The Strategic Procurement Planner is responsible for elevating procurement from a transactional function to a strategic business enabler — combining rigorous category management, data-driven decision support, and process transformation to drive measurable cost savings, supply chain resilience, and competitive advantage in solar EPC tendering.

Responsibilities & Accountabilities

1. Decision Support & Executive Reporting

-Develop structured, decision-ready dashboards and reports — not raw data dumps

-Translate supply chain data into clear insights, risks, and actionable recommendations

-Prepare weekly executive summaries covering:

• Key decisions required by management
• Cost movements and risk exposure
• Supply constraints and opportunities

-Drive standardisation of reporting formats and cadence across all active projects

2. Supply Chain Automation & Process Transformation

-Design and implement automated workflows for RFQ, sourcing, cost comparison, bid evaluation, and supplier performance tracking

-Evaluate tactical and strategic procurement processes and operational performance of sites; perform gap analysis and identify improvement plans

-Improve ERP utilisation; integrate procurement data across functions to eliminate silos

-Reduce manual processes and improve cycle time, accuracy, and auditability

-Participate in organisational design activities to achieve supply chain operational excellence

3. Strategic Sourcing & Category Management

-Develop and execute category strategies for key solar EPC components: modules, inverters, structures, BOS, and subcontractors

-Work with management to implement sourcing strategies for externally procured parts and services under Category Management

-Evaluate supply chain data across business entities; develop procurement strategy by category

-Build cost models and benchmarks to support project pricing and tender decisions

-Lead high-impact negotiations for key packages; draft and negotiate terms of contracts and agreements in accordance with company standards

-Derive and actively manage Total Cost of Ownership (TCO) and Purchase Price Variance (PPV)

-Develop and implement a structured plan to achieve cost savings targets

4. Tender & Commercial Support

-Partner with Business Development and Tender teams to validate cost assumptions, ensure supply feasibility, and identify optimisation opportunities

-Provide risk-adjusted supply chain inputs for competitive bidding

-Assist in conducting professional bids and tenders; implement new or modified sources of supply in line with agreed strategies

-Challenge internal assumptions with data-backed insights; ensure commercial discipline without compromising project speed

5. Supplier Strategy & Performance Management

-Rationalise and segment the supplier base into strategic, preferred, and transactional tiers

-Establish supplier scorecards covering cost, delivery, quality, and flexibility metrics

-Build and manage effective supplier management processes and strong long-term supplier partnerships

-Develop and implement supplier evaluation, audit, and development processes and tools.

-Implement contingency strategies for critical supply risks; rationalise supply base across group companies

6. Market Intelligence & Risk Management

-Monitor market trends across pricing (modules, logistics, FX, raw materials), supplier capacity, and supply reliability

-Conduct scenario analysis and provide forward-looking insights to management

-Identify, assess, and mitigate supply chain risks proactively

.

7. Governance, Compliance & Policy

-Ensure adherence to procurement policies, procedures, and contract governance standards

-Assure policies and documentation are followed to ensure consistent and compliant supply chain integration

-Standardise sourcing, evaluation, and approval processes across the group

-Maintain commercial discipline and uphold procurement integrity at all times

• Bachelor’s Degree in Supply Chain Management, Engineering, Business Administration, or a related field
• A Master’s Degree or professional certification (e.g. CIPS, CSCP, CPIM, CPSM) is an added advantage
• Minimum 7 years of progressive experience in procurement, strategic sourcing, or supply chain management
• Demonstrated experience in category management, supplier negotiation, and contract management
• Experience in project-based or EPC procurement environments is strongly preferred
• Background in the solar, renewable energy, or utilities sector is an advantage
• Proficient in ERP systems and procurement platforms (e.g. SAP, Oracle, or equivalent)
• Strong command of data analysis and reporting tools (Excel, Power BI, or equivalent); ability to build decision-ready dashboards and reports
• Solid understanding of cost modelling, TCO frameworks, and PPV management
• Familiarity with contract law fundamentals and procurement governance in a regulated or project-driven environment

