Role Overview
The Senior GIS Engineer / Tech Lead is the technical authority for a production Esri ArcGIS Enterprise environment supporting a Singapore government statutory board. This role leads complex service request delivery through the full software development lifecycle, owns platform administration for ArcGIS Enterprise and the underlying Microsoft SQL Server geodatabase, and leads incident resolution for critical production issues.

• Lead Root Cause Analysis (RCA) during yield excursions and process failures
• Implement Statistical Process Control (SPC) and Design of Experiments (DOE) for optimization
• Develop and enforce Standard Operating Procedures (SOPs)

Operational Efficiency & Cost Management

• Lead Cost of Ownership (CoO) reduction initiatives and waste elimination programs
• Manage production scaling while maintaining high quality standards
• Optimize inventory levels and lead times

Business & Product Ownership

• Own Product Lifecycle Management, including market positioning and profitability (P&L)
• Drive revenue growth and margin improvement, including management of Cost of Goods Sold (COGS)
• Identify market trends and ensure readiness for industry inflection points

Stakeholder & Customer Management

• Build strong partnerships with suppliers and key customers
• Lead joint development programs with semiconductor manufacturers

Qualifications:

• Bachelor’s in Engineering (Electrical, Mechanical, Chemical, or related field)
• Extensive experience in semiconductor equipment, manufacturing, or related high-tech industries
• Proven leadership experience managing engineering teams
• Strong expertise in SPC, DOE, RCA, and process optimization methodologies
• Demonstrated experience in product lifecycle management and P&L ownership
• Excellent communication, stakeholder management, and problem-solving skills

Key responsibilities:

• Work closely with design team and make sure DFT structures are correctly inserted.
• Responsible for developing, implementing and verifying DFT schemes on hard-IPs in FPGAs.
• Responsible for developing and implementing techniques to test digital logic, using Scan Compression, Stuck-at, Transition and Path-Delay fault model
• Responsible for debugging of scan/mbist pattern issues on bench/ATE to root cause the problem
• Assist in Diagnosis and Yield enhancement through product lifecycle

Qualifications:

• BS or MS in Electrical/Electronic/Computer Engineering with 1 or more year DFT experience
• Experience in creating and implementing complex chip-level DFT architecture
• Experience in DFT implementation including Scan and Scan Compression at IP and SoC level
• Experience with DFT tools, ATPG (Stuck-At, At-Speed, Path-Delay) and scan compression.
• Proficient in logic design using Verilog and experience in synthesis and STA
• Experience in developing test benches and simulation in RTL/GATE/SDF environments
• Knowledge of MBIST is a plus.
• Knowledge of FPGA synthesis and design flow is a plus
• Experience with post-silicon debug and bench setup is a plus
• Comfortable in Linux environment and writing/using scripting languages such as Perl, Tcl, Python etc
• Good communication skills, self-motivated, works well in a group environment that spans across continents

IT Help Desk & User Support

• Lead IT help desk operations with partner vendors to provide timely and effective end-user support.

• Ensure a consistent IT support experience for users across all locations.     

Job Requirements:

• Minimum Diploma in It related study

• Minimum 3 years of working experience

• Hands-on experience in network administration, systems management, and end-user support.

• Working knowledge of IT security practices and compliance requirements.

• Experience managing external vendors and service providers.

• Experience in financial services or insurance industry will be an advantage

Quantity Surveyor Responsibilities:

• Reviewing construction plans and preparing quantity requirements.
