Strategic Technical Delivery

• Lead and deliver priority projects independently with minimal oversight, ensuring timely completion while maintaining quality standards
• Make pragmatic technical decisions that balance project timelines, scope, budget constraints, and long-term sustainability
• Navigate complex modernisation efforts involving legacy systems (Java, Appian, OutSystems, Pega Cloud, Microsoft Dynamics)
• Identify and manage critical technical dependencies early in project lifecycles, ensuring stakeholders understand constraints and impacts on delivery timelines

Technical Expertise

• 5+ years of software engineering experience with demonstrated progression in technical complexity and scope
• Strong foundation in software architecture, system design, and engineering best practices
• Experience with modern tech stacks relevant to government systems (e.g., Java, Salesforce, Kotlin, cloud platforms like GCC/AWS)
• Proven ability to work with both greenfield development and brownfield modernisation projects
• Understanding of DevOps practices, CI/CD pipelines, infrastructure as code, and observability

Strategic & Leadership Capabilities

• Demonstrated ability to work independently with minimal supervision while maintaining alignment with broader organisational goals
• Track record of making pragmatic technical decisions that consider business constraints, timelines, and long-term sustainability
• Experience contributing to technical strategy beyond immediate project boundaries — establishing standards, creating reusable components, or building shared infrastructure
• Ability to articulate trade-offs clearly to both technical and non-technical stakeholders
• Evidence of knowledge sharing through documentation, mentorship, or establishing practices that enable other teams

Problem-Solving & Execution

• Strong analytical skills with evidence-based problem-solving approach backed by testing and validation
• Ability to identify root causes beyond surface-level symptoms (e.g., database indexing issues masked as front-end performance problems)
• Proactive in identifying technical dependencies, risks, and constraints early in project lifecycles
• Comfortable working within government constraints (security requirements, compliance needs, data sovereignty) while finding pragmatic solutions

Cloud Architecture & Engineering

• Design, develop and deploy a highly available, reliable and scalable cloud infrastructure platform and services with aligned security and network controls. The job scopes involve implementing effective infra solutions for cloud networks, storages, virtual machines, serverless infra, infra security and disaster recovery.
• Develop and maintain infrastructure using infra-as-code tools like Terraform or Ansible to ensure repeatable, automated and version-controlled deployments.
• Translate business, security, and resiliency requirements into cloud solutions.
• Assess and recommend cloud technologies based on effectiveness, cost and feasibility.

Security, Compliance & Governance

• Enhance cloud security posture in collaboration with CSPs and internal teams.
• Ensure solutions comply with government policies (e.g., IM8, Cloudscape) and industry standards.
• Troubleshoot and resolve complex cloud security and infrastructure issues.
• Conduct regular security assessments and recommend improvements to workflows, processes and tools.
• Participate in architecture reviews to ensure adherence to design principles and governance.

Operations & Optimization

• Monitor and optimize cloud resources for performance, security, and cost efficiency.
• Build in-systems telemetry to analyze and optimize their performance and reliability.
• Define, implement and track SRE metrics, including SLO, SLI and error budgets to improve cloud systems reliability.
• Perform capacity planning to ensure that the infrastructure is scalable for future demands.
• Support operations involving SaaS and Government Commercial Cloud (GCC).
• Stay updated on emerging cloud trends and best practices.

Qualifications, Skills and Mindset

• Background in Computer Science, Computer or Electrical Engineering, Information Technology with relevant experience.
• At least 6 years of relevant working experience, including scripting and programming.
• Strong systems proficiency in IT Infrastructure (i.e. networks, systems, storage) and Infra Operations with application of core security principles.
• Proficient in infra-as-code and scripting tools like Ansible, Terraform, Linux shell scripts, Powershell, etc.
• Excellent problem-solving skills with the ability to proactively address security and infrastructure challenges.
• Effective communication skills with the ability to engage stakeholders.
• Adaptable and collaborative in dynamic environments; able to work independently or as part of a team; open-minded, creative, and driven.
• Experience with Singapore Government IT projects, especially within GCC environments, is an advantage. 
• Understanding of public cloud services like AWS.
• Relevant professional certifications (e.g., AWS Solutions Architect, Azure Solutions Architect) are preferred.

Key Responsibilities:

• Design, engineer, and automate the lifecycle of OpenShift clusters, treating infrastructure as software.
• Develop robust automation for cluster provisioning, upgrades, and scaling using Ansible, Terraform, or Python.
• Implement and maintain OpenShift components such as OVN-Kubernetes networking and OpenShift Data Foundation (ODF) storage.
• Engineer reliability and performance optimizations to ensure high availability of the container platform.
• Implement GitOps workflows for cluster configuration management.

Requirements:

• Experience: Intermediate: 3+ years
• Strong expertise in Red Hat OpenShift and Kubernetes internals.
• Proficiency in scripting and automation using Bash or Python.
• Experience with Infrastructure as Code (IaC) tools like Terraform or Ansible.
• Knowledge of storage (Ceph/ODF) and networking (SDN, OVN) in a containerized environment.
• Familiarity with GitOps principles and tools.
