Job Requirements

To provide administrative support, feedback, data collection and evaluation of Take-a-Break programme.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Administration & Operations

• Responsible to programme head and division director in all matters pertaining to the administration and streamlining of TAB.

• Handle all Information & Enquiries and conduct assessment to recommend outcome of a referral to TAB as a core responsibility

• Update and manage dashboards

• Suggest practices for the efficient and effective operation and management of services and assist in implementing those policies and practices.

• Responsible for achieving key performance indicators in the client reach, outcomes and impact. This includes completion of progress reports and assisting in data collation, or analysis for planning and reporting purposes in a timely manner.

• Collaborate with and respond to funder on any queries on TAB programme cases.

• Provide administrative support and coverage to other TAB colleagues.

Service Management

• Triage, manage and deploy respite service providers, as relevant to the needs of the clients and caregivers / families.

• Manage working relationship with key stakeholders etc such as mediating between social workers (applying on behalf of clients / caregivers) and service providers

• Find out the needs of the clients/caregivers in the area and collate the data

• Collaborate with funder and appointed service providers to identify service pain points and work towards solutioning.

Networking & Professional Matters

• Network, participate and contribute professionally through work with relevant professionals and stakeholders that involves TAB programme.

• Represent TAB to undertake outreach efforts to referral agencies, community organisations and any other relevant agencies

• Supervise TAB colleagues that may include social worker, programme assistant and social work associate and work with caregivers/clients to offer services to the clients.

JOB HOLDER REQUIREMENT

• A diploma or degree in any discipline related to social sciences or related disciplines

Summary:

The Manager, EIPIC will lead a transdisciplinary team in managing the SPD EIPIC Centre. You will coordinate the implementation of the ECHO framework and streamline processes across the Early Intervention Continuum, working closely with professional heads such as the Head of Teaching and Head of Allied Health. You will develop strategic plans to enhance caregiver engagement and oversee initiatives and collaborations with mainstream preschools and community organisations in the vicinity of the centre.

JOB SCOPE/KEY RESPONSIBILITIES

Operations and Administration

• Develop short- and long-term strategic plans to ensure continual growth of the programmes at the centre.
• Establish, implement, and regularly review operating, administrative, and control policies and procedures.
• Ensure operations and systems meet service standards and adhere to good corporate governance. Ensure the services achieve to meet the Key Performance Indicators set by the funders/Director.
• Manage and guide the EIPIC team to maintain ahigh standard of services for clients with developmental needs and their caregivers.
• Serves as theprimary administrative contact and liaison with stakeholders and externalorganisations. Coordinate the timely submission ofstatistics to funding bodies and organisations.
• Engage external institutions and communitypartners to support clients and caregivers in need.

Centre Management

• Guide senior staff across programmes to perform effectively and efficiently.
• Plan for the acquisition and replacement of fixed assets and other resources.
• Ensure compliance with regulations including taxes, licensing, safety and control.
• Develop strategic plans to generate income and monitor the expenditure of programmes.
• Develop strategic plans to enhance the community outreach.
• Manage audit conducted by MSF, ECDA and NCSS, if any. 

Staff Management

• Assists the Director in the development of career progression and defining of key responsibilities for EIPIC staff.
• Orientate new staff to organisation’s structure, policies and procedures and HR matters.
• Assign responsibilities and delegate authorities.
• Set standards, evaluate staff performance and identify learning /training needs.
• Interview candidates for new recruitment or replacement positions.

Client Management

• Establish and maintain positive relationships with clients and caregivers.
• Effective management of feedback and queries from clients, caregivers, the public and authorities.
• Develop strategic plans to enhance caregiver engagement.

Collaboration with external organisations

• Explore opportunities to sustain collaboration with preschools i.e. programmes that promote interaction among children with different needs and raise awareness of inclusion.
• Lead and participate in networking with community organisations to identify opportunities for collaborations.
• Participate in events organised or supported by SPD and support the organisation in developing strong network with other SSAs, funding bodies (e.g. MSF, ECDA, NCSS, Tote Board) and business corporations to secure programme funding and sustain financial viability of the programmes and services.

Professional/ Staff Development

• Lead, attend and contribute regularly in staff meetings and other relevant meetings.
• Attends relevant training and courses.
• Participate in internal / external workgroups to contribute inputs on development of new service provisions and service improvement.

In this part-time role, you will support SPD, one of Singapore's most established social services organizations, in its mission to serve families of persons with disabilities.

Working with the Community Inclusion & Engagement and Volunteer Management teams, you will be responsible for door-to-door outreach and outreach booth support, to introduce and connect both persons with disabilities and their families, community partners and potential volunteers to ESH@Punggol’s activities and services.

Job Scope

Door-to-Door Outreach:

• Conduct door-to-door outreach within designated north-east region of Singapore (Seng Kang, Punggol, Serangoon, Hougang) to inform families of persons with disabilities and residents about ESH and SPD’s services and opportunities.
• Provide detailed information about ESH’s activities and services for persons with disabilities and their caregivers, as well as opportunities for volunteer engagement.
• Establish a rapport with community members, listening to their needs and concerns, and connect them to appropriate SPD services.
• Identify and engage potential volunteers by explaining the benefits and impact of volunteering with SPD. Encourage sign-ups and participation in SPD’s volunteer programs.
• Collect relevant data during interactions, including contact details, feedback, and interest levels, ensuring this information is accurately recorded and shared with the team for follow-up.

Outreach Booth Support:

• Set up and manage outreach booths in community spaces, such as malls or public areas, to engage with individuals and promote ESH’s services.
• Actively engage with individuals visiting the booth, providing information, answering questions, and encouraging participation in SPD’s programs.
• Raise awareness about the importance of inclusion for persons with disabilities and the impact of volunteer efforts in supporting these initiatives.
• Collect visitor details, track their interests, and document feedback. Ensure that all potential leads are followed up with appropriately.

