworks and modern data stacks
• Solid understanding of data governance, quality, and security practices
• Ability to work across both technical and business stakeholders
• Comfortable balancing big-picture architecture with hands-on implementation
• Strong alignment with public sector mission and impact-driven work

Preferred:

• Experience with GIS / geospatial data systems and platforms
• Familiarity with ArcGIS Server, PostGIS, GeoPandas, Shapely
• Exposure to data lakes, cloud platforms, or modern data ecosystems
• Experience working on government or public sector projects

RESPONSIBILITIES

• Portfolio Construction & Implementation: Develop and implement portfolio construction strategies and techniques for the Endowment to achieve long-term return objectives. Use quantitative models, optimisation tools and advanced analytics to enhance portfolio construction and asset allocation processes.
• Investment Strategy Development: Incorporate market trends, economic indicators and investment implications to provide actionable insights and recommendations to CIO on portfolio positioning and sizing.
• Investment Strategy Implementation: Collaborate closely with teams to translate investment views and strategies into actionable portfolio allocations. Work with the team to construct a portfolio of best-in-class managers in public and private markets through proper & careful manager selection & due diligence.
• Management & IC Approval: Work with the CIO in portfolio strategy reviews and make investment/manager recommendations for Management and IC's approval. Prepare all communications with senior stakeholders and committees.
• Performance Monitoring & Risk Analysis: Analyze investment results, benchmark performance, and design methodologies for reporting and comparison. Provide market monitoring and risk analysis across asset classes.
• Automation and systematization: Support and implement the continual digitisation of processes and procedures to deliver a firm foundation of analytics and knowledge stores.
• Team Development: Work with CIO to coach, and mentor staff, fostering a high-performance culture within the Investment Office.
• Other duties as assigned.

• A Bachelor's degree in a relevant discipline (e.g., Finance or Economics) with at least 10 years' experience in asset allocation, managing and assessing global multi-asset portfolios and investment strategies.
• A Master's degree would be preferred.
• CFA/CAIA certification would be advantageous.
• Strong market acumen, with in-depth understanding of different asset classes, factors and their risk drivers.
• Ability to draw investment implications from market insights, translating such insights into effective allocation recommendations, portfolio positioning and sizing judgements.
• Demonstrated capability to perform effectively in a high-pressure, results-oriented environment while concurrently managing multiple priorities.
• Strong team mindset, collaborative team player who works well with colleagues and develops junior team members.
• Good communication skills and proactive engagement with key internal stakeholders and external partners. Ability to articulate complex concepts to technical and non-technical stakeholders.
