The Quantity Surveyor plays a critical role in the administration of construction projects, contributing to the evaluation, negotiation, implementation, budgeting, and cost control processes. This role ensures the effective management of all financial aspects of a project from start to finish, ensuring successful project delivery that meets budgetary and quality standards.

Job Responsibilities

Cost Estimation & Budget Preparation:

• Prepare detailed cost estimates and budgets for ACMV (Air Conditioning and Mechanical Ventilation) construction projects and A&A (Alteration & Addition) projects.

Construction Plan Analysis:

• Review and analyze construction plans, specifications, and drawings to determine project costs.

Cost Optimization:

• Identify potential areas for cost savings and propose value engineering options to enhance project value without compromising quality.

Tender & Bid Preparation:

• Prepare and submit accurate and competitive tender documents and bid proposals for potential contractors and suppliers.

Contract Negotiation:

• Negotiate contracts with contractors and suppliers to secure favorable terms and conditions that align with project budgets and requirements.

Project Cost Management:

• Oversee and manage the project’s financial performance, ensuring that costs are controlled and managed effectively throughout the construction process.

Progress Reporting & Financial Monitoring:

• Prepare and present progress reports and financial statements to clients, highlighting any deviations or concerns.

Site Inspections:

• Conduct site visits and inspections to monitor progress, ensure work aligns with specifications, and verify compliance with regulations.

Dispute Resolution:

• Address and resolve disputes or claims related to project costs, budgets, or financial agreements, ensuring fair and timely resolutions.

Client Advisory:

• Provide expert advice and guidance to clients regarding cost-related matters, assisting them in making informed financial decisions throughout the project.

Job Requirements

• Min. 2 years of related working experience
• Diploma in Engineering or equivalent
• Strong analytical and numerical skills with attention to detail and accuracy
• Proficiency in using computer software for cost estimating and project management
• Excellent communication and interpersonal skills
• Ability to work independently and as part of the team

Job Responsibilities

Cost Estimation & Budget Preparation

·        Prepare detailed cost estimates and tender budgets for Electrical works in construction, ACMV, and A&A (Alteration & Addition) projects.

·        Analyze material, labour, equipment, and subcontractor costs to ensure accurate pricing.

Tender Review & Construction Plan Analysis

·        Review and interpret electrical drawings, specifications, and construction plans to determine comprehensive project cost requirements.

·        Identify discrepancies, design issues, or cost-impact items and highlight them to the project team.

Cost Optimization & Value Engineering

·        Identify opportunities for cost savings through alternative materials, design adjustments, or value engineering proposals.

Tender & Bid Preparation

·        Prepare, compile, and submit tender documents, Bills of Quantities (BOQ), and competitive bid proposals.

·        Source, evaluate, and compare quotations from suppliers and subcontractors.

Contract Negotiation

·        Negotiate contract terms, pricing, and delivery conditions with suppliers and subcontractors to achieve cost-effective outcomes.

·        Ensure compliance with project budget, scope, and technical requirements.

Cost Review & Financial Monitoring

·        Assist in tracking tender costs and prepare cost comparison reports for management review.

Site Evaluation (Pre-Tender)

·        Conduct site visits when necessary to assess site conditions, access, and constructability issues that may affect pricing.

Dispute & Clarification Management

·        Address queries, clarifications, and discrepancies related to tender pricing, BOQ items, or contractual terms.

·        Support resolution of cost-related claims or disputes when required.

Client & Internal Coordination

·        Provide cost-related advice to clients, project managers, and engineers.

·        Collaborate closely with internal departments (Engineering, Procurement, Project Team) to ensure alignment on tender requirements.

Job Requirements

·        Minimum 2 years of relevant working experience in Quantity Surveying, preferably in Electrical or MEP works.

·        Diploma in Engineering, Quantity Surveying, or related field.

·        Strong analytical and numerical skills with high attention to detail and accuracy.

·        Proficient in MS Office, cost estimation software, and project management tools.

·        Strong communication and interpersonal skills.
