The Role

As Manager, Research Grant Management Operations, you are responsible for the operational integrity of three funding streams: MOE De-GAP, Central GAP and Technology Development Agreement (TDA) funding.

You ensure that grant finances, claims, procurement, project progress and grantor reporting are tracked accurately, followed through consistently, and supported by reliable data.

This is a hands-on ownership role. You will lead weekly operating cadence, keep dashboards accurate, drive stakeholder follow-up, and help move grant administration away from manual work into an integrated AI-driven grant management solution.

Separately, you will support new programme reviews from an operational, overseas compliance and financial sustainability perspective, ensuring programmes are administratively workable and at minimum financially neutral unless otherwise approved.

What You'll Do

Own Grant Finance & Claims

• Monitor grant budgets, commitments, utilisation and remaining balances across De-GAP, Central GAP and TDA.
• Coordinate claims submission, supporting documents, WBS tracking and claims-related queries.
• Reconcile approved budgets, actual spend and remaining balances, and flag under-utilisation, overspend or budget risk early.
• Maintain clear, reliable financial views to support management decisions and grantor reporting.
• Manage grant audits.

Lead Procurement Coordination

• Lead the procurement follow-through for grant-funded activities, from request initiation to PO, vendor follow-up and closure.
• Coordinate with project teams, procurement, finance and vendors to resolve delays or documentation issues.
• Ensure procurement is aligned with approved budgets, grant requirements and internal policies.
• Maintain procurement status as part of the overall project dashboard.

Track Progress & Report to Grantors

• Maintain updated project milestones, deliverables, timelines and reporting commitments.
• Lead the weekly cadence to ensure project updates are current, complete and accurate.
• Prepare progress updates, management reports and grantor reports with supporting documentation.
• Flag delays, risks, changes in scope or reporting gaps early for management attention.

Maintain Dashboard Accuracy

• Maintain a single source of truth for project status, budget utilisation, procurement progress, claims and reporting.
• Ensure dashboards are updated before management reviews and reflect actual project status, not outdated inputs.
• Follow up on open actions, overdue items and missing updates across stakeholders.
• Escalate issues that require decisions, approvals or intervention.

Build the Future Grant Management Solution

• Map current manual workflows across De-GAP, Central GAP and TDA and identify bottlenecks, duplication and control gaps.
• Translate operational requirements into system requirements for an in-house AI-driven grant management solution.
• Support integration across Monday.com, Jedox, Slack, iRIMS and other relevant systems.
• Design and test workflow logic for reminders, approvals, claims tracking, reporting and dashboard updates.
• Contribute as a process owner and product user, ensuring the solution is practical, auditable and scalable.

Integrate the Three Grant Streams

• Bring De-GAP, Central GAP and TDA into one coherent grant management framework.
• Standardise tracking, reporting, claims and dashboard logic where possible.
• Document the differences in funding mechanics, approval routes, milestone tracking and reporting obligations.
• Avoid separate manual workflows by building a common operating model that can support different grant types.

Support New Programme Review

• Support new programme review as a separate scope from grant administration.
• Assess whether new programmes are administratively workable and financially neutral at minimum, unless otherwise approved.
• Check overseas compliance considerations, funding source, cost recovery, claims process and reporting obligations.
• Flag unfunded, non-compliant or operationally unsustainable commitments before programme launch.

Partner Across Functions

• Work closely with Principal Investigators, project leads, grantors, finance, procurement, vendors, automation teams and internal management.
• Translate operational issues into clear actions, owners and timelines.
• Follow up firmly and professionally to keep work moving.
• Keep management informed of risks, delays and decisions required.

You will lead product development, AI delivery, and digital partnership for Faculty and Research systems at NUS. Working closely with faculties, vendors, and cross-functional IT teams, you will translate business needs into technology outcomes that advance NUS' academic and operational goals. Duties and Responsibilities

Product Development & Lifecycle Management

• Own the product roadmap for Faculty and Research platforms across the full lifecycle - from discovery and requirements through to delivery, launch, and iteration.

Strategy Planning

· Map out latest developments and carry out gap analyses in science and technologies relevant to maritime domain, and identify new emerging areas for Singapore’s maritime strategic interests;

· Plan and implement R&D programs and initiatives;

· Oversee and manage performances of maritime Centres of Excellence and Programme Partners;

Engagement

Qualification and Experience

a. Background in science and engineering fields with 5 years of relevant working experience, of which 3 years are in supervisory and developmental capacity;

b. Experience in R&D strategy formulation, technology fore-sighting / road mapping, technology translation, and/or good working knowledge of the R&D landscape in Singapore.

c. Experience with grant governance and administration e.g. funding guidelines or compliance requirements;

Job Description

ADVANCE ID is jointly funded by the Wellcome Trust and Singapore institutions including the Saw Swee Hock School of Public Health and Yong Loo Lin School ofMedicine, National University of Singapore. The vision of the Network is to improve public health by developing the clinical evidence base for the prevention and treatmentof drug-resistant infections. Its mission is to build and sustain a strategic clinical research network focussed on most efficiently delivering locally relevant interventions for drug-resistant infections.

