Summary:

The Manager, EIPIC will lead a transdisciplinary team in managing the SPD EIPIC Centre. You will coordinate the implementation of the ECHO framework and streamline processes across the Early Intervention Continuum, working closely with professional heads such as the Head of Teaching and Head of Allied Health. You will develop strategic plans to enhance caregiver engagement and oversee initiatives and collaborations with mainstream preschools and community organisations in the vicinity of the centre.

JOB SCOPE/KEY RESPONSIBILITIES

Operations and Administration

• Develop short- and long-term strategic plans to ensure continual growth of the programmes at the centre.
• Establish, implement, and regularly review operating, administrative, and control policies and procedures.
• Ensure operations and systems meet service standards and adhere to good corporate governance. Ensure the services achieve to meet the Key Performance Indicators set by the funders/Director.
• Manage and guide the EIPIC team to maintain ahigh standard of services for clients with developmental needs and their caregivers.
• Serves as theprimary administrative contact and liaison with stakeholders and externalorganisations. Coordinate the timely submission ofstatistics to funding bodies and organisations.
• Engage external institutions and communitypartners to support clients and caregivers in need.

Centre Management

• Guide senior staff across programmes to perform effectively and efficiently.
• Plan for the acquisition and replacement of fixed assets and other resources.
• Ensure compliance with regulations including taxes, licensing, safety and control.
• Develop strategic plans to generate income and monitor the expenditure of programmes.
• Develop strategic plans to enhance the community outreach.
• Manage audit conducted by MSF, ECDA and NCSS, if any. 

Staff Management

• Assists the Director in the development of career progression and defining of key responsibilities for EIPIC staff.
• Orientate new staff to organisation’s structure, policies and procedures and HR matters.
• Assign responsibilities and delegate authorities.
• Set standards, evaluate staff performance and identify learning /training needs.
• Interview candidates for new recruitment or replacement positions.

Client Management

• Establish and maintain positive relationships with clients and caregivers.
• Effective management of feedback and queries from clients, caregivers, the public and authorities.
• Develop strategic plans to enhance caregiver engagement.

Collaboration with external organisations

• Explore opportunities to sustain collaboration with preschools i.e. programmes that promote interaction among children with different needs and raise awareness of inclusion.
• Lead and participate in networking with community organisations to identify opportunities for collaborations.
• Participate in events organised or supported by SPD and support the organisation in developing strong network with other SSAs, funding bodies (e.g. MSF, ECDA, NCSS, Tote Board) and business corporations to secure programme funding and sustain financial viability of the programmes and services.

Professional/ Staff Development

• Lead, attend and contribute regularly in staff meetings and other relevant meetings.
• Attends relevant training and courses.
• Participate in internal / external workgroups to contribute inputs on development of new service provisions and service improvement.

Any other duties

• As may be assigned from time to time by Director, Children Services and Chief Executive Officer, SPD.

Key Responsibilities

Driving and Client Care

• Ferry client to and from their home and centre for rehabilitation and/or day care programmes.

• Assist client in their ambulation and movement in the centre and during transferring up and down from transport.

• Conduct basic health monitoring support, e.g. temperature check, vitals, etc.

• Assist and guide clients in the performance of their prescribed exercise routines and programmes, both individual and in groups.

• Provide assistance to clients’ basic needs as needed, such as toileting, meals preparation, feeding, etc.

• Uphold infection control and safety protocols at all times.

• Support transportation arrangements for other programme needs, where necessary.

Administration

• Responsible to and liaise with Supervisor in all matters pertaining to administration.

• Report clients’ progress to Supervisor.

• Support documentation duties, where required, such as attendance taking, incident reporting, etc.

Care and Maintenance of Vehicle and Centre

• Maintain cleanliness, basic maintenance, and regular servicing of the vehicle. Ensure workplace cleanliness at all times.

• Report any malfunctioning or wear and tear to Supervisor.

• Ensure safety in driving and in the care of clients at all times.

• Adhere to traffic and workplace safety regulations at all times.

Others

• Assist in general duties at the centre as assigned by supervisor.

• Establish and maintain good working relationship with clients, caregivers and staff.

• Report to Supervisor of any incident or injury sustained by clients or staff or self, that may occur during the course of work.

