Key Responsibilities

1. Financial Reporting and Month-End Closing

• Ensure compliance with NUS policies
• Monitor fund utilization, track expenditures, and perform budget reconciliation
• Support timely and effective deployment of research funding with proper documentation

Proposal and Fund Management

• Manage proposals submitted via FormSG for KTP NUS funding (three calls annually)
• Provide administrative support to approved applicants on fund utilization, procurement, and payment processing
• Monitor expenditures and reconcile spending against approved budgets

Quarterly Claims Processing

• Coordinate quarterly claims process for NUS KTP Fund
• Liaise with 1FSS to request claim listings for manpower costs
• Verify all claims are supported by valid purchase orders
• Ensure accurate billing by NUH
• Perform goods receipt upon invoice arrival
• Reconcile invoices against remaining purchase order balances

Research Administration and Compliance

• Oversee indirect research costs and clinical trial support
• Create and manage Internal Orders (IOs)
• Maintain departmental research funding repository
• Provide administrative support for PI claims and fund utilization
• Ensure compliance with institutional and cluster-level policies
• Manage timely closure of expired IOs and return of unutilized funds

Departmental Support

• Provide operational support during departmental examinations (including circuit staff duties)
• Support departmental events and event planning coordination
• Perform other duties as assigned by HOD or reporting manager

Qualifications

• Diploma level in Business Admin/Finance & Accounting/LCCI Level 3 Advanced Accounting
• Basic experience or exposure to finance operations (e.g., invoicing, claims, or accounts receivable) is preferred.
• Meticulous with good attention to detail, especially in data entry, documentation and reconciliation.
• Able to follow established processes and work independently with guidance, including tracking and follow-through of research funding and claims.
• Good organisational and time management skills, with the ability to handle multiple tasks and meet deadlines.
• Willingness to learn and develop knowledge in research grant administration and institutional financial processes.
• Good communication and interpersonal skills to liaise with faculty, researchers and administrative teams.
• Proficient in Microsoft Office applications (especially Excel); familiarity with financial systems (e.g., SAP or equivalent) is an advantage but not required.
• Responsible team player with a positive attitude and willingness to support team tasks.
• Able to handle confidential information with care and professionalism.

Role we are hiring for

We are looking for 1 candidate to join CSSD Singapore in the following position:

· Principal Executive/ Deputy Head (Finance & Accounting) - minimum 8 years of working experience in finance related role

This role will report to the General Manager of CSSD Singapore.

Primary responsibilities of role

• Oversee financial management functions, including developing, reviewing, and submitting budget proposals and five-year strategic plans
• Analyse financial budget execution, review and adjust significant variances, and provide recommendations for management improvements
• Research tax-related policies, manage tax filing, analysis, and planning, and oversee tax risk assessment and control
• Assist in administrative management, including developing and implementing internal management policies, and overseeing daily asset and logistics operations
• Actively contribute to ad-hoc projects tasked to CSSD Singapore by higher management
• Oversee daily accounting operations and financial management and coordinate with various business units to ensure standardized and orderly financial processes
• Be responsible for monthly and annual financial closing, and prepare financial statements, management reports, and relevant statistical reports
• Organize and implement fund management activities, including bank reconciliations, cash planning, cash flow forecasting, and intercompany reconciliation
• Support and coordinate annual audits, budget preparation, financial forecasting, tax filings (including GST), and fixed asset management, ensuring compliance with group policies and regulatory requirements
• Maintain and enhance financial information systems, participate in business unit performance analysis

Requirements / Key Attributes

• Singapore Citizen or Singapore Permanent Resident, with minimum 8 years of working experience in finance related role
• Minimum education qualification of bachelor’s degree from reputable Singapore local universities or top 100 ranked universities
• Degree in finance, accountancy, or economics. And preferably possess ACCA or Chartered Account qualifications
• Fluency in mandarin (both spoken and written) is essential, due to the nature of work which involves significant amount of communication with various stakeholders based in China
• Demonstrates integrity, strong professional ethics and a high sense of responsibility. Possesses excellent teamwork, communication, and coordination skills. Detail-oriented, resilient, and logical
• Excellent interpersonal and effective communication skills
• Preference will be made for candidates that have Corporate Secretary qualifications
• Be familiar with accounting policies, tax rules and annual audit process in Singapore

About The Role

We are looking for a Finance Executive to join our Singapore team. This is a mid-level position responsible for the day-to-day financial operations of our Singapore entity, including bookkeeping, financial reporting, tax compliance, and regulatory filings under Singapore accounting standards.

What You'll Be Doing

• Manage full-set accounts including AP/AR, general ledger, bank reconciliations, and month-end / year-end closing
• Prepare financial statements in compliance with Singapore Financial Reporting Standards (SFRS)
• Handle GST filings, corporate tax computations, and liaise with external auditors and tax agents
• Manage payroll processing, CPF contributions, and employee expense claims
• Support annual audit and ensure timely submission of ACRA and IRAS filings
• Assist in budgeting, cash flow forecasting, and management reporting
• Coordinate with external service providers (company secretary, tax advisors, banks)
• Support ad-hoc finance and operations projects as needed

What We're Looking For

• 4 – 8 years of relevant experience in accounting / finance roles
• Diploma or Degree in Accounting, Finance, or related discipline
• Strong knowledge of Singapore Financial Reporting Standards (SFRS) and local tax regulations
• Proficient in accounting software (Xero, QuickBooks, or equivalent) and Microsoft Excel
• Experience handling full-set accounts independently
• Familiarity with GST, corporate tax, CPF, and ACRA / IRAS compliance
• Detail-oriented, well-organized, and able to work independently

Nice-to-Have

• Experience in the cryptocurrency / blockchain / Web3 industry
• Understanding of digital asset accounting, token transactions, or digital wallet operations
