Job Summary:

Operational, Technology and Cyber Risk (OTCR) is a second line-of-defence Risk department that provides independent challenge, guidance, and oversight of first line-of-defence (1LoD) risk management. OTCR comprises coverage teams that oversee risk in the Bank’s lines of business and SME teams that provide deep expertise, setting the Bank’s OTCR risk management approach. OTCR sets the Bank’s approach for managing Information and Cyber Security (ICS) and Technology Risks. Both ICS and Technology risk are owned in 1LoD. OTCR provides independent oversight, guidance, and partnership to 1LoD risk management.

This is a Band 6, individual contributor position based in Singapore. It reports directly to Head, OTCR T&O International Markets, Policy & Regulatory Management. It is a permanent position requiring strong experience with Singapore and Malaysia’s regulatory landscape and deep knowledge of ICS & Technology risk.

This position spans two roles; a Technology & Operations (T&O) coverage role and an ICS & Technology SME role.

For the coverage role, the person will be responsible for review, challenge and (if relevant) approval of operational, technology and cyber risk matters in the Technology & Operations business unit.

For the SME role, the person will help, guide, and support informed decision-making and risk management with specialist knowledge and expertise. The role will be delivered through consultation, stakeholder engagement and SME insights.

Responsibilities :

The successful candidate will have a strong understanding of operating in a second line ICS and Technology Risk capacity and strong experience working with market regulators. They should be able to respond flexibly and collaboratively to evolving business, regulatory and threat requirements.

The role will provide oversight and challenge of ICS and Technology risk management as a risk partner to country leadership, as defined in the Bank’s ICS and Operational & Technology Risk Type Frameworks.

The role will focus on the following key activities:

• Coverage: Regulatory Engagement. Supporting and, where relevant, executing ICS & Technology risk regulatory engagement in relevant markets.

• Coverage: Managing Regulatory Change. Horizon scanning, impact and gap analysis of relevant regulatory change. This includes monitoring of regulatory implementation and driving Bank efforts to ensure compliance.

• Coverage: Business Strategy and Corporate Plans. Review, challenge and expert advice on corporate plan, evaluating with consideration of Risk Appetite, RCSAs, and business initiatives.

• Coverage: Risk & Control Self Assessments (RCSAs). Overseeing, supporting timely and accurate RCSA execution in relevant markets.

• Coverage: Risk Committees. Supporting high-quality, concise risk papers on ICS & Tech risk to relevant committees.

• Coverage/SME: Risk Appetite. Ensure timely and accurate risk profile reporting. Consult stakeholders in case of breaches.

Our Ideal Candidate:

• Education - Degree in cyber security or technology or equivalent.

• 6+ years of proven experience in an information security office, senior governance and policy, ICS/ technology risk or operational risk or audit role.

• Thorough understanding of it security business process risks, threats, and internal controls relevant for managing and mitigating risks.

• Strong knowledge of cyber security and technology frameworks, information security principles, architecture.

• Technical knowledge across a broad range of ICS and technology risk capabilities including cyber defence, security monitoring, analytics, dlp, access management, cloud etc. Etc.

• Strong leadership, negotiation and collaboration skills, and ability to work effectively in a complex multicultural and multi-time zone organization.

• Strong interpersonal and stakeholder management skills with experience across various levels in the organization including senior leadership teams, in influencing key decisions taken in the business and in support teams.

• Ability to collect and analyse data, establish facts, and make recommendations based on sound risk management principles.

• A passion for keeping technical knowledge and skills up to date and horizon scanning new and emerging thematic risks from new technology or techniques.

• Ability to articulate inherent and residual risk with specific ability to communicate complex ICS, technology and process risk clearly, concisely, and accurately to non-technical stakeholders in a lucid way.

• Must be a self-starter who is able to initiate and successfully drive initiatives to completion with little or no management supervision.

A CFCR Advisory role for Transaction Banking (TB) focused providing expert, risk-based support to business and/or functional teams (dependent on CFCR team remit) on digital asset activities, ensuring consistent application of frameworks, regulatory integration, and capability development across the enterprise for Cash. The role holder will join the Group CFCR Transaction Banking Advisory team in their capacity as Director, CFCR Advisory, TB, Cash and support the Executive Director, Group CFCR Advisory TB, Cash, in managing all compliance, financial crime and conduct risks relating to TB Cash business, covering all TB Cash product and service offerings, especially the Clearing services supported by teams sitting in the location.