JOB HOLDER REQUIREMENT

• Processes Class 3 Driving License.
• Minimum GCE “O” or “N” Levels. Experience on patient care will be highly advantageous .
• Basic caregiving knowledge and/or certification in healthcare support would be advantageous
• Effective problem-solving skills, good communications and interpersonal skills
• Attend training and in-house education programmes
• Able to perform basic emergency procedures such as control bleeding, application of dressing’s slings and splints, and CPR-AED, etc
• May be expected for duties during weekends, and/or any time after office hours, if deemed necessary

• Responsible to the Assistant Director in all matters pertaining to administration, operations and management of SPD’s RC HQ and TTE programmes.
• Recommend policies and practices for the efficient and effective operation and management of rehabilitation and support services under their purview and assist the Assistant Director in implementing those policies and practices.

Service Development & Sustainability

• Assist the Assistant Director in organisational planning i.e. strategic planning, programme planning and services review of the programmes.
• Assist the Assistant Director in ensuring the sustainability of the programmes, including funding exploration and renewals.

Networking

• Responsible for outreach to referral agencies such as community organisations and hospitals for client referrals to the RC HQ and TTE.
• Participate in events organised or supported by SPD and assist the organisation in developing strong networks with other Social Service Agencies (SSAs), community organizations, funding bodies like MOH, MSF, NCSS, SG Enable, AIC and business corporations to solicit programme funding to sustain the financial viability of the programmes and services offered.

Operations/ Professional Matters

• Supervise a multidisciplinary professional team including therapists, social workers, employment support specialists, clinical support staff and administrative staff, and work with various government as well as community-based organisations to offer services to adults and seniors with disabilities.
• Assist the Assistant Director by leading the professional team in developing the service models, setting service guidelines/standards and monitoring service delivery of programmes.
• Preparation for programme audits pertaining to subvention, MOH centre-based guidelines, service quality, SGE (Hospital to Work, JPJS) on annual, bi-annual basis.
• Responsible for achieving key performance indicators, providing progress reports and assisting in data analysis for planning and reporting purposes.
• Keep abreast of latest development in service delivery of related areas to ensure that service delivery for our clients are kept updated.
• Assist in submission of indicators to all relevant funding agencies such as MOH, MSF, NCSS and SG Enable etc. Coordinate the claims for submission to funding agencies.
• Assist Assistant Director in preparing annual budget for the centres.

JOB SCOPE/ KEY RESPONSIBILITIES

Support Senior Training Officers in the provision of life and work skills training for trainees in programme. Support the team to achieve improvement in trainees’ independence, work skills and overall wellbeing.

• Assist trainees in performing areas of self-care such as feeding, grooming and toileting which including diaper changing and in maintaining good standards of hygiene.
• Plan and coordinate in the development of therapeutic and training materials for the trainees using a pro-active, collaborative, creative and person-centred approach. The areas of activities and training skills include independent daily living, communication and language, social emotional, community living, social and recreational, and vocational training. To identify trainees that display potential skills for open employment.
• Assist trainees in developing interventions and managing challenging behaviours with Senior Training Officer, Learning Coach, therapist and Psychologist.
• Assist in development and implementation of Individual Training Plans (ITP).
• Assist in maintaining and updating of ITP, training and assessment records of trainees.
• Assist and carry out regular review and updates to caregivers on care needs and applying their training to trainees’ home setting.
• Ensure that centre’s rules pertaining to trainees’ safety, well-being, work hazards and prescribed training procedures are adhered to.
• Carry out proper and regular housekeeping of training space and facilities.
• Assist and ensure the documentation of the trainees’ progress and daily activities and attendance area recorded.
• Assist in conducting work process analysis and propose process modification or redesign to continually improve trainees’ vocational skills, productivity and efficiency.
• Report to Manager on any accident or other incidents during the course of training or carrying out work tasks in Day Activity Centre.

REQUIREMENT

• Minimum an “O” level/“A” level/ITE certification, preferably with at least 1-2 years of experience in working with persons with disabilities.
• Relevant experience in the fields of Special Education or Social/Community Services with exposure to youths/adults with disabilities is preferred.
• Relevant experience in vocational training and coaching is an added advantage.
• Demonstrate a commitment to and an understanding of social inclusion as well as the values associated with promoting independence.

JOB SUMMARY

The Manager/Assistant Manager will be responsible for managing the day-to-day operations of the Senior Care Centre at Canberra, ensuring that high-quality care is provided to the clients in the programme. The Manager/Assistant Manager will work closely with the Reporting Officer to ensure that the centre's policies and procedures are followed and that the centre meets all relevant regulations. Additionally, the Manager/Assistant Manager will be responsible for providing support and guidance to the centre's staff to ensure that they are equipped to provide the best possible care to our clients.

JOB HOLDER REQUIREMENT

• Bachelor's degree in any discipline related to business or health administration from a good University
