You will be an integral part of a professional team that is responsible for upholding proper procurement governance and contract management, rendering office administration, overseeing facility maintenance for corporate office, and providing IT administrative support to the organization.

Procurement & Contract Management

• Co-guide the procurement team with Head, Administration & Procurement

• Responsible for development and implementation of procurement framework and workflow

• Perform timely execution of procurement activities (SVP, ITQ, ITT) and approval submissions to achieve optimal Procure-to-Pay (P2P) results

• Generate tender documents, contract drafts, and purchase orders in accordance to procurement policies and guidelines 

• Facilitate negotiation, evaluation and review of sourcing and tender submissions with relevant stakeholders and evaluation committees

• Conduct market research and engage industries to understand market supply conditions

• Maintain proper contract management in preparation for sourcing or tender process  

• Manage business relationships with suppliers including contract management, negotiations and performance review

• Provide advice and consultation to all divisions on procurement and contract management policies and procedures to align procurement plans with overall procurement strategy and resources to achieve intended outcomes

• Assist in coordinating and managing audit requests for both internal and external audits.

• Responsible for contract creation and purchase order fulfilment in ERP system

• Ensure compliance to procurement procedures are adhered

• Render guidance and assistance to the team

Facilities Management (FM)

• Oversee the subcontracted FM team and ensure office premises in working condition

• Monitor subcontractor’s service level performance and actively review the monthly FM reports and meetings

Other Duties

• To co-mentor and guide the Administration & Procurement team so as to enhance the overall competency of staff to adapt and engage in the daily operational needs

• To perform any other duties as assigned by the Reporting Officer

The Role

MVH Rapid Growth Market (RGM) has rapidly expanded to 80+ veterinary practices across Asia and Brazil through acquisition. As the first dedicated procurement leader for the region, this role will establish and scale a centralized procurement and supply chain function to support operational excellence, cost discipline, and clinical consistency. The Procurement Lead will design the foundational operating model, governance and supplier strategy required to support our continued growth across diverse and developing markets.

Work Scope

1. Supplier Negotiations (Veterinary Pharmaceutical focus)

• Lead strategic sourcing and negotiations with pharmaceuticals, medical consumables, equipment and medical/other service categories to secure optimal pricing, terms and service levels.
• Consolidate supplier base and standardize commercial terms across markets where appropriate
• Develop and implement regional contracting standards and governance.
• Establish performance metrics and conduct regular supplier evaluations (KPIs, scorecards, review cadence)
• Partner closely with the MVH Global Procurement organization to leverage enterprise supplier relationships, procurement expertise, and established sourcing frameworks. Global procurement will serve as a key partner in building the region’s centralized procurement capability and strengthening relationships with strategic suppliers, including global pharmaceutical and medical supply providers.

2. Establish Central Procurement Practices

• Design and implement a centralized procurement function for a multi-country veterinary platform.
• Conduct spend analysis to identify consolidation, standardization and value creation opportunities.
• Develop and govern approved product formularies and preferred supplier programs.
• Develop and communicate procurement policies, approval matrices and compliance mechanisms to veterinary practices, ensuring alignment and adoption.
• Support integration of newly acquired practices into standardized Commercial processes.

3. Design and Implement Inventory Management Best Practices

• Collaborate with Regional Management teams and Operation teams and their Field Leadership (including Practice Managers and Hospital Directors) to assess and optimize in-clinic inventory management processes.
• Design scalable inventory governance standards balancing clinical autonomy and commercial discipline.
• Evaluate, select, and implement appropriate procurement and inventory systems in collaboration with cross-functional stakeholders.
• Develop short-term process improvements while building towards a longer-term inventory management system architecture.
• Conduct quarterly audits to ensure compliance, process adherence, and working capital optimization.

4. Others

• Oversee indirect procurement categories (facilities, services, non-clinical spend)
• Role will initially focus on Singapore to develop proof of concept before rolling out to other markets.
• Other duties as assigned.