Key Responsibilities

The role holder will be responsible:

• Support the provision of timely regulatory compliance advice to ensure compliance with all relevant laws and regulations and support the transition to pro-active and pre-emptive compliance and conduct risk mitigation.

Processes

• Maintain functional and practical alignment with DA COE Hub to ensure consistent interpretation of regulatory requirements and policy intent.

• Participate/lead for Cash where appropriate, cross-CFCR (and other functions, if applicable) calibration sessions and thematic reviews led by the DA CFCR hub.

• Contribute knowledge sharing though documenting case precedents, lessons learned and insights for the enterprise knowledge base.

• Support the design and delivery of training modules aligned to key DA risk themes or specific to Cash CFCR products and/or personas.

• Act as a key agent (or lead, where asked) on DA for Cash CFCR advocacy, regulatory consultation, policy updates and rollout, updates to frameworks and guidance both internal in the function and with the business as required in the BAU Cash CFCR team’s remit

Risk Management

• Support efforts to ensure the effective management of Casj CFCR matters, management of regulatory issues that have a significant impact on the Bank and support relevant stakeholders to respond to regulatory questions.

• In the event of serious regulatory breaches, or where risk tolerances have been breached, ensure appropriate and timely escalation within the Group and that actions are taken quickly to remediate and/or activities are ceased. Ensure proactive and timely identification, assessment, advice and dissemination of evolving regulatory changes/practices and associated risks impacting TB business.

• Collaborate with other CFCR teams to support a programme for conduct, financial crime and compliance monitoring, surveillance and/or assurance for TB Cash business.

• Support the provision of robust second line challenge and oversight of risk acceptance, mitigating action plans and processes owned by Cash business including (but not limited to) specific Risk Framework Owner oversight of processes in Cash business. Pro-active identification of risks and concerns, including escalation to all relevant stakeholders. Ensuring there is timely and proactive reporting to the group oversight of Executive Director, Group CFCR Advisory TB, Cash.

• Ensure effective management of compliance matters, and in collaboration with the rest of the Compliance team, effectively manage regulatory issues that have a significant impact on the Bank.

• Provide reports and/or escalate to relevant risk and control committees and management group on key CFCR risks and issues.

Job Summary

Markets, Credit Trading (“CT”) provides solutions for clients through various products across regions. The Central Credit Unit (“CCU”) sits as a buy side portfolio and deploys balance sheet, capital and liquidity to achieve higher return on capital and generate higher revenue through investments in high quality investment grade spread assets.

Key Responsibilities

Business

• Responsibility includes managing and delivering appropriate returns on the CCU Portfolio which optimises the use of balance sheet through purchases and sales of a variety of spread securities.

• The role includes identifying opportunities in the spread bond market across various asset types which not only meet various return hurdles but also minimises risk and volatility whilst maintaining an appropriate level of diversity in the portfolio.

• The role requires end to end management of the portfolio from execution to booking and pricing as well as managing MTM and credit risks in a timely manner.

• The role further requires management of the rates risk in the CCU portfolio keeping in mind the total rates risk run across CT.

• Assist CT in developing and executing a strategy for optimal use of financial resource management including but not limited to leverage, funding, rwa all to maximise ROTE for the bank.

Risk Management

• The role involved active risk management on the CCU portfolio looking market and credit risks across rates and credit. The portfolio risk management is important where we consider concentrations by sector and geography. It’s important to for the person in the role to consider capital impacts from each position and from a portfolio view to assess the risk that is being run. Also, complete understanding and maintaining exposures within prescribed risk limits is essential.

Governance

• It is essential that the person in the role manages the extensive governance requirements from booking trades, report sign off and maintain requirements for SCBs risk and regulatory framework. This extends to completing e-learning’s on time.

Job Summary

Our Ideal Candidate

• 5+ years of experience in events management, particularly within the financial marketing sector or sports hospitality sector, is highly valued.

• A background in private banking is a plus.

• The candidate must be Creative, detail-oriented and capable of interfacing with senior stakeholders.

• Candidate must be willing to travel
