Responsibilities:

The Admin & HR Officer will play a pivotal role in supporting the Human Resources department to ensure the smooth and efficient operation of HR activities. This includes ensuring compliance with HR policies, managing administrative functions, and fostering effective communication across the organization.

1. Administration:

• Provide comprehensive administrative support for HR and other administrative functions.
• Serve as a liaison with government departments, local authorities, and agencies on company legislative affairs, including registrations, licenses, and permits.
• Monitor, follow-up, and report on the status of submissions to government entities.
• Communicate effectively, both verbally and in writing, with government authorities to address compliance matters.
• Assist in ensuring compliance with OSHA and relevant federal and state regulations.
• Maintain a systematic filing system and ensure the safekeeping of confidential documents.
• Perform general office duties such as data entry, filing, scanning, and managing incoming communications (emails, letters, parcels, etc.).
• Oversee the ordering and inventory of office supplies to maintain a well-stocked, organized office environment.
• Ensure cleanliness in the office and coordinate supervision of cleaning staff.
• Assist with organizing company events, employee welfare programs, and office maintenance.
• Support the implementation of workplace safety and health (WSH) initiatives, identifying and addressing non-compliance and unsafe practices.

2. Human Resources:

• Assist with recruitment processes, including sourcing, screening candidates, coordinating interviews, and preparing offer letters.
• Maintain up-to-date and accurate employee records in the HR system.
• Monitor employee attendance, leave records, medical claims, and generate related reports.
• Oversee payroll administration for both local and foreign employees, ensuring accuracy in records, including annual leave.
• Review and update the company’s HR policies and Standard Operating Procedures (SOP).
• Handle employee relations, grievances, and disciplinary matters in accordance with company policies and labor laws.
• Prepare employment-related documents such as offer letters, appraisals, confirmations, disciplinary memos, etc.
• Educate employees on company policies and procedures to ensure organizational compliance.

3. General Affairs:

• Manage security, housekeeping, and safety measures at the factory.
• Oversee the management of foreign workers’ accommodation.
• Ensure the maintenance and management of office supplies, pantry items, and regular inventory checks.
• Coordinate travel arrangements for company executives, including booking flights, hotels, and transportation.
• Manage office equipment and utilities, including photocopiers, printers, air conditioning, etc.
• Liaise with vendors and manage asset records, including office equipment and other company property.

Qualifications:

• A Diploma or Bachelor’s Degree in Human Resources, Business Administration, or a related field.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Experience & Skills:

• A minimum of 3 years of experience in an HR & Administration role, preferably in a multinational organization.
• Familiarity with Human Resources Information Systems (HRIS) and labor legislation.
• Ability to work effectively in a multicultural environment.
• Strong organizational, time-management, and multitasking skills.
• Excellent verbal and written communication skills in Mandarin, English, and Bahasa Malaysia.

About the Role 

The Senior Recruiter will manage end-to-end recruitment for both R&D and non-R&D positions, partnering closely with hiring managers, business leaders, and HR stakeholders. The role requires strong sourcing capability, excellent stakeholder management, structured interviewing skills, and the ability to support fast-paced hiring in an international environment.

Duties & Responsibilities: 

• Act as a trusted recruiting partner for hiring managers, business leaders, and key stakeholders in Singapore and internationally. 

• Deeply understand business priorities, hiring plans, and role requirements, and translate them into effective recruiting strategies. 

• Manage end-to-end recruitment for R&D and technical roles, including Software Engineers, AI/ML Engineers, Data Scientists, Quantum-related roles, Research Scientists, Product Managers, Product Designers, QA Engineers, and other technology positions. 

• Manage recruitment for non-R&D roles, including Sales, Marketing, Finance, HR, Operations, Administration, and other business functions. 

• Build and maintain strong talent pipelines for critical and niche roles in Singapore and the wider APAC market. 

• Use a variety of sourcing channels, including LinkedIn Recruiter, job boards, professional communities, referrals, networking, academic/research networks, and direct outreach. 

• Conduct structured competency-based and behavioural interviews using the STAR method to assess skills, motivation, culture fit, and long-term potential. 

• Ensure a positive and professional candidate experience throughout the recruitment process. 

• Partner with hiring managers to calibrate role requirements, define selection criteria, provide market insights, and support hiring decisions. 

• Collect, analyse, and improve recruiting metrics, including pipeline conversion, time-to-fill, source effectiveness, offer acceptance rate, and hiring funnel quality. 

• Support offer preparation and negotiation in cooperation with HR, Finance, and hiring stakeholders. 

• Monitor recruitment-related costs and ensure efficient use of sourcing channels, job boards, agencies, and other hiring resources. 

• Contribute to employer branding initiatives in Singapore and APAC, helping position Constructor Group as an attractive employer in AI, quantum, deep tech, research, and education. 

• Participate in additional HR and Talent Acquisition projects, such as referral programs, recruitment process improvement, internal communications, and talent market mapping. 

• Support the development of scalable recruitment practices for Constructor Group’s growing Singapore hub. 

Qualifications & Experience:

• 5+ years of proven in-house recruitment experience, preferably in fast-growing, international, technology, deep-tech, R&D, or education-related organisations. 

• Strong experience hiring for both technical/R&D and non-technical roles. 

• Experience with international hiring and talent markets; experience in Singapore and/or APAC is a strong advantage. 

• Proven ability to source and engage passive candidates for complex and niche roles. 

• Strong stakeholder management skills, with the ability to work confidently with hiring managers and senior leaders. 

• Ability to manage multiple roles and stakeholders in parallel while maintaining quality and speed. 

• Experience conducting structured competency-based and behavioural interviews using the STAR method. 

• Strong understanding of recruiting metrics and ability to use data to improve hiring outcomes. 

• Confident Excel or Google Sheets skills for recruitment analytics, including VLOOKUP/XLOOKUP, SUMIF, COUNTIF, and Pivot Tables. 

• Basic understanding of HR administration, offer processes, and local employment practices; knowledge of Singapore employment regulations is a strong plus. 

• Ability to understand and explain compensation structures, including fixed and variable components. 

• Fluent English is required; additional languages are a plus.

• HR Operations: Maintenance of employees' data, preparation of employment documents, employee disciplinary matters, employees' queries, management of full set of work passes in construction sector and preparation of weekly/monthly HR reports (Info-Tech Software).

• Talent Acquisition: Manage the end-to-end recruitment process including advertising, shortlisting, interviewing, and onboarding.

• Learning and Development: Work with department heads to arrange employees for training (CSOC, BCSS, Work at Height and etc.)

• Claim Management: Submission of necessary claims, including but not limited to insurance, work injury and statutory claims.

• Compensation and Benefits: Preparation of salary proposals, support the annual appraisal process

• Employee Engagement: Plan and organise employee engagement activities and/or events.

• Payroll: Manage payroll process (Using Info-tech System), preparation of payroll reports

• Administration: Oversee dormitory and housing renewals, and manage the assignment and registration of new workers into dormitories. Coordinate festive purchases, catering bookings, and other related arrangements.