Ideal Candidate Profile

• Bachelor’s degree in Business Administration, Supply Chain Management, Finance or related field (incl Veterinary Science) required.
• Advanced degree or professional certification (CIPS, CPSM, MBA) preferred.
• Minimally 7 to 10 years’ experience in procurement and/or supply chain management.
• Experience in multi-site healthcare, veterinary, retail, or distributed service environments strongly preferred.
• Demonstrated success building processes or functions in a growth environment.
• Strong contract negotiation and supplier management capabilities.
• Experience conducting spend analytics and driving value creation initiatives.
• Familiarity with procurement or inventory systems implementation.
• Fluent in English (both verbal and written).
• Ability to operate independently in ambiguous, evolving environments.

Role Purpose

The Head, Enterprise Development & Innovation plays a pivotal role in securing company long-term sustainability and social impact. Reporting to the CEO, you will lead the growth and diversification of income-generating services, drive service and digital innovation, and embed trauma-informed practices across all initiatives—ensuring that our enterprise efforts remain financially sound, mission-aligned, and accessible to the youth we serve.

Key Responsibilities

Enterprise Development & Revenue Diversification

• Design, develop, and scale income-generating service models—such as Counselling & Therapy Services—that align with company mission while achieving financial sustainability.
• Develop business, pricing, and go-to-market strategies that balance cost recovery with accessibility and social impact.
• Identify new markets, customer segments, and strategic opportunities to expand company enterprise services.
• Collaborate with the Partnerships & Development Division to build corporate and institutional partnerships that support enterprise growth.
• Monitor sector and market trends to proactively identify opportunities and mitigate risks related to revenue diversification.

Service & Digital Innovation

• Lead service design and innovation to enhance user experience, effectiveness, and scalability.

• Develop dashboards and reports to track the financial and social impact of income-generating services.
• Integrate youth and community feedback into research and design processes to ensure services remain relevant and empowering.

Financial Stewardship

• Manage enterprise budgets with transparency and accountability.
• Align resource allocation with goals for growth, innovation, and sustainability.
• Prepare financial projections, reports, and business cases for management and board review.

Qualifications & Experience

• Bachelor’s degree in Business, Social Sciences, or a related field.
• 10–15 years of professional experience, including at least 5 years in a senior leadership or business development role within the nonprofit, social enterprise, or professional services sector.
• Proven success in developing, launching, or scaling income-generating or enterprise initiatives.
• Demonstrated experience in driving digital adoption, service innovation, or organisational transformation.
• Entrepreneurial drive with a systems-level mindset.

Job Scope:

1. Medical School Portfolio

a. Assist the team in meeting the project timelines for the implementation of national initiatives for medical schools. This includes assisting with and closing enquiries from the stakeholders on a timely basis.

b. Work with internal and external stakeholders to ensure healthcare students undergo clinical training as planned.

2. Faculty Development

a. Assist the team in meeting project timelines for the review of the MOH Faculty Development Framework.

b. Verification of Faculty Development (FD) Claims:

i. Thoroughly Check Claims: Ensure FD claims are accurate, comply with guidelines, and include proper documentation.

ii. Manage Claims-Related Queries: Act as the point of contact for queries, providing accurate and timely responses to stakeholders. Collaborate with team members to address complex enquiries, resolve discrepancies, and clarify claim details promptly to close the loop on outstanding matters.

iii. Maintain Organized Records: Keep detailed and systematic records of verified claims for auditing and reporting purposes.

3. Administration
Assist in the logistical planning and execution of meetings and/or ad-hoc events, including, but not limited to:

a. Drafting and sending seeting Invitations: Ensure accurate communication of time, date, venue, and agenda details.

b. Preparing Meeting Agendas: Consult with the team to align agendas with discussion objectives.

c. Coordinating Meeting Materials: Prepare presentations, handouts, or data summaries to support productive discussions.

d.Taking and Disseminating Meeting Minutes: Capture key decisions, action items, and next steps, followed by timely distribution to participants.
