Job Summary

Reporting to the Vice President, Human Resources, this hands-on HR generalist leadership role manages the full spectrum of HR and employee lifecycle processes. You will partner with Business Units to deliver compliant, pragmatic, and people-centred HR solutions supporting organisational growth in a dynamic environment.

Responsibilities

• Partner with Business Units to deliver timely, practical HR advice on manpower planning, recruitment, remuneration, performance management, learning and development, and employee relations to align with organisational goals
• Build strong stakeholder relationships and guide leaders through people-related decisions that support business objectives
• Develop, review, and update HR policies and procedures ensuring compliance with the Singapore Employment Act, statutory regulations, and market best practices
• Identify policy and process gaps, recommend improvements, and streamline HR operations to enhance efficiency and compliance
• Plan and lead employee engagement initiatives and programmes that foster a positive, inclusive, and collaborative workplace culture supporting well-being, morale, and retention
• Support organisational change initiatives and promote company values during growth or transformation phases
• Assess organisational and individual learning needs in collaboration with Business Units to support capability building aligned with business priorities
• Manage training administration including budget planning, course registrations, and vendor coordination
• Lead HR systems administration ensuring accuracy of employee records, reports, and documentation
• Analyse HR data and trends to generate actionable insights supporting management decision-making, workforce planning, policy reviews, and learning programs
• Lead office administration functions including space planning, facilities coordination, employee travel arrangements, and procurement of supplies and services to ensure smooth daily operations
• Support additional HR initiatives and projects as assigned, adapting quickly to evolving business needs and managing multiple priorities concurrently

Required competencies and certifications

• Degree in Human Resources, Business Administration, or related discipline
• Minimum 7 years of relevant HR experience in a generalist or HR Business Partner role
• Strong working knowledge of the Singapore Employment Act and HR best practices

Preferred competencies and qualifications

• Experience in both private and public sectors
• Experience in start-up or growth-stage organisations

Job Responsibilities:

Human Resources Management:

• Oversee employment contract updates, onboarding, and training programs.
• Verify employee data authenticity and maintain data integrity of the HR system.
• Develop and implement HR strategies, policies, and procedures in alignment with organizational goals.
• Manage full-cycle recruitment, onboarding, and employee development programs.
• Oversee compensation, benefits, and performance management processes to ensure fairness and market competitiveness.
• Foster a culture of engagement and inclusion through effective communication and employee relations initiatives.

Payroll Processing & Regulatory Submissions:

• Manage payroll processing, ensuring accuracy, compliance, and timely disbursement of salaries.
• Submit employment income details to the Inland Revenue Authority of Singapore (IRAS) annually.
• Handle work pass applications and renewals with the Ministry of Manpower (MOM).

Corporate Affairs:

• Act as the primary point of contact for corporate communications, including handling media inquiries and public relations activities.
• Develop and execute corporate social responsibility (CSR) initiatives to enhance the company’s brand and reputation.
• Collaborate with government agencies, industry bodies, and other stakeholders to ensure compliance with regulations.
• Serve as secretariat for quarterly board meetings, including preparation of agendas, meeting minutes, and follow-up actions.
• Ensure all board-related documentation and communications are accurate, timely, and confidential.
• Coordinate and manage logistics for board meetings, including scheduling, venue arrangements, and participant coordination.

Compliance and Data Protection:

• Ensure adherence to employment laws, compliance regulations, and data protection policies.
• Develop and uphold best practices for confidentiality and compliance within the HR function.

Administration:

• Oversee office administration tasks, including reception call management, correspondence handling, and hotel bookings.
• Manage vendor relationships and contracts related to company facilities and services.

Workplace Safety & Health:

• To serve as a member of the Safety Committee.
• To liaise with WSHO and landlord of building on workplace safety matter.

Job Requirements:

• Degree in Human Resource Management or Business Administration
• Proficient in Times Software HRMS and Microsoft PowerPoint / Excel
• Good communication skills with the ability to engage stakeholders at all levels
• High level of discretion and confidentiality in handling sensitive matters
• Able to roll up sleeves and dive into details with commitment to meet target and objectives
