Key Responsibilities

1. Financial Reporting and Month-End Closing

• Manage the full set of accounts for assigned legal entities, including accounts receivable, accounts payable, general ledger, bank transactions and month-end closing.
• Prepare monthly financial statements, account schedules and management reports accurately and within the required timelines.
• Perform monthly bank reconciliations and balance sheet account reconciliations, and ensure outstanding items are investigated and cleared promptly.
• Prepare and review month-end accruals, provisions and prepaid expense amortisation.
• Review manual journals and invoices to ensure they are valid, properly supported and appropriately authorised before posting.
• Support financial reporting, business performance analysis and management of financial results.

2. Revenue, Cost and Project Financial Management

• Prepare weekly reports comparing billed revenue against monthly forecasts, analyse variances and follow up with relevant stakeholders.
• Monitor project costs, financial progress, budgets and forecasts.
• Maintain a thorough understanding of the financial status of ongoing projects, service contracts and customer orders.
• Provide financial input and participate in weekly project review meetings.
• Create sales orders and issue accounts receivable invoices accurately and promptly.

3. Accounts Payable and Payments

• Process accounts payable invoices and ensure that all supporting documents and approvals are complete.
• Prepare monthly payment listings and coordinate with shared-service teams to process payments according to the payment schedule.
• Process employee expense claims and arrange payments on a weekly basis.
• Reconcile supplier statements against accounts payable records and follow up with suppliers on discrepancies.
• Process urgent or manual bank payments when required.
• Monitor bank balances across different currencies and arrange fund transfers where necessary.

4. Tax, Audit and Compliance

• Prepare quarterly GST submissions, including the relevant supporting schedules and documentation.
• Maintain complete and properly organised GST records and supporting documents.
• Liaise with tax advisers and auditors and provide support during GST and other tax audits.
• Calculate quarterly corporate income tax provisions and record the relevant accruals.
• Act as the primary finance contact for external auditors and coordinate the preparation of audit schedules and supporting documents.
• Ensure compliance with applicable accounting standards, tax requirements and internal financial policies.

5. Other Responsibilities

• Support finance-related initiatives and projects led by the headquarters.
• Assist in improving accounting processes, internal controls and reporting efficiency.
• Perform other finance and accounting duties as assigned.

Requirements:

• Bachelor’s degree in Accounting, Finance or a related discipline.
• At least 7 years of relevant accounting and finance experience, including hands-on experience managing a full set of accounts.
• Professional accounting qualification such as ACCA, CA Singapore or an equivalent qualification is preferred.
• Strong knowledge of accounting principles, financial reporting, taxation, audit and internal controls.
• Experience with Oracle or other major ERP systems is preferred.
• Proficiency in Microsoft Excel and financial reporting tools.
• Strong analytical, problem-solving and organisational skills.
• Ability to manage multiple priorities and meet tight reporting deadlines.
• Excellent interpersonal and communication skills, with the ability to work effectively with internal and external stakeholders.
• Proficiency in written and spoken English and Chinese, as the role may involve communication with Chinese-speaking stakeholders.
• Experience working in a technology, artificial intelligence or fast-growing multinational company is preferred.

Role we are hiring for

We are looking for 1 candidate to join CSSD Singapore in the following position:

· Principal Executive/ Deputy Head (Finance & Accounting) - minimum 8 years of working experience in finance related role

This role will report to the General Manager of CSSD Singapore.

Primary responsibilities of role

• Oversee financial management functions, including developing, reviewing, and submitting budget proposals and five-year strategic plans
• Analyse financial budget execution, review and adjust significant variances, and provide recommendations for management improvements
• Research tax-related policies, manage tax filing, analysis, and planning, and oversee tax risk assessment and control
• Assist in administrative management, including developing and implementing internal management policies, and overseeing daily asset and logistics operations
• Actively contribute to ad-hoc projects tasked to CSSD Singapore by higher management
• Oversee daily accounting operations and financial management and coordinate with various business units to ensure standardized and orderly financial processes
• Be responsible for monthly and annual financial closing, and prepare financial statements, management reports, and relevant statistical reports
• Organize and implement fund management activities, including bank reconciliations, cash planning, cash flow forecasting, and intercompany reconciliation
• Support and coordinate annual audits, budget preparation, financial forecasting, tax filings (including GST), and fixed asset management, ensuring compliance with group policies and regulatory requirements
• Maintain and enhance financial information systems, participate in business unit performance analysis

