Requirements

• Bachelor's degree in Mechanical/Chemical/Environmental Engineering or better
• Minimum 15 years' proven experience in mechanical and piping engineering for process plants (incineration, water/wastewater treatment, etc.)
• At least 5 years' experience in leadership or team lead role
• Extensive knowledge of piping engineering, design principles, and mechanical systems for process plants
• Proficiency in relevant industry standards (ASME, ASTM, API, etc.) and Singapore codes of practice
• Strong understanding of materials selection, piping stress analysis, valves, and mechanical specifications
• Demonstrated ability to prepare accurate mechanical system cost estimations for tenders
• Proficient in MS Office applications
• Familiarity with AutoCAD 2D and BIM software (Autodesk, Bentley, etc.)
• Strong leadership abilities with proven track record of effective team management
• Exceptional problem-solving and troubleshooting skills for complex technical issues
• Excellent interpersonal and communication skills for facilitating technical discussions
• Demonstrated ability to control schedules and budgets to ensure project success

Tender Leadership: Responsible for all bidding processes for electromechanical projects (especially marine related projects), including quantity surveying, equipment and material price inquiries, subcontractor quotation review, cost calculation, and preparation of commercial pricing proposals.

Solution Optimization: Collaborate with design and engineering teams to compare and optimize technical solutions for electromechanical systems (such as pump sets, piping, instrumentation, electrical and automation) to ensure the bidding proposal is technically feasible and cost-competitive.

Risk Assessment: Identify technical and commercial risks in bidding projects (such as specification differences, exchange rates, construction periods, site conditions, etc.) and develop corresponding strategies in the tender documents.

Supplier Management: Establish and maintain a resource database of local and regional electromechanical equipment suppliers and subcontractors in Singapore, obtaining competitive quotations and technical information.

Tender Document Coordination: Responsible for drafting and integrating technical and commercial tender documents, ensuring compliance with tender documents (RFP/RFQ) and Singapore local regulations (such as BCA, PUB, SP Group).

Client liaison: Participate in bid clarification meetings, Q&A sessions and negotiations, and represent the electromechanical sector to explain technical solutions and cost structures to owners or consulting firms.

Job Summary

HDI Global SE Singapore is seeking an experienced Underwriting Manager – Engineering to lead the management, development, and profitability of the Engineering Line of Business.

You will be responsible for underwriting strategy, portfolio performance, and team leadership, ensuring alignment with HDI Global underwriting guidelines, governance standards, and business objectives. This role will also support regional business development across Singapore, ASEAN, and the Middle East, while working closely with the Head of Energy, Power and Engineering.

Responsibilities

Underwriting & Portfolio Management

• Lead and manage the Engineering Line of Business, including underwriting acceptance, monitoring, and portfolio steering in accordance with HDI Global mandates and guidelines
• Underwrite Engineering risks across construction and operational phases in line with company philosophy and product standards
• Maintain strong knowledge of business sources, market conditions, and risk exposures to support sound underwriting decisions
• Conduct underwriting reviews to ensure compliance with company objectives, underwriting guidelines, and reinsurance arrangements
• Collaborate with Risk Engineering and Loss Control teams for technical assessments and risk evaluations
• Utilise and maintain catastrophe modelling tools and underwriting systems in accordance with group standards
• Conduct client site visits for risk assessment, loss control, and information gathering purposes

Business Development & Marketing

• Develop and implement underwriting and marketing strategies in collaboration with the Head of Energy, Power and Engineering and senior management
• Build and maintain strong relationships with brokers, clients, and (re)insureds to promote HDI’s underwriting philosophy and capabilities
• Identify and drive new business opportunities and pipeline growth within Singapore and regional markets
• Represent HDI at industry events, conferences, and client engagements
• Support the development of new products and solutions aligned with client needs

Leadership & Team Management

• Lead, mentor, and develop junior underwriters through coaching, referrals, and technical guidance
• Drive underwriting discipline, governance, and consistency across the team
• Support recruitment, training, and succession planning in collaboration with senior management

Performance Management & Reporting

• Monitor and manage portfolio performance, including premium, loss ratios, budgets, and growth forecasts
• Prepare regular reports on underwriting performance, market conditions, and business opportunities
• Provide input into monthly and quarterly management reporting, including quotations won/lost and pipeline tracking
• Participate in weekly underwriting meetings to review portfolio performance and strategic direction

Reinsurance & Governance

• Ensure all risks comply with Engineering treaty scope and reinsurance arrangements
• Manage facultative reinsurance placements where required and obtain special acceptances when necessary
• Apply approved HDI Engineering rating models and underwriting frameworks
• Ensure full compliance with HDI Global underwriting guidelines, governance standards, and audit requirements

Administration & Operations

• Ensure accurate preparation and maintenance of underwriting worksheets, premium calculations, and risk information
• Oversee underwriting documentation, policy wordings, and file management in accordance with company standards
• Maintain proper electronic filing systems and ensure documentation completeness

General Responsibilities

• Collaborate with HDI Global stakeholders worldwide to support international programmes and regional growth initiatives
• Build strong internal relationships across underwriting, claims, risk engineering, and operations teams
• Undertake additional responsibilities as required

Preferred Competencies and Qualifications

• Degree or Diploma in Engineering or a related discipline preferred
• Professional insurance qualifications (e.g. ACII, ANZIIF, or equivalent) are advantageous
• Minimum 10 years of relevant underwriting experience in Engineering, Construction, or Energy lines
• Proven experience in portfolio management and handling complex risks
• Strong leadership and team management capabilities
• Excellent communication, interpersonal, and stakeholder management skills
• Strong commercial acumen with the ability to drive profitable growth
