Job Responsibilities:
- Act as the key HR business partner to management and project teams on all HR-related matters, ensuring compliance with company policies and Singapore employment regulations.
- Lead and manage the full spectrum of HR functions, including recruitment, onboarding, employee relations, performance management, compensation & benefits, and offboarding processes.
- Develop and implement manpower planning strategies, including forecasting workforce requirements for ongoing and upcoming projects.
- Prepare and manage manpower costing, budgeting and headcount planning, ensuring alignment with project budgets and business objectives.
- Monitor and control HR operating budgets, including recruitment costs, training expenses, and employee-related expenditures.
- Oversee end-to-end recruitment activities, including sourcing, interviewing, selection, salary benchmarking, and offer management.
- Manage relationships with recruitment agencies, educational institutions, and external partners for talent pipeline development.
- Oversee all work pass applications, renewals, cancellations, and ensure full compliance with MOM regulations and reporting requirements.
- Ensure timely coordination of medical examinations and statutory compliance for foreign workers.
- Lead employee relations and disciplinary matters, providing guidance and resolution in accordance with company policies and local labour laws.
- Oversee payroll processes, including review of payroll, overtime calculations, and statutory submissions.
- Manage and ensure proper maintenance of HR systems and employee records, ensuring data accuracy and confidentiality.
- Prepare and present HR reports, manpower analytics, and dashboards to management for decision-making.
- Drive training and development initiatives, including identifying training needs, coordinating with training providers, and supporting workforce upskilling.
- Lead and participate in HR projects, process improvements, and policy development initiatives.
- Ensure compliance with statutory requirements including MOM, TAFEP, BCA and other regulatory bodies.
Job Requirements:
- Degree in Human Resource Management, Business Administration or related discipline.
- Minimum 5–8 years of relevant HR experience, preferably in construction or managing blue-collar workforce.
- Proven experience in manpower planning, budgeting, and HR cost control.
- Strong knowledge of Singapore employment laws, MOM regulations, and work pass processes.
- Experience handling payroll, employee relations, and full HR operations.
- Familiarity with HR systems (e.g. Whyze HR or equivalent) will be an advantage.
- Strong analytical, communication, and interpersonal skills.
- Ability to work in a fast-paced, project-based environment.
