Statement Of Purpose (Overall Purpose of Job)

To be the company representative and liaise with the Clients, Consultants, relevant authorities and residents as well as to manage and co-ordinate the Project effectively.

Job Description & Requirements

(A) Specific :

• Coordinate project works and manage the daily site operations.
• Plan and discuss with sub-contractors on project execution including implementation.
• Manage and supervise project works as well as oversee all workers to ensure proper work execution and good workmanship.
• Execute project works based on the drawing / specification.
• Put in place a system to display / update / serve notice to residents.
• Put in place a system to swiftly / response and resolve any clients / or residents' complaints ' feedbacks.
• Attend site / project meeting.
• Laise and co-ordinate with clients, Consultants, Vendors, all stakeholders on all project matters.
• Track work progress and submit progress reports as require by Client and Consultants, so as to ensure that the projects are executed on time.
• Monitor project cost including sub con claim and variation works.

(B) General :

• Coordinator and work with other departments and vendors.
• Ensure all Quality Documents is implemented and maintained on site.
• Maintain all projects Documents / test reports for the projects.
• Engage in Project work and ensure successful completion as well as hand over of projects to the clients.
• Build and maintain strong, long-lasting relationship with Clients / Consultants / Vendors / all Stakeholders.
• Prepare, review and enforce the risk assessment plan with the assistance of the WSH coordinator.
• Ensure the well-being of all working on site.
• Other duties as assigned.

(C) Safety:

• To follow the safety procedures, rules and regulation and eliminate or reduce hazard at the workplace.

(A) Education, Qualifications & Special Training :

• Degree or Diploma in Civil / Structural / Building / Construction Management or any other discipline related to building construction.

(B) Knowledge & Skills :

• Good Communication skills (Verbal and Written)
• PC literate and knowledge in MS Office (MS Words, MS Excel, MS Project etc.)
• Positive and good working attitude, self-motivated and able to work independently.
• A good team player, strong in Persuasion, Service Oriented, Client Relationship and People Management.
• Preferably possess Class 3 driving license.

(C) Experience :

• Preferably with relevant working experience in Building Construction Industry or Town Council project.

Responsibilities:

RESPONSIBILITIES

We are seeking a proactive and detail-oriented Project Engineer to manage and support projects from initiation to completion. The ideal candidate will coordinate with stakeholders, ensure compliance with approvals, and assist in achieving project objectives efficiently.

Key Responsibilities:

• Develop an in-depth understanding of project scope, timelines, financials, and objectives; plan and manage team goals, project schedules, and new information.
• Communicate with clients to identify and define project requirements, scope, and objectives.
• Regularly schedule and attend meetings with stakeholders, clients, employees, and the Project Manager.
• Obtain necessary approvals for site teams, including NCE, LTA, NParks, GTP, MPA, LPB, and coordinate with TPOM Officers for supervision.
• Maintain records and renew expired approvals or permits required for projects (e.g., C&G NCE, Telecom, GTP, LPB LOAs).
• Coordinate with SP Officers regarding schedules of works (e.g., ROA schedules, reinstatement) for Distribution Projects.
• Liaise with LTA and NParks officers to address queries and secure timely approvals.
• Provide support to Project Managers and operations teams as needed.
• Participate in project design meetings, propose improvements when necessary, and share relevant documentation with project teams.
• Monitor project budgets and implement cost-saving measures where possible.
• Supervise ongoing projects, ensuring coordination among all team members to maintain workflow and meet deadlines.
• Manage project-related correspondence, including proposals, meeting minutes, and emails.
• Act as the point of contact for various working groups.
• Ensure all project documentation is current, properly filed, and stored for easy reference.
• Perform any other duties as assigned by immediate supervisors or the Head of Department (HOD).

• Degree in Civil Engineering, recognized by the Singapore Professional Engineers Board (PEB).
• Minimum 3 years of relevant local experience in oil & gas projects.
• Experience with underground utilities or similar site works is advantageous.

The Engineering Project and Solutions Division (EPSD) in Air Liquide is responsible for rendering expertise to design, install and manage gas supply systems, storage infrastructure and gas handling equipment to enhance productivity, product quality and safety in our clients’ operations.

In your role as Project Engineer within the EPSD team, you will lead project teams to achieve mechanical completion and commissioning, ensuring adherence to schedules, technical specifications, and budgetary constraints. • Supervise and coordinate daily on-site project execution and installation processes with cross-functional stakeholders.

1. B.Eng in Mechanical/Electrical/Civil with 6–8 years’ EPC/EPCM experience.
2. Min. 6-8 years of experience in construction industry in Singapore, preferable in Semiconductor Factory Cleanroom projects.