• Responsible for operational level understanding of the requirement of the client/customer,
• Site visits, site feasibility & solar systems design and complete execution.
• Able to check site feasibility and provide the best suitable option for enhancing suitability.
• Designing of arrangements of the solar panels for Rooftop & Ground Mounted and other various supported Electrical equipment with selection of cables for plant including layouts of schematic diagrams.
• Assist on the calculation of technical Sizing, BOQ/BOM.
• Drawing/document submission/approvals, scheduling, factory inspections, proving the guaranteed prepared a generalized check list for review of all standards.
• End to end execution of solar projects (Rooftop & Ground Mounted) and Service Support.
• Having knowledge of IS & specifications needed for the designing and execution of solar projects.
• Having knowledge of PVSYST or similar software and should have good knowledge for conducting all essential tests required in entire Solar Project Execution.
• Maintaining of files and documents as back-up for estimate figures, including current (accurate) information on prices from suppliers through direct contact, sales brochures, price lists.
• To provide with up-to-date weekly / fortnightly status report.

• Currently pursuing a Bachelor’s Degree in Electrical Engineering, Renewable Energy, Mechanical Engineering, or a related discipline
• Preferred internship duration of 3–6 months

• Identify, qualify, and advance utility solar project opportunities across assigned SEA markets from initial market screening through site identification, feasibility confirmation, and opportunity handover to the EPCC team.
• Maintain a live SEA opportunity pipeline tracker covering all markets, with stage, MW potential, key contacts, and next actions.
• Conduct regular in-country market visits attending authority briefings, partner meetings, and site assessments.
• Build and maintain a vetted subcontractor roster for each market covering solar installation, cabling and onshore works, civil works, and interconnection facilities.
• Qualify subcontractors against the company's technical and commercial standards; maintain documented vendor lists for each trade by country.
• Coordinate subcontractor introductions to the Regional EPCC Development Executive for active tender nominations.
• Build and maintain relationships with energy ministries, grid operators, permit authorities, and relevant government agencies in each market.
• Track policy developments, tender announcements, and regulatory changes that affect the company's pipeline.
• Map the permit pathway for utility solar projects in each active market documenting timelines, requirements, and key decision-makers.
• Identify, qualify, and manage local development partners and JV co-sponsors in each SEA market.
• Maintain active partner relationships through regular touchpoints and joint market development activities.
• Escalate JV term discussions and new market entry opportunities to the Project Manager and Director.
• Direct and manage the in-country Vietnam Lead and Philippines Lead setting workplans, reviewing output, and providing development support.
• Manage the SEA Market Development Executive ensuring effective deployment across market priorities.
• Submit weekly SEA pipeline and market intelligence updates to the Project Manager.
• Contribute to the monthly regional report covering opportunities, subcontractor network, authority engagement, and risks.

• 3–5 years in RE project development, infrastructure origination, or market development across SEA.
• Proven experience working and travelling in at least 2 SEA markets.
• Degree in Engineering, Business, or related field.

• Lead the regional origination strategy — identifying, prioritising, and advancing utility solar project opportunities across Vietnam, Philippines, Indonesia, Thailand, and ad hoc markets.
• Own the ASEAN Power Grid opportunity — tracking cross-border corridor developments, bilateral power agreements, and interconnector projects relevant to the company's pipeline.
• Oversee the build-out of in-country subcontractor networks (solar installation, civil works, interconnection, cabling) as a strategic commercial asset.
• Direct the Regional SEA Development team in market intelligence gathering, local authority engagement, regulatory groundwork, and JV partner management.
• Represent the company in senior-level partner discussions, government briefings, and market-entry negotiations.
• Oversee the Malaysia land acquisition pipeline — ensuring sufficient land depth to support development targets across LSS, CRESS, and special projects.
• Direct the Assistant PM, Land Development and the land team in parcel sourcing, landowner negotiation, due diligence, and title resolution.
• Own strategic landowner and land aggregator key accounts attending critical negotiations and providing escalation support.
• Manage C&I offtaker and land aggregator key accounts on a KAM basis maintaining relationship health, surfacing pipeline intelligence, and escalating to the Director at deal-critical moments.
• Manage overseas partner relationships for all SEA markets JV sponsors, development co-sponsors, and in-country partners.

• Work with the Design Department to confirm the engineering design and decide on the DC equipment and AC interconnection locations at the site, as well as connections to the existing electrical system.
• Liaise with and manage subcontractors regarding their scope of work, schedules, and monitoring the quality of workmanship during installation.