The Network aims to improve and strengthen clinical research capabilities in the regionby acting as a platform to develop good principles and practices. It will stabilise capacityand capabilities to mitigate inefficiencies in trial start-up phase and loss of skillset following study closure, as in typical trial setup. The Network will continuously developits capabilities, quality and efficiency by learning from and collaborating with other clinical trial networks.

In the long term, the Network aims to support broader infectious disease studies by expanding geographically beyond its original starting point in South East Asia and collaborating with other networks around the world. It will function as an active networkthat involves patients in platform trials, allowing for rapid clinical research response inthe event of an emerging infectious disease or pandemic threat.

The current lead faculty of the Network are Professor David Paterson (Director) and Dr Mo Yin (Deputy Director). The senior executive/assistant manager will be working closely with the Network directors, progamme manager (Dr Ding Ying) and project managers to deliver ADVANCE-ID’s aims and objectives.

Duties & Responsibilities

•Develop contract proposals to support Advace-ID's goals
•Negotiate contract terms with internal and external stakeholders while ensuring thatprojects remain within the established budget
•Review and update existing contracts
•Analyze potential risks involved with specific contract terms
•Stay up-to date with legislative changes and coordinate with the legal department asneeded

The Centre Manager provides overall strategic, research and operational leadership for RIMA, the Centre for Research on Islamic and Malay Affairs of AMP Singapore. This is the head-of-centre role with overall accountability for RIMA’s strategy, delivery and performance.

The candidate would be responsible for the following duties:

1. Strategic Leadership & Direction

• Set the strategic direction of RIMA’s research, publications and engagement work, ensuring alignment with RIMA’s mission and AMP Singapore’s organisational priorities.
• Lead efforts to monitor social, economic and policy trends affecting the Malay/Muslim community, including commissioning and/or conducting periodic environmental scans.
• Translate strategic priorities into multi-year and annual workplans, KPIs and measurable outcomes for the Centre.

2. Research Leadership & Project Governance

• Provide overall oversight for the design, implementation and dissemination of RIMA’s research projects and studies.
• Serve as Project Lead/Principal Investigator for selected flagship and externally commissioned projects, including stakeholder engagement, research design, data collection, analysis and reporting.
• Ensure that research processes adhere to ethical standards, data protection requirements and good research governance, including secure safekeeping of all research data.
• Oversee the quality assurance of research outputs (reports, briefs, commentaries, books, podcasts and other publications).

3. Organisational, Financial & Operational Management

• Oversee and manage the administrative, research and operational functions of the Centre, including human resource planning, workload allocation and performance management.
• Develop, manage and monitor RIMA’s overall budget, including project budgets, grant administration and financial stewardship.
• Put in place systems, SOPs and policies to support effective operations, risk management and compliance with AMP Singapore’s governance requirements.

4. Programmes, Events, Publications & Thought Leadership

• Lead the conceptualisation, planning and execution of RIMA’s conferences, workshops, seminars, webinars, training programmes and other public engagement activities.
• Drive RIMA’s publishing and thought leadership work (e.g. commentaries, opinion pieces, Karyawan, briefs, reports, podcasts and other platforms) on key issues affecting the Malay/Muslim community.
• Lead and oversee RIMA’s book and major publication projects, including concept development, commissioning of contributors, editorial review and coordination with designers/publishers.
• Represent RIMA at dialogues, forums, media engagements and other platforms as required, strengthening RIMA’s profile as a trusted research and thought leadership centre.

5. Stakeholder Engagement & Partnerships

• Maintain and grow strong relationships with key stakeholders – including government agencies, community organisations, funders, academic partners and international collaborators.
• Lead efforts to expand RIMA’s research networks, partnerships and collaborative platforms.
• Work closely with AMP Singapore to support its thought leadership initiatives, including follow-up to AMP Conventions and strategic projects.
• Provide, delegate and coordinate analytical and research support for AMP’s various departments and projects.

6. Team Leadership & Capability Development

• Lead, supervise and mentor the research and administrative team to ensure high-quality work, timely delivery and professional growth.

Job Requirements:

• Recognised university degree in any discipline.
• Proven experience in executing or managing social science research activities.

We are seeking for a Manager/Assistant Manager, to be part of our R&D team, to strive towards our Mission in establishing Singapore as a leading global maritime research centre of excellence in Next Generation Port, Smart Shipping, and Green Technologies.

You will support the Deputy Executive Director and work with a team of R&D managers to strengthen R&D collaborations between our maritime industry and academia partners.

The key responsibilities will include:

Strategy Planning

· Map out latest developments and carry out gap analyses in science and technologies relevant to maritime domain, and identify new emerging areas for Singapore’s maritime strategic interests;

Qualification and Experience

a. Background in maritime, science or engineering fields with 3 years of relevant working experience

b. Experience in R&D strategy formulation, technology fore-sighting / road mapping, technology translation, and/or good working knowledge of the R&D landscape in Singapore.

The National Initiative for RNA Biology and its Applications (NIRBA) is a pioneering national program dedicated to advancing RNA biology research. Established with support from the National Research Foundation (NRF) under the Prime Minister’s Office, Singapore, we unite experts across multiple disciplines to address critical challenges in RNA science and its applications. 

NIRBA consists of four Innovation Clusters each designed to address a key challenge in RNA biology. In each Cluster, research teams are assembled from across the three NIRBA Partners (NUS, A*STAR and NTU) to address specific scientific questions.
