Description of Division/Branch

The Regional Head will be part of the Service Management Division, and oversee a team comprising of KidSTART Practitioners (KSPs) to ensure the implementation of KidSTART in the region, as well as regional Service Managers to oversee KidSTART Agencies (KSAs) operating in the region.

The role of the Regional Head includes having oversight over a cross regional function, e.g. the development, refinement and tracking of service standards, the conceptualisation and implementation of an engagement framework with partners, tracking and monitoring of funding agreement deliverables or innovative and transformation efforts to improve service delivery efficiencies. Key Roles and Responsibilities

1) Service Management

• Develop an engagement plan to collaborate with partners in the social service eco-system at the regional level.
• Set up engagement platforms with community stakeholders e.g. preschools, social service agencies, health and education to raise awareness of KidSTART, address gaps in service delivery and strengthen the coordination of support to families.

Requirements:

• Diploma or Degree in Quantity Surveying, Building, Construction Management, or related discipline

• Minimum 5 years of relevant experience in Quantity Surveying, Tendering, or Pre-Contract functions

• Experience with main contractors will be highly preferred

• Candidates with exposure to industrial, commercial, institutional, residential, mixed-use, or building construction projects are welcome to apply

• Good understanding of tendering processes, cost estimation, and subcontractor management
