Role Overview

We are seeking a driven and technically proficient Electrical Engineer to join our project team. You will be responsible for overseeing the full lifecycle of electrical installations within large-scale construction projects. The ideal candidate has a solid foundation in on-site installations, ensuring that all systems—from high-tension distribution to extra-low voltage—are delivered safely, on time, and according to technical specifications.

Key Responsibilities

• Project Execution: Manage and supervise the installation of comprehensive electrical services, including:
• Power Distribution: Main Switchboards (MSB), sub-boards, and electrical risers.
• Building Systems: Internal and external lighting, emergency power systems, and standby generators.
• Safety & Protection: Lightning protection systems and earthing grids.
• ELV Services: Integration of Extra-Low Voltage systems (CCTV, Intercom, Card Access, etc.).
• Technical Coordination: Review shop drawings, single-line diagrams, and technical submittals to ensure compliance with local regulations and project requirements.
• Site Management: Lead on-site teams and subcontractors, ensuring quality control and adherence to the project schedule.
• Stakeholder Liaison: Coordinate with consultants, architects, and main contractors to resolve technical clashes and site issues.
• Procurement & Budgeting: Monitor material usage, manage equipment orders, and assist in progress claims and variations.
  

Requirements

• Experience: 2–3 years of proven experience in building construction projects specifically focused on electrical services.
• Education: Degree or Diploma in Electrical Engineering or a related field.
• Technical Skills: Strong understanding of building codes and electrical safety standards.
• Proficiency in reading electrical blueprints and schematics.
• Familiarity with AutoCAD or BIM (Building Information Modeling) is a plus.
• Soft Skills: Excellent leadership abilities, strong problem-solving skills, and the capacity to work under pressure in a fast-paced site environment.
• Certification: Relevant local certifications (e.g., LEW or safety coordination) are highly advantageous.

Job Description:

• Manage HSE programs and management systems to meet regulatory HSE requirements of ongoing Green Field Project and eventually chemical manufacturing plant.
• Lead he HSE team and manage all permits, licenses, deviations related to the projects and Manufacturing Site as per Singapore Regulatory Framework.
• Lead and facilitate compliance, HSE and sustainability internal/ external audits/surveys.
• Develop and maintain effective Process Safety Program, including risk assessment, change management, pre-start up reviews, chemical handling, manufacturing permitting.
• Lead incident and accident investigation, follow up on effectiveness of implemented actions.
• Monitors injury, illness, and incident related performance within Manufacturing Site.
• Develop and oversees HSE plans, practices, and procedures for the Manufacturing Site.
• Communicates all findings, concerns, and deficiencies to the responsible managers to effect timely and necessary corrections.
• Promote safety culture among employees by training, conducting safety meetings, giving timely feedback, on safety suggestions and visibly supporting the safety program(s).
• Co-ordinate HSE matters with Management, Owners, Contractors, and local government authorities.
• Lead Occupational Health and Industrial Hygiene Programs.
•  Act as SMO during pandemic.
• Appointed as hazardous substance (HS) licensing holder. Develop procedures, programs to maintain compliance.
• Review new processes and lead risk assessments relevant to the new process.
• Manage emergency plans, training of work force to avoid and/or minimize potential impact from accidents and unplanned events.
• Implement and manage Site security programs and procedures based on Company's corporate requirements.
• Implement& maintain ISO 45001, ISO14001 Management Systems.
• Any other tasks and responsibility as assigned

Requirements:

• At least 8-10 years of experience in Chemical Manufacturing facilities within Singapore with some construction safety exposure.
• Registered WSHO (MOM) and FSM Certified.
• Good knowledge in chemical properties & chemical analysis characteristics, safe working practices & local/global codes & standards.
• Demonstrated knowledge of Singapore’s constructions health and safety, and environmental regulations is essential. Direct experience dealing with regulatory agencies and / or compliance officers is preferred.
• Excellent written and verbal communication skills. Strong organizational and analytical skills.
• Basic understanding of Legal framework for local HSE laws and regulations.
• Experience as a safety auditor

Responsibilities

• Lead and direct Shift Leaders, Process Technicians, Lead Material Handler, and Material Handlers to ensure smooth and efficient plant operations that meet production goals
• Achieve production targets while maintaining product quality standards and controlling operational costs
• Analyze and troubleshoot operational issues to optimize unit performance and enhance process reliability
• Coordinate maintenance activities with the Maintenance Coordinator to maximize plant availability and minimize downtime
• Manage manpower deployment, develop work schedules, and implement training plans to maintain operational readiness
• Support competency development and career progression for operations and material handling teams through coaching and training initiatives
• Promote and enforce a strong HSEQ culture ensuring compliance with Arkema's Integrated Management System and safety standards
• Participate actively in emergency response efforts, conduct incident investigations, and lead continuous improvement initiatives to enhance safety and efficiency

Required competencies and certifications

• Degree in Chemical Engineering, Chemistry, or a related discipline
• Minimum 10 years of relevant experience in chemical, petrochemical, or process manufacturing industries

Preferred competencies and qualifications

• Practical knowledge of chemical manufacturing operations and process engineering to support operational excellence
• Familiarity with hazardous chemical processes and risk management to ensure safe plant operations
• Experience in production management and maintenance coordination to drive operational efficiency
• Strong leadership and people management skills to effectively lead diverse teams
• Good problem-solving and organizational abilities to address operational challenges proactively
• Effective communication and decision-making capabilities to facilitate collaboration and timely resolutions
