Position Overview

This role is to manage all human resources and administrative functions. The successful candidate will play a key role in supporting day-to-day operations, ensuring HR compliance, and maintaining smooth administrative workflows across the organization.

Key Responsibilities

Work Environment

• Maintain a safe and positive work environment, and ensuring compliance with local employment laws, company policies and regulatory requirements.

Recruitment

• Lead recruitment, selection and onboarding processes.

• Support manpower planning and liaise with other departments on hiring needs.HR Operations & Employee Records

• Manage employee onboarding and onboarding processes, ensuring accurate documentation and compliance.

• Maintain up-to-date personnel files, HR databases, and employee information systems.

• Manage employee relations.

Compensation & Benefits Administration

• Oversee employee benefits, medical claims, and related HR entitlements.

• Track staff attendance, leave applications, and prepare payroll-related data for processing.

• Manage performance appraisal systems

Learning and Development

• Overseeing Learning & Development programs, including needs assessment, training plans, and budget management.

• Organise team building/bonding activities.

Asset & Policy Management

• Maintain company assets, accurate assets records and documentation.

• Review and update HR and administrative policies; ensure staff are informed of policy changes.

Strategic Planning

• Support on strategic planning and decisions that impact all management levels

• Support company’s strategic planning for entire employee lifecycle, from recruitment to performance management

• Ensure the workforce is skilled, motivated, and performing well in order to meet the company’s goals

General Administration

• Oversee day-to-day administrative operations including document management, meeting coordination, facilities management, and vendor liaison.

• Support general office maintenance and ensure a well-organized and efficient workplace environment.

Requirements

• Diploma or Degree in Human Resource Management, Business Administration, or a related discipline.

• Familiarity with Singapore employment laws, MOM regulations, and HR best practices.

• Proficient in Microsoft Office (Word, Excel, Outlook); experience with HRIS systems is an advantage.

• Strong interpersonal, written, and verbal communication skills.

• Highly organized, meticulous, and able to handle confidential information with discretion.

• Capable of working independently and managing multiple priorities effectively.

Mon to Fri 8.30am - 5.30pm

Responsibilities:

• Managing the payroll system and performing payroll duties, including identifying, verifying and resolving discrepancies for local and overseas payroll
• Handle monthly payroll processing, including income tax, reimbursements, CPF payments, and tax filings for both local and foreign employees
• Ensure timely submission of monthly CPF payments, tax filing for both local and foreign employees
• Liaising with statutory bodies – IRAS, MOM, CPF, etc., with regards to employees’ remuneration
• Handle employees‘ queries on payroll related matters promptly
• Administer staff benefits and claims in accordance with Company policies
• Participating in continuous change management and payroll process streamlining
• Conduct market compensation & benefit benchmarking to ensure the competitiveness of benefit package
• Responds to all EEOC and other employee legal claims
• Prepare and submit surveys (MOM, CPF, SNEF, IMDA, Department of Statistics Singapore, etc.)
• Handle government claims and grants (e.g. NS/ Maternity/ Paternity/ PSG, etc)
• Oversee application and renewal of company licenses
• Supervise, train and develop the HR & Admin Team
• Administering project preparation
• Conduct regular review on payroll and HR processes to ensure adherence to compliance standards
• Manage WICA, Foreign Medical Insurance, and Public Liability Insurance
• Other ad-hoc duties as assigned.

Requirement:

• Degree in Human Resource or a related field
• Minimum of 3 years of hands-on payroll experience
• Good knowledge of the Employment Act, HR regulations, and payroll practices.
• Detail-oriented and problem solver
• Excellent communication and interpersonal skills.
• Able to work under pressure in a fast-paced environment

Responsibilities include, but are not limited to:

• Maintain HRIS database and staff personnel file.
• Manage leave administration.
• Submission of Government Paid Leaves (GPL) and other statutory submissions such as CPF, IR21, IR8A, and NS claim.
• Process all insurance claims and administer group insurance programme such as Work Injury Compensation and Group Hospital & Surgical.
• Prepare payroll-related reports and other ad-hoc reports as requested by the management
• Handle employees’ enquiries pertaining to payroll/HR matters
• Assist in C&B activities such as performance appraisal, salary or bonus review exercise
• Communicate and explain HR policies to the employees.
• Monitor and prepare of letters such as confirmation, promotion, warning & employment certification.
• Ad-hoc duties as assigned by HOD.

JOB REQUIREMENTS

• Degree or Diploma in Human Resource Management preferably with 2 years of working experience in human resources
• Knowledge of MOM legislation.
• Able to meet tight deadlines and is meticulous with an eye for detail.
• Independent team player.
• Good interpersonal and communication skills.
• Proficient in Microsoft Word and Excel.
