Job Description:

1.Lead and manage the full tendering process, including pre-qualification, commercial and technical submissions.

2.Develop and standardise tender procedures, pricing formats, schedules of rates, and technical data.

3.Review cost estimates, conduct risk assessments, price analysis, and value engineering to ensure competitive tenders.

4.Coordinate and chair tender meetings, prepare reports, presentations, and recommendations to management.

5.Attend tender interviews, site show rounds, and negotiate with clients until contract award.

6.Liaise with consultants, clients, QS, and project teams to review design briefs and tender specifications.

7.Prepare tender budgets upon award and conduct project handover and kick-off meetings.

8.Manage tender queries and ensure timely preparation and submission of clarifications.

9.Monitor market trends, upcoming tenders, and benchmarking data.

10.Conduct post-tender and post-contract reviews for continuous improvement.

11.Provide guidance and training to junior staff on tendering, cost control, and contract administration.

12.Maintain strong client relationships and support business development initiatives.

13.Perform other duties as assigned by management.

Requirements:

1. Must have proven experience as a Quantity Surveyor / Senior QS / QS Manager in the ACMV (Air Conditioning & Mechanical Ventilation) industry.

2. Degree / Diploma in Quantity Surveying, Mechanical Engineering, Building Services, or equivalent.

3. Minimum 2 - 5 years of experience in quantity surveying, cost management, or M&E construction projects.

4. Strong knowledge of ACMV systems, M&E works, and construction methodologies.

5. Solid experience in cost estimation, tender pricing, and budget preparation.

6. Strong understanding of contract administration and standard construction contracts (e.g. SIA / PSSCOC or equivalent).

7. Experience in preparing and reviewing:

- Bill of Quantities (BOQ)

-Cost plans and estimates

-Tender submissions and variations (VOs)

8. Ability to perform cost control, cost analysis, and value engineering throughout project lifecycle.

9. Familiar with project budgeting, cash flow forecasting, and cost reporting.

10. Proficient in Microsoft Excel and QS / estimating tools (if any).

Job Responsibilities

• Perform duties as Workplace Safety & Health Officer (WSHO) and Environmental Control Officer (ECO) for the project

• Develop, implement, and enforce WSH policies and procedures in compliance with MOM WSH Act and regulations

• Ensure site compliance with Risk Management (RM) Code of Practice, approved Safe Work Procedures (SWP), and in-house safety rules

• Oversee and enforce environmental management measures, including dust, noise, waste, and pollution control in accordance with NEA requirements

• Conduct regular site inspections, safety audits, and environmental checks, and follow up on corrective actions

• Provide safety and environmental briefings, training, and guidance to site staff, workers, and subcontractors

• Investigate safety incidents, accidents, and environmental non-compliances, and recommend preventive measures

• Liaise with MOM, NEA, BCA, and relevant authorities on safety and environmental matters

• Maintain ISO, safety, and environmental documentation, records, and reports

• Prepare and submit weekly safety and environmental reports

• Perform other ad-hoc duties as assigned by the Project Team

Job Requirements

• Registered WSHO with MOM (Singapore)

• ECO certification recognised by NEA

• Degree or Diploma in Safety / Environmental / Occupational Safety & Health or equivalent

• Minimum 2 years of relevant experience in the local construction industry

• Strong knowledge of:

• Workplace Safety & Health Act

• Risk Management (RM) Code of Practice

• Local safety and environmental regulations

• Experience in local building construction preferred

Key Responsibilities

• Review and interpret Mechanical and/or Electrical tender documents and drawings.

• Prepare quantity take-offs, bills of quantities (BQ), and cost estimates for M&E works.

• Support preliminary Mechanical or Electrical design for Design & Build tenders.

• Prepare technical documentation and proposals for tender submissions.

• Manage contract administration for main contractors and subcontractors.

• Review Letters of Award from clients or main contractors.

• Source, evaluate, negotiate, and shortlist suppliers and subcontractors based on project requirements.

• Prepare monthly progress claims and process subcontractor and supplier payments.

• Monitor project budgets, propose value engineering solutions, and coordinate closely with site teams.

Requirements

• Diploma or Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, or related disciplines.

• Minimum 2 years of relevant working experience.

• Experience in either Mechanical OR Electrical works is acceptable.

• Experience in cost control, tendering, or contract administration will be an advantage.

• Able to work independently and collaboratively in a team environment.

• Good communication and interpersonal skills.

• Able to manage multiple tasks and meet project deadlines in a fast-paced environment.
