Construction HR Executive – Job Scope

1. Recruitment & Work Pass Management

• Handle end-to-end recruitment of local and foreign employees.
• Apply, renew, transfer, cancel or appeal for:
  Work Permit (WP)
  S Pass
  Employment Pass (EP)
• Manage applications in MOM systems (EP Online, WP Online, myMOM Portal).
• Track quota, man-year entitlement (MYE), levies, and sector regulations.
• Liaise with agents, workers, management, and government authorities.

2. Onboarding & Deployment

• Prepare employment contracts, company policies and safety briefings.
• Arrange safety training courses (e.g., CSOC, MAN, Lifting Safety, etc.).
• Coordinate dormitory placement, transportation and deployment to project sites.
• Maintain employee personal files and records.

3. Payroll & Attendance Administration

• Work with supervisors to collect timesheets and site attendance.
• Process monthly payroll, overtime, allowances, and deductions.
• Ensure accurate CPF/SDL/levy submissions.
• Handle workers’ welfare claims, salary disputes and MOM inquiries.

4. HR Compliance & Government Reporting

• Ensure compliance with:
  MOM Employment Act
  Workplace Safety and Health (WSH)
  Employment of Foreign Manpower (EFMA)
• Manage government submissions, such as:
  I-Report incidents
  SHN / medical reporting
  Housing standards compliance
• Prepare HR audits, project manpower reports and official letters.

5. Employee Relations & Welfare

• Address employee grievances and disputes.
• Conduct counselling, disciplinary actions and warning letters when needed.
• Arrange medical visits, insurance claims, salary assistance or leave matters.
• Foster positive worker morale and reduce turnover.

6. Training & Skills Development

• Identify required workforce competency and certifications.
• Arrange upgrading courses via BCA, SkillsFuture, PSA, etc.
• Maintain expiry tracking for training certificates (CSOC, crane courses, welding, etc.).

7. Site HR Coordination

• Liaise with Project Managers, Safety Teams and Site Supervisors.
• Support manpower planning for project progress.
• Conduct site visits to resolve worker or deployment issues.

8. HR Reporting & Data Management

• Maintain HR databases, trackers and dashboards.
• Prepare monthly manpower, turnover, payroll cost and movement reports.
• Present workforce status to management.

9. Other General HR Duties

• Assist in company HR policies and procedure improvements.
• Support audits, ISO, and HRMS system implementation.
• Any additional duties assigned by management.

Key Responsibilities

1. Recruitment & Workforce Planning

• Manage end-to-end recruitment for site and office staff (e.g. Project Engineers, QS, Supervisors, Workers)
• Coordinate manpower planning based on project requirements
• Liaise with recruitment agencies and overseas partners

2. Work Pass & Compliance

• Handle application, renewal, and cancellation of work passes (WP, S Pass, EP)
• Ensure compliance with Ministry of Manpower (MOM) regulations
• Monitor quota, levy, and pass validity

3. Payroll & Compensation

• Oversee payroll processing, including overtime, allowances, and deductions
• Ensure CPF contributions and statutory compliance
• Manage salary benchmarking and employee benefits

4. Employee Relations

• Address employee grievances and disciplinary matters
• Maintain proper documentation and HR records
• Support a positive and compliant work environment

5. Training & Development

• Coordinate mandatory safety courses (e.g. CSOC)
• Arrange skill upgrading and certifications
• Support staff development initiatives

6. Administration & HR Operations

• Manage onboarding and offboarding processes
• Prepare employment contracts and HR letters
• Handle insurance claims, medical matters, and leave administration

Requirements

• Degree in Human Resource Management or related field
• Minimum 5 years of HR experience in construction industry
• Strong knowledge of Singapore MOM regulations
• Experience handling foreign workers and dormitory arrangements
• Good communication and problem-solving skills
