Description of Division

You will be part of the Regional Team under the Service Management Division of KidSTART Singapore Limited (KSL). Your role will be to oversee the effective implementation of KidSTART in each region and/or across regions and the service management of KidSTART Agencies (KSAs) and funded healthcare partners. This also involves managing relationships with partners/stakeholders such as MSF Social Service Offices, Family Service Centres, Preschool Operators, Polyclinics, Hospitals etc, who are part of the KidSTART eco-system of delivery.

Key Responsibilities

1.       Service Management (KSL and Funded Partners)

a.       Assist and support the Regional Head to carry out regular contract management and programme monitoring of KSL teams, hospitals and KSAs to ensure compliance with Funding Agreement and drive achievement of programme deliverables.

b.       Assist the Regional Head to support the design, planning and implementation of operational initiatives.  This includes contributing to alignment with Service Standards Requirements and leveraging on dashboards and data analysis to monitor performance and inform decision making.

c.       Act as the primary liaison officer between KSL, hospitals and KSAs, leading efforts to review and strengthen collaboration. 

d.       Conduct data verification in accordance with funding agreement and service standards requirements.

e.       Monitor manpower recruitment and training of KSPs, hospitals and KSA staff to ensure capacity and capability in service delivery.

f.       Perform main liaison role between KSL, ComLink+ and KSAs to support the KidSTART-ComLink +integration.

g.       Supervise incident reporting, incident management, and investigation to ensure appropriate resolution.

h.       Provide support to KSAs in times of crisis to ensure continuity of service to KidSTART families.

1.      Operational Data Analysis

a.       Consolidate and analyse KPI and performance data across KSL and KSAs. This includes tracking trends, identifying performance gaps, and highlighting risks against service standards and programme requirements.

b.       Develop and coordinate action plans in response to KPI outcomes, audits or performance reviews through working closely with service delivery teams to track progress, follow up on deliverables, flag delays or emerging risks.

c.       Analyse service delivery data, including caseloads, workload distribution and service intensity to identify service gaps, operational bottlenecks and opportunities to improve processes, reporting and operational efficiency.

d.       Assess factors that affect service delivery and outcomes to better curate solutions to improve service delivery outcomes.

e.       Provide timely feedback to Service Management Teams, Ops Planning and Programme Development teams to support informed decision making.

f.       Work closely with other divisions to align data, insights and action plans.

Job Scope:

·       Responsible to design, develop, communicate, and execute detailed project plans to achieve overall program goals;

·       Monitor progress and performance against project plans and develop dashboards and reports to communicate progress

·       Proactively identify changes in project/programs cope and propose appropriate measures to reassess and amend milestones, budget, and timeline.

·       Lead, coordinate and/or participate oncross-functional team activities from Concept Phase through implementation;

·       Conduct meetings including agenda, presentations, and minutes

·       Monitor and present communications demonstrating progress against budget, metrics, and strategic objectives;

·       Analyze complex problems including those related to project risks; identify their impact; establish probabilities;

·       Responsible for completing documentation in a timely manner and in accordance with business and quality standards;

Job Requirement:

·       Bachelor’s Degree and PMP certification required

·       Typically requires 3-5 years of experience in complex, technical program / project management in a regulated industry to develop the competence required to meet the skills and responsibilities of the position;

·       Extensive knowledge of and competency in project management methodology and processes;

·       Knowledge and experience with business excellence methodologies and processes;

·       Decision-making and problem-solving skills; demonstrated good judgment;

Responsibilities

• Run mentorship programmes and masterclasses to help local talent develop strong ideas and learn how to pitch them effectively.
• Source and engage experienced international experts to mentor local talent.
• Coordinate with partners to organise and deliver these programmes.
• Track participants’ progress and outcomes after the programmes.
• Collect data and continuously improve the programmes for better results.

Requirements

• Possesses minimum a Bachelor's Degree Media, Communications, Business, or Related field

RESPONSIBILITIES

• NonTuition Financial Assistance Schemes
  • Oversee the endtoend administration of nontuition financial assistance schemes, including workstudy grants, overseas exchange grants (outgoing and incoming), shortterm programme grants, and experiential learning grants.
  • Coordinate with academic schools, GEO, DKHM Career Centre, C4SR, and other partners to ensure accurate eligibility assessment, timely processing, coordinated approvals, and compliant disbursement of funds.
• Student Awards
  • Oversee the administration of academic and nonacademic student awards, including Universitylevel and externally funded awards
  • Coordinate system enrolment and processes for major University awards such as the Valedictorian, Salutatorian, and Ho Kwon Ping Circle Awards.
• Student Loan Programmes
  • Oversee MOEregulated student loan schemes, including Tuition Fee Loans, Study Loans, Overseas Exchange Loans.
  • Work closely with the Office of Finance and relevant University units to ensure accurate application processing, approvals, disbursements, and auditready records in compliance with MOE and University requirements.
• Budget Planning, Governance & Compliance
  • Support budget planning, utilisation monitoring, and expenditure projections for CSFAadministered schemes to ensure sustainable and effective use of financial assistance funds.
  • Ensure operations comply with university policies, donor requirements, and MOE regulations, and identify and escalate operational risks, exceptions, and compliance gaps.
  • Contribute to audit readiness and continuous process improvement to enhance efficiency, accuracy, and control.
• Stakeholder Engagement & Operational Continuity
  • Support outreach and communications to promote awareness and understanding of CSFAadministered financial assistance schemes.
  • Ensure studentfacing materials and frontline responses are accurate, consistent, and aligned with approved policies.
  • Act as operational backup for CSFAadministered schemes and provide functional guidance to a contract staff member to ensure continuity of operations.

• Degree holder with at least 5-7 years of relevant administrative or operational experience; prior experience in the education sector and/or customer service will be an advantage.
• Prior experience with a good understanding of financial assistance schemes, including financial aid, bursaries, and/or scholarships, will be an advantage.
• Experience in the conception and implementation of operational and process improvement initiatives is preferred.
• Strong time management and organisational skills, with the ability to plan, prioritise, and coordinate multiple tasks to meet deadlines in a highvolume, deadlinedriven environment.
• Excellent interpersonal, written, and verbal communication, as well as presentation skills, with the ability to engage effectively with diverse stakeholders.
• Ability to work independently with sound judgement, as well as collaboratively within a team and across multiple stakeholder groups.