4. Good in interpersonal skill, able to communicate and coordinate effectively with Client, Consultants, Project Teams and other Parties.

The role leads setups, configurations, installations, and development on assigned projects, ensuring timely delivery and compliance with technical and safety standards.

Responsibilities

• Coordinate site execution activities by assisting the Project Manager to implement, monitor delivery, conduct site installation, inspection, and handover according to project schedules
• Report project progress and issues promptly to the Project Manager
• Manage daily deliverables and performance of subcontractors on site
• Set up and configure security systems including Access Control Systems and CCTV to meet project requirements
• Monitor and update site progress reports to reflect current status accurately
• Attend site safety and progress meetings to ensure compliance and alignment with project goals
• Handle permit applications and secure approvals from relevant authorities to maintain project compliance
• Document installation method statements and prepare site drawings for project records and reference
• Collaborate with Systems Engineer to develop security systems such as Access Control and CCTV solutions
• Conduct proof-of-concept testing and commissioning of security systems to validate functionality and performance
• Prepare project submissions, system designs, and installation drawings to support project execution and approvals
• Ensure all implemented work and systems conform to contract specifications and technical requirements
• Perform frontend equipment QR code tagging to facilitate asset tracking and management
• Comply with company governance procedures and workplace safety regulations at all times
• Perform additional duties as assigned by Supervisor or Manager to support project success

Required competencies and certifications

• Strong technical knowledge and certification on in-house security products to ensure competent system setup and troubleshooting
• Ability to work independently within guidelines and defined procedures while making decisions on assigned tasks
• Capability to solve problems effectively within established guidelines to maintain project progress and quality
• Ability to communicate clearly with customers and stakeholders to address enquiries professionally and provide user support
• Willingness and ability to be stationed at construction sites to oversee project execution and installation activities

Preferred competencies and qualifications

• Understanding and knowledge of the Singapore security and surveillance sector, including its operating environment, limitations, and applications
• Mechanical and Electrical (M&E) knowledge and experience to support integrated system installations
• Skills in troubleshooting technical issues related to company products to resolve operational challenges
• Skills in engaging and servicing end-users with a collaborative, win-win mindset to foster positive relationships
• Negotiation skills with end-users on non-critical product maintenance requirements to facilitate service agreements
• Skills in preparing materials and delivering presentations in small group settings such as user demos, training, and customer presentations

What you will do:

Acts as on-site project leader to plan, execute, and complete assigned projects. Delegates tasks to execute and fully complete assigned projects. Coordinates communication with customer during all phases of the project. Coordinates the work of subcontractors. 

How you will do it:

• Define scope, budget and schedule for projects.

• Device project implementation methodology.

• Plan and oversee work schedule for the multiple small to medium scale project under responsibility, in coordination with supervisor.

• Identify potential project risks and recommend appropriate resolutions.

• Establish effective communication with customer.

• Track and update progress, task and project health to supervisors.

• Ensure and monitor compliance to applicable codes, practices, QA/QC policies, performance standards and specifications.

• Perform regular quality audit for all the suppliers and sub-contractors.

• Identify and secure variation order.

• Cost control.  Track, monitor and ensure delivery of financial commitment as per KPI.

• Managing reports and documents.

• Work closely with Sales team for tender bidding.

• Supervision of sub-contractors’ work at site.

• Schedule purchase and deliveries of all materials for the project in a timely manner.

• Able to work with drawings and submission as per project requirement.

• Assign task to, and supervise Assistant Project Engineer, Technician, if any.

• System applications, drafting, data base generation and commissioning.

• Follow-up on payment from customers and verify payment to our suppliers.

• Train customer and provide first year maintenance warranty schedule visit.

• Hand over project to customer and later to service team.

• And other related works as assigned by your superior.

What we look for:

• Degree with minimum 3 years relevant working experience in BMS project.

• Excel, Word and Project essential.

• Require interaction with clients, consultants and sub-contractors, etc.

• Need to work odd hours as and when required, whenever the work need to be done on time.

The Project Engineer supports the Project Manager in planning, coordinating, attending project meeting, project documentation and any ad-hoc duties related to projects, ensuring that all electrical works comply with standards, safety regulations, and client requirements.

Key Responsibilities

- Assist Project Engineering in planning and scheduling of electrical project activities.

- Support in the project meeting and project documents.

- Coordinate with consultants, contractors, and suppliers on project requirements.

- Supervise and monitor installation, testing, and commissioning of electrical systems (e.g., power distribution, lighting, ELV, fire alarm, and control systems).

- Conduct site inspections to ensure compliance with design, quality, and safety standards.

- Prepare and update project progress reports, records, and documentation.

- Ensure compliance with local regulations, codes of practice, and safety standards.