Requirements / Key Attributes

• Singapore Citizen or Singapore Permanent Resident, with minimum 8 years of working experience in finance related role
• Minimum education qualification of bachelor’s degree from reputable Singapore local universities or top 100 ranked universities
• Degree in finance, accountancy, or economics. And preferably possess ACCA or Chartered Account qualifications
• Fluency in mandarin (both spoken and written) is essential, due to the nature of work which involves significant amount of communication with various stakeholders based in China
• Demonstrates integrity, strong professional ethics and a high sense of responsibility. Possesses excellent teamwork, communication, and coordination skills. Detail-oriented, resilient, and logical

Main Objective: 

The Senior Compliance Audit Manager will be a valuable member of the Global Compliance Assurance Team and will support the development, implementation and oversight of Arthrex’s Risk Management & Compliance (RM&C)’s auditing and monitoring program, primarily for the Asia Pacific (APAC) region. The Senior Compliance Audit Manager will be based in Singapore and will report to the Director, Global Compliance Assurance.

Essential Duties and Responsibilities:

• Support the enhancement of the company’s global compliance audit and monitoring program.
• Support the Director, Global Compliance Assurance in the development and presentation of an Annual Auditing and Monitoring Plan—covering the company’s subsidiaries and third parties—based on an appropriate risk-based methodology to the Vice President, RM&C and Chief Compliance Officer (CCO) and the Global Risk and Compliance Committee (GRCC).
• Coordinate with the Director, Global Compliance Assurance in supporting the management of the affairs of the Assurance Remediation Committee (ARC).
• Lead the effective execution of the Annual Auditing Plan for the APAC region by directing and perfoming corporate and third-party compliance audits,  ensuring high‑quality workpapers, and delivering well‑documented and clearly communicated audit findings.
• Support business leadership and cross-functional teams in driving the timely implementation of corrective and remedial actions arising from audit and monitoring findings, ensuring that identified issues are effectively addressed and underlying root causes resolved.
• Support the Director, Global Compliance Assurance in preparing and delivering periodic reports to the Vice President, RM&C and CCO, as well as the GRCC and the ARC, on the status of the Annual Auditing and Monitoring Plan, key audit and monitoring findings, and progress of the remedial measures.
• Support the development and implementation of strategies to ensure the company’s values and ethical standards are clearly emphasized, consistently communicated, and effectively integrated across the organization, including delivering training where appropriate.

• Provide guidance and interpretation on the company’s Code of Conduct, Third-Party Compliance Handbook, compliance policies, relevant health industry regulations, and applicable industry codes.
• Recommend enhancements to corporate compliance policies and practices to ensure continued alignment with applicable laws, regulations, and industry standards.
• Build strong partnerships with the APAC Legal & Compliance Director, as well as business and functional stakeholders, to support the implementation and continuous enhancement of the company’s global compliance program.
• Support investigations of reported compliance-related issues, when requested, and collaborate with key gate-keeper functions—including the Director, Global Investigations, the APAC Legal & Compliance Director, Human Resources, and Legal—to ensure that all reported concerns are promptly and thoroughly investigated.

• Ensure compliance within the functional area and actively support the organization’s broader compliance objectives.
• Maintain up‑to‑date knowledge of healthcare compliance rules, regulations, enforcement trends, and industry standards to ensure ongoing alignment with evolving compliance expectations.
• Up to 30%-40% international travel may be required.

Education and Experience:

• Certified or Chartered Accountant, Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE) or other similar professional certification is preferred.
• Experience in the medical device, pharmaceutical, or broader life sciences industry is preferred.
• Experience in data analytics is a plus.

Knowledge and Skill Requirements/Specialized Courses and/or Training:

• Comprehensive knowledge of enterprise risk management, internal audit processes, and laws and regulations applicable to a global medical device company.
• Knowledge of current compliance regulations, including the AdvaMed Code, Eucomed Code of Ethical Business Practice, U.S. Foreign Corrupt Practices Act, and U.K. Bribery Act.
