Job Summary
The HR Business Support is responsible for overseeing the administrative, tender management, contract administration, and operational support functions of the company. This role ensures the timely submission of government tenders and ITQs, accurate preparation of contracts and budgets, smooth coordination of outsourced manpower operations, and effective support to business development activities and compliance with company policies.
Key Responsibilities
Tender & Proposal Management
- Lead the preparation, coordination, and submission of Invitations to Quote (ITQs), Requests for Quotations (RFQs), government tenders, and other business proposals.
- Review tender requirements, ensure compliance, and coordinate with relevant stakeholders to gather necessary information.
- Maintain tender submission schedules and ensure all submissions are completed accurately and within deadlines.
- Monitor tender outcomes and maintain tender records for reporting and audit purposes.
Contract Administration
- Draft, review, prepare, and manage contracts, service agreements, quotations, purchase orders, and related documentation.
- Ensure proper filing, tracking, and renewal of contracts.
- Maintain accurate contract databases and documentation records.
- Liaise with internal stakeholders and clients regarding contract-related matters.
Budgeting & Financial Support
- Prepare budget proposals, costing sheets, manpower pricing models, and project cost summaries.
- Support management in pricing strategies and profitability analysis for tenders and projects.
- Monitor project costs and provide administrative support for billing and invoicing processes.
Outsourced Manpower Operations
- Serve as one of the primary points of contact for deployed employees regarding: Timesheet submissions, Leave applications, Claims processing, Employment-related administrative matters
- Coordinate onboarding and offboarding processes for outsourced employees.
- Ensure timely submission and verification of payroll-related documents.
Sales & Business Development Support
- Provide administrative and operational support to the Business Development and Recruitment teams.
- Assist in preparing sales presentations, reports, proposals, and client documentation.
- Support project coordination and implementation activities as required.
- Collaborate with internal teams to ensure smooth execution of client projects.
- Participate in Job Fairs with team members.
Compliance & Reporting
- Ensure all processes comply with company policies, client requirements, government regulations, and tender specifications.
- Prepare management reports, operational updates, and performance statistics.
- Maintain confidentiality and proper handling of company and client information.
- Support internal and external audits when required.
Requirements
- Diploma or Degree in Business Administration, Human Resource Management, Accounting, or a related field.
- Minimum 2–3 years of experience in business support, tender management, contract administration, or manpower outsourcing operations.
- Experience in GeBIZ tender submissions and government procurement processes is highly preferred.
- Strong knowledge of Microsoft Office applications, particularly Excel.
- Excellent organizational, coordination, and documentation skills.
- Strong attention to detail and ability to manage multiple deadlines.
- Good communication and stakeholder management skills.
- Leadership experience with the ability to supervise and develop team members.
Preferred Experience
- Experience in recruitment agencies, manpower outsourcing, or HR service environments.
- Familiarity with payroll administration, timesheet management, and workforce deployment operations.
- Knowledge of government procurement portals such as GeBIZ and Vendors@Gov.
- Possess CEI Certification has an added advantage.