Collaboration and Reporting:

• Work closely with the Community Inclusion & Engagement and Volunteer Management teams to ensure outreach efforts are aligned with SPD’s goals.
• Regularly update the teams on outreach progress, including successes, challenges, and valuable insights from interactions with the community.
• Work closely with other team members involved in outreach and volunteer engagement, ensuring a consistent and coordinated approach to community outreach efforts.

Case Work Management

• Conduct needs and intake assessments of client/family and provided social report with recommendations, to allow them to live independently and be participative in the community.
• Conduct case work management for cases of different risk levels.
• Coordinating service referrals and access to community resource.

REQUIREMENTS

Key Responsibilities

Driving and Client Care

• Ferry client to and from their home and centre for rehabilitation and/or day care programmes.

• Assist client in their ambulation and movement in the centre and during transferring up and down from transport.

• Conduct basic health monitoring support, e.g. temperature check, vitals, etc.

• Assist and guide clients in the performance of their prescribed exercise routines and programmes, both individual and in groups.

• Provide assistance to clients’ basic needs as needed, such as toileting, meals preparation, feeding, etc.

• Uphold infection control and safety protocols at all times.

• Support transportation arrangements for other programme needs, where necessary.

Administration

• Responsible to and liaise with Supervisor in all matters pertaining to administration.

• Support documentation duties, where required, such as attendance taking, incident reporting, etc.

Care and Maintenance of Vehicle and Centre

• Maintain cleanliness, basic maintenance, and regular servicing of the vehicle. Ensure workplace cleanliness at all times.

• Report any malfunctioning or wear and tear to Supervisor.

• Ensure safety in driving and in the care of clients at all times.

• Adhere to traffic and workplace safety regulations at all times.

JOB HOLDER REQUIREMENT

• Processes Class 3 Driving License.
• Minimum GCE “O” or “N” Levels. Experience on patient care will be highly advantageous .

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Administration

• Responsible to Manager, CIE/VM, ESH, Lead and Director, Adult& Elderly Services in all matters pertaining to the administration and development of partnerships with external stakeholders for community building purposes.

• Support policies and practices for the efficient and effective operation and management of services and assist Manager, CIE/VM, ESH Lead and Director in implementing those policies and practices.

Service Development and Sustainability

• Support strategies and processes, as well as initiating, maintaining, and enhancing partnership relationships with community within the planning areas which include Citizen Consultative Committee (CCC), Resident Networks (RNs), SSOs, SGOs and others.

• Engage in all internal and external communication, ensuring the ESH’s brand is consistent, and all messaging is aligned to the ESH’s strategy, including social media presence.

• Nurture and maintain new and existing community partnerships, plan and implement the strategy for programmes and events to raise awareness and promote ESH.

• Support, provide and engage market research programmes with clients, beneficiaries, donors, communities, government departments as appropriate to promote services of ESH.

• Support, engage and initiate together with Asst. Manager and Manager for exploring potential new projects.

Community Engagement

• Plan, advertise, prepare logistics and operations of community programmes which include the Eat, Play, Live event, Community Booth at Heartbeat@Bedok etc.

• Assist in organising and planning of annual events and other events gearing towards engaging the community. The annual events include Stakeholder/Volunteer Appreciation Day, Volunteer Engagement Sessions and other events organised by the team.

• Prepare administrative programme and guest lists for annual events and other events.

• Evaluate existing processes and recommend improvement.

Volunteer Management

• Assist the Volunteer Manager in supporting the management of the volunteer lifecycle, including recruitment, induction, deployment, engagement, recognition, and retention.

• Coordinate and run volunteer engagement and appreciation activities, including logistics and on-the-ground execution.

• Maintain accurate volunteer records and databases, prepare reports for management and funding partners, gather feedback, and handle related administrative documentation.

• Liaise with corporate partners, schools, and community stakeholders to support volunteer deployments and activities.

Finance Functions

• Prepare and maintain accurate monthly and annual financial accounts for management reporting and audit purposes.
• Handle Accounts Receivable (AR) and Accounts Payable (AP) functions for the programme, including invoicing, payments, and reconciliations.
• Ensure timely processing of purchase orders, invoices, claims, and financial transactions.

Networking

• Responsible for outreach to referral agencies such as community organisations and hospitals for client referrals to the RC HQ and TTE.
• Participate in events organised or supported by SPD and assist the organisation in developing strong networks with other Social Service Agencies (SSAs), community organizations, funding bodies like MOH, MSF, NCSS, SG Enable, AIC and business corporations to solicit programme funding to sustain the financial viability of the programmes and services offered.

Operations/ Professional Matters

• Supervise a multidisciplinary professional team including therapists, social workers, employment support specialists, clinical support staff and administrative staff, and work with various government as well as community-based organisations to offer services to adults and seniors with disabilities.
• Assist the Assistant Director by leading the professional team in developing the service models, setting service guidelines/standards and monitoring service delivery of programmes.
• Preparation for programme audits pertaining to subvention, MOH centre-based guidelines, service quality, SGE (Hospital to Work, JPJS) on annual, bi-annual basis.
• Responsible for achieving key performance indicators, providing progress reports and assisting in data analysis for planning and reporting purposes.
• Keep abreast of latest development in service delivery of related areas to ensure that service delivery for our clients are kept updated.
• Assist in submission of indicators to all relevant funding agencies such as MOH, MSF, NCSS and SG Enable etc. Coordinate the claims for submission to funding agencies.
• Assist Assistant Director in preparing annual budget for the centres.
