Summary  

The Resource Optimization Manager is responsible for maximizing the utilization of available resources through the provision of medium-term tactical planning and dynamic deployment.  

Duties and Responsibilities  

• Provide an independent view regarding the most effective utilization of all resources. Support the allocation of resources in through Medium and short-term planning. Guide, direct and support Resource Planners and Allocators to effectively resource shifts on a 24/7 basis through three distinct phases:   

  • Pre-planning - considering the expected demands, schedules, and roster resources pre-plan the allocation of tasks 24-72 hours in advance of the shift  

  • Shift-planning - during the shift prior and/or at the start of the appropriate shift, considering the actual availability of resources (Manpower, Equipment, and Facilities), re-check the pre-plan and undertake the detailed allocation of all resources ensuring that allocation is undertaken according to load  

  • Real-time - considering the availability of resources and the dynamic operational environment, undertake all aspects of the real-time allocation of resources in-line with the actual loads  

• Improve operational efficiency and productivity by utilizing specialist knowledge of the decision support systems including but not limited to Resource Management System (RMS), Real-Time Control (RTC), Multi-Access Check-in System (MACS) and other dnata or third-part Management Information Systems (MIS).

The Student Recruitment Assistant Manager is responsible for driving student applications and enrolments through targeted outreach, effective lead management, and strategic recruitment activities. This role plays a key part in achieving intake targets by managing the full student recruitment cycle, from lead generation to conversion and while ensuring an excellent experience for prospective students and parents. Experience in the education sector is highly preferred.

Job Description

Lead Generation & Conversion

• Take full ownership of enrolment KPIs, from lead generation to converting leads into student enrolments.
• Manage first-level conversion activities, including outbound/inbound calls, face-to-face meetings, and scheduling Info and enquiry sessions.
• Engage directly with prospective students via calls, emails, and in-person interactions to promote courses.
• Handle objections and resolve stakeholder concerns during the recruitment cycle to maximize conversion rates.
• Follow up regularly to nurture leads and move them through the admissions pipeline.

Partnership & Liaison Strategy

• Lead and manage the implementation of the school’s liaison strategy with partner institutions and international recruitment agents.
• Develop and execute targeted visit programmes including presentations, workshops, exhibitions, digital outreach, and on-campus activities.
• Represent the school at education fairs, partnership events, and networking sessions across Asia.
• Represent the school professionally in all external interactions, serving as a trusted ambassador for the institution.

Marketing & Events

• Plan and execute recruitment and marketing initiatives, including Info Sessions, education fairs, association collaborations, roadshows, and alumni-related events.
• Collaborate with Creative and Digital teams to develop marketing materials: brochures, banners, flyers, EDMs, videos, websites, and landing pages.

Relationship Management

• Build and maintain long-term relationships with colleges, universities, and overseas agents.
• Serve as the key liaison for all regional partners, ensuring timely and professional communication.
• Collaborate with internal teams (Admissions, Marketing, Academic) to align on recruitment objectives.
• Monitor partner performance and provide updates and recommendations to management.

Sales Strategy & Customer Understanding

• Execute conversion and sales strategies effectively to meet enrolment targets.
• Understand customer and student drivers, motivations, and decision-making processes to influence their enrolment decisions.
• Provide programme advice to prospective students and parents via face-to-face counselling, email, and phone correspondence.
• Stay up-to-date on developments in the education sector and student recruitment trends in assigned markets.

Qualifications & Experience

• 3–5 years of experience in international student recruitment, partnership management, or business development within the international education sector.
• Proven track record in sales strategy execution, lead conversion, and stakeholder management.
• Strong negotiation, communication, and relationship-management skills.
• Highly motivated, results-driven, and adaptable to dynamic, cross-cultural environments.
• Willingness and ability to travel frequently across Asia, particularly Southeast Asia.
• Must be able to work on weekends.

Job Scope :

Strategic HR Partnership

• Collaborate with senior management and department heads to align HR strategies with overall business objectives.
• Provide advisory support on manpower planning, organizational structure, and workforce capability development.
• Drive company culture, employee engagement, and support change management initiatives.

Workforce Planning & Talent Management

• Partner with business units to forecast manpower needs and support succession planning efforts.
• Work closely with recruitment teams and external agencies to source talent for key roles.
• Monitor workforce trends, retention strategies, and optimize manpower allocation.

Employee Relations & Compliance

• Advise management on employee relations matters, including disciplinary actions, grievances, and conflict resolution.
• Ensure compliance with Singapore Employment Act, MOM regulations, and internal HR policies.
• Support investigations and proper documentation of employee-related incidents when required.

Performance Management

• Support the implementation of performance management frameworks, including goal setting, appraisals, and development plans.
• Partner with stakeholders on performance improvement plans and talent development initiatives.

Compensation & Benefits

• Assist in annual salary reviews and compensation benchmarking exercises.
• Provide recommendations on remuneration structures to ensure market competitiveness and internal equity.

Organizational Development & Training

• Identify training needs and coordinate learning and development initiatives.
• Support leadership development and workforce capability-building programs.

HR Policy & Process Implementation

• Implement and maintain HR policies, procedures, and best practices across the organization.
• Drive HR process improvements and support digitalization initiatives.
