Position Summary: The Assistant Accounts Manager will oversee the financial activities and reporting of subsidiaries and representative office in the Asia-Pacific (APAC) region (Indonesia and Malaysia). This role ensures that all financial operations are in compliance with local regulations and corporate policies. The Assistant Accounts Manager will work closely with subsidiary’s external Accountant, Auditor and Tax Agent, providing support to ensure accurate and timely financial reporting, budgeting, and compliance.

Responsibilities: 

• Oversee the financial operations of APAC subsidiaries and representative office, ensuring accuracy and compliance with local and international accounting standards.

• Supervise and provide guidance to subsidiary’s finance teams in Singapore on accounting practices, financial reporting, and compliance requirements.

Qualifications and Requirements: 

• Degree in Accountancy/ACCA/CPA/CA or equivalent

Role and Responsibilities

1. Engineering & Design

· Understand customer requirements provided through project kick-off documents such as customer standards, project specifications, basis of designs, sequence of operations, equipment interfacing points lists, schematic drawings and layout plans.

· Work together with equipment suppliers and subcontractors to formulate ACMV control systems solution proposal to meet customer requirements.

· Identify key engineering design and further develop solution proposal into the necessary, material, schematics drawing, layout plans, typical details, control panel designs, system sequence of operation, points list and methods statement technical documents for submission and approval.

· Understand and define testing & commissioning strategies, work with other parties for troubleshooting and solution identification during site implementation.

2. Planning & Coordination

· Consider manpower and resource planning to develop timelines, detail work schedule and implementation plans for ACMV control scope of engineering construction projects.

· Effectively coordinate with cross-functional teams, equipment vendors and sub-contractors to meet project requirements.

· Maintain clear documentation throughout progressive project phases.

3. Compliance & Safety

4. Stakeholder Communication

Job Description:

• Liaise with Director & Project Team to resolve any contractual disputes arising in the projects. Investigate and resolve or refer as appropriate disputes/complaints in accordance with contractual requirements in a timely manner
• Liaise with clients, sub-contractors, and suppliers on project requirements.
• Oversee overall planning and execution to ensure optimization of resources and manpower

standards.

4. Progress Monitoring and Reporting: Track commissioning milestones, maintain up-to-date status

logs, chair weekly coordination meetings, and issue detailed reports including punch lists,

tracker updates, and field observations.

5. Issue Identification and Resolution: Manage and resolve commissioning-related issues by

coordinating with relevant stakeholders and ensuring all corrective actions are implemented

effectively.

6. Technical Documentation: Consolidate and validate test results; manage documentation such

as test scripts, commissioning reports, meeting minutes, survey reports, and final handover

documents.

7. Systems Knowledge and Familiarity with Tools: Possess a strong understanding of mechanical

and electrical systems, including HVAC, power distribution (HV/MV/LV), and system controls.

Familiarity with diagnostic tools such as PQAs, data loggers, and oscilloscopes is considered a

8. MEP Procedure Development: Draft testing, operating, and commissioning procedures; review

Design & Planning:

• Review Fabrication (Production) drawing before issuing to production team for fabrication

• Ensure designs comply with codes and standards (e.g., ASME B31.3) and company policies

• Prepare material take-offs (MTOs) / Bill of Order (BOM) as per Engineering drawing and send to Production Engineer for bulk material ordering

• Coordinate with engineering team to integrate piping systems with other equipment

• Draw isometric sketches as and when required as per receiving Works Order to Production department

Fabrication & Assembling:

• Supervise and monitor the fabrication of piping spools and components

• Oversee the installation/assembling of piping, supports, branches, and valves

• Ensure compliance with welding procedures and quality standards

• Manage yard activities to ensure safety and timely progress

• Identify and resolve piping-related issues and implement corrective actions or Red-mark up drawings

• Closely monitor and do a markup on weld map drawing and follow up with NDT procedure (MPI)

Quality & Safety:

• Monitor all quality control aspects of material, fabrication, NDT, testing and assembling.

• Conduct and supervise hydrostatic, pneumatic, and leak tests as per project requirement

• Ensure colour coding are followed during final painting as per project requirements (indicated in the drawing)

Documentation & Reporting:

• Prepare and maintain project documentation, including drawings, test records, and material certificates. 

• Provide daily and periodical reports on yard progress and project status to Production planner. 

General For Production yard:

• Maintain proper and required fabrication tools and equipment (to report any damaged equipment)

• Arrange fabrication equipment test, Calibration, re-certification, repair, maintenance, etc.

Qualifications & Experience:
