The HR & Payroll Coordinator plays a key role in supporting the Local MU organization by strengthening leadership capability, driving a high-performance culture, and enhancing associate engagement.

This role is responsible for executing the local HR agenda, covering a wide range of people-related areas including daily HR operations, signature HR processes, payroll administration, data management, foreign worker management, compensation and benefits, employee relations, talent and performance management, local labour relations, and initiatives that support associate engagement.

Key Responsibilities:

• To assist Policy & Total Reward Manager for implementing Human Resource procedures.
• Take charge of final payroll clearance and tax clearance for expatriate and foreign workers.
• Responsible for monthly payroll competency and prepare all related salary reports to finance and stake holder.
• To support on day-to-day operation and be an advisor on expatriate management. 
• Assist on tax matters/liabilities and lodge relevant documentations with IRB and follow up closely for new expatriate and for expat staff leaving the country.
• To check and monitor Time Management System (TMS) record and liaise with Department Admin for any correction or discrepancy.
• Send the payroll data to the third-party payroll provider for payroll processing on timely manner.
• To prepare employee Confirmation letter, Appraisal evaluation form, quarterly group insurance invoices, Forklift incentive (twice a year), contract renewal letter and employees change request related document (Form & Letter).
• To create and update personal file for new join associates.
• To support on company events / festival gift, employee celebrations, and employee engagement.
• Engaged in SAP Success Factor system and responsible in HR Shared Services focus on employee central, onboarding/offboarding processes, and compensation.                
• To ensure the expenses of current year did not overspend as per AOP report estimation and ensure the AOP report are aligned with department manager’ requirement. 
• Responsible for statutory submission to IRB, EPF, SOCSO & HRDC board as well as Zurich Pension Plan. – Submission statutory + Zurich pension
• Enrolment and Termination of associate in AIA Portal
• Submit statutory related form to statutory board or via online portal (CP22, Form 2, Form 3)
• Address queries from associates, department admins, and stakeholders, and prepare ad hoc reports as requested by management.
• To perform any other duties assigned by the superior.

The Admin and Security Supervisor is responsible for coordinating office functions, supervising security personnel and maintaining strict control over access, safety procedure and incident management within a manufacturing environment.

Administrative Operations:

• Manage daily administrative functions for office and plant operations
• To arrange all related matter for company transport
• To renew company Business License (MBJB)
• To record company cars and buggies
• Liaise with vendors, contractors and service providers
• Support HR with onboarding, access cards and employee records
• To support and work as buddy system with HR for RA Forms, Business Appointment Forms

Security Operations:

• Ensure compliance with workplace safety regulations and company EHS policies
• Supervise security guards and control room operations
• Manage entry/exit of employees, visitors and contractors
• Enforce access control procedures for restricted production areas
• Monitor CCTV systems, alarm systems and perimeter security
• Conduct routine patrols and inspections across plant and warehouse areas
• Oversee vehicle entry/exit and maintain gate logs
• To monitor and check all outgoing vehicles to prevent any company properties smuggled out from the premises
• Maintain incident and accident reports and follow up on corrective actions

• Act as a business partner to provide best practice HRM and Admin support to the GM and Management Team.
• Provide full spectrum of HR and Admin services to managers and responsible for developing and implementing HR Tools, policies and procedures and HR Operations in close cooperation with Corporate and local partners.
• Responsible for full spectrum of HR and Admin functions within Nautec Malaysia: Staffing, performance management, talent management training and development, compensation and benefits, employee relations, policy design and implementation, employee communication, etc.;
• Support and partner the management in all critical personnel matters.  Provide insight, coaching and advice to management team in all aspects of HR issues;
• Support Management Team in implementing the personnel administration and improving administrative efficiency;
• Identification of training and development gaps and deploying processes and programme to close the gap;
• Strategic staffing planning and implementation.  This include projecting workforce needs in-line with business strategy and managing the talent pipeline to ensure all key positions have succession plan in place
• Manage the compensation and benefits (C&B) plan and structure and ensuring a smooth C&B process to satisfy the needs of business and individuals;
• Support managers in employee relations’ issues, policies and procedures, grievance and disciplinary hearings;
• Ensure policies, process and initiatives on employee safety, well-being and welfare are developed and implemented consistently;
• Manage industrial relations issues as needed;
• Ensure that HR & Admin policies and practices are always in-line with the legal and internal control requirements;
• In close cooperation with Regional HR, ensure timely deployment and execution of Group HR decisions, policies and procedures
• Undertake project work as necessary to improve HR services; and
• Undertake other ad hoc duties as reasonably requested.

Team Leadership & Development

• Support the development of junior team members by providing day-to-day guidance, sharing technical knowledge, and encouraging collaboration.

Client & Stakeholder Engagement

• Build productive working relationships with internal and external stakeholders through consistent follow-up and responsiveness.
• Support conflict resolution and issue management by escalating appropriately and offering practical solutions.
• Assist in onboarding new team members and helping them integrate into project workflows.

Project Planning & Execution

• Lead overall project management to ensure quality, cost, statutory compliance, safety, environmental standards, and scheduling requirements are met.
• Manage the implementation of the master programme, including materials and long lead items, ensuring alignment with project milestones and delivery timelines.
• Update and maintain the master programme and ensure short-term programmes—such as weekly work plans, look-ahead schedules, and inspection timelines—are reviewed and communicated effectively to all relevant stakeholders.
• Plan and organize statutory inspections and ensure timely approvals.

Site Coordination

• Monitor progress and quality through regular updates and collaboration with site teams or contractors.
• Ensure safety standards and compliance are implemented across all project activities.
• Support effective project administration, including documentation, reporting, and issue resolution.

Stakeholder Management

• Oversee and manage external consultants and multidisciplinary teams to ensure their deliverables align with the project’s strategic objectives, timelines, and budgetary constraints.
• Act as the key liaison between internal stakeholders and external consultants to maintain clear communication and ensure consistent progress toward project milestones.
• Facilitate and lead regular project progress meetings with consultants and stakeholders, ensuring alignment with project objectives.
• Foster a collaborative team environment and promote knowledge sharing across the project team.

Project Reporting

• Produce comprehensive project reports that capture key updates, risks, decisions, and action items to maintain transparency and informed decision-making.
• Prepare and manage project schedules using appropriate tools such as Microsoft Project, Primavera P6, or Excel, including baseline setting, critical path analysis, and progress tracking.

Procurement Management

• Manage the full procurement process for consultants, including drafting scopes, evaluating bids, and negotiating contracts.
• Ensure all procurement activities comply with internal policies and governance & compliance frameworks.
• Support timely engagement and onboarding of consultants aligned with project needs.
• Work closely with internal teams and consultants to ensure procurement outcomes support project goals.

• Lead all technical reviews; ensure designs are correct, economical, and buildable
• Technical due diligence before tender and award
