Position Summary
Our client, a leading Singapore-based property developer, is seeking an experienced Facilities / Property Manager to oversee operations within a flagship retail mall. This role requires a technically strong M&E professional with a proven track record in shopping mall environments, ensuring seamless day-to-day operations, tenant satisfaction, and asset performance.
Key Responsibilities
• Lead end-to-end facilities management of the mall, with a strong focus on mechanical & electrical (M&E) systems, ensuring optimal performance, reliability, and safety
• Manage and mentor a team of technicians; implement preventive and corrective maintenance programs across all critical systems (HVAC, electrical, fire protection, lifts/escalators)
• Oversee tenant lifecycle management, including fit-out coordination, reinstatements, and handovers, ensuring compliance with mall guidelines and technical standards
• Act as the key point of contact for tenants on technical and operational matters, maintaining strong relationships to support tenant retention and trading performance
• Drive asset enhancement initiatives (AEI), upgrading building systems and common areas to improve operational efficiency and customer experience
• Ensure full compliance with Singapore regulatory requirements, including BCA, SCDF, and other statutory authorities
• Manage external vendors, service providers, and contracts, ensuring SLAs and KPIs are consistently met
• Develop and refine SOPs, emergency response procedures, and maintenance standards to improve operational efficiency
• Oversee budgeting, cost control, procurement, and contract administration for facilities-related services
Requirements
• Minimum 5 years’ experience in facilities or property management within a retail mall or large-scale commercial environment
• Strong technical expertise in M&E systems, with hands-on experience managing complex building infrastructure in a shopping mall setting
• Proven experience managing tenant fit-outs and working closely with retailers
• Good understanding of local regulatory frameworks and safety standards in Singapore
• Strong stakeholder management skills, with the ability to engage tenants, contractors, and authorities effectively
Preferred Qualifications
• Degree in Building Services, Mechanical/Electrical Engineering, Estate Management, or a related discipline
• Experience using building management systems (BMS) and facilities management platforms
• Relevant certifications (e.g., LEW, Fire Safety Manager, or similar) will be advantageous
