Microsoft has an exciting opportunity for an experienced network engineer to join our Sovereign Cloud Program, working to build out and support networking infrastructure in Microsoft’s National Partner Clouds (NPCs).

NPCs are specialized cloud environments that are designed to comply with the data laws of specific countries and regions.  You would be part of the team responsible for

• enabling secure cross-domain data transfer between the Azure public cloud and the NPCs
• enabling secure operational access to the NPCs for the local operations team
• NPC operations infrastructure – including WAN and LAN connectivity

These capabilities enable secure data transfer between platforms, and have critical and demanding security, sovereignty, monitoring and control requirements. Responsibilities

• You’ll be a critical member of the team responsible for implementing and supporting networking capabilities within high-assurance, secure and highly-available environments.  
• You’ll be responsible for implementing and refining DevOps practices in order to improve operational efficiency while ensuring other requirements, such as security, are not compromised.
• You’ll actively participate in 24/7/365 support, which means participating in rotating on-call duties. Your responsiveness and problem-solving skills will be crucial.
• Collaboration across the global organization is essential. You’ll be a contact point between teams, driving cross-team information sharing and process reuse in order to enhance efficiency and consistency.
• Working closely with security teams, you’ll ensure adherence to security standards. This involves integrating security practices into all aspects of your work. By maintaining a strong security posture, you’ll protect critical assets.
• You should expect to need to travel to the in-country Sovereign Operations Centres on a regular basis. This physical presence is vital for effective coordination, monitoring, and collaboration within the centre.  Exact frequency to be agreed, but needs to be frequent enough to build strong relationships with the partner teams there.

Qualifications

Required:

• Bachelor’s Degree or equivalent and at least 3 years of hands-on experience in designing and providing operational support to complex networking environments.
• Knowledge and experience deploying/configuring and maintaining Network environments (both in physical platforms and Azure) including: L2/L3 Routing (BGP) & Switching, Firewalls (NAT & ACLs), IPSEC VPN.
• Azure Fundamentals (AZ-900) or any other equivalent Cloud Certification
• Proficiency in English (spoken and written) is essential for internal collaboration and reporting.

Preferred:

• Experience in system and service administration of complex platforms.
• Systems shell scripting experience (Bash, PowerShell, Python) and Dev Ops suites such as Ansible or equivalent.
• Experience working in broad domains including security, software, networking and service design.
• Experience of service support, with on-call responsibilities. 
• Experience with distributed systems and critical production service environments.   
• DevOps experience, including continuous configuration automation.
• Azure deployment knowledge including Bicep and Arm templates.

Security Clearance Requirements:
This role requires access to sensitive company and customer information. Security clearance ensures regulatory compliance, mitigates security risks, and validates the candidate’s trustworthiness for high-security environments.

Candidates must be able to meet Microsoft, customer, and/or government security screening requirements for this role. These requirements include, but are not limited to, the following specialized security screenings:

• Microsoft Cloud Background Check: Required upon hire/transfer and every two years thereafter.

Overview
Microsoft Cloud Operations + Innovation (MCO+I) is the team behind the cloud. CO+I is responsible for delivering over 200 Microsoft web portals, Live and Online Services around the world including infrastructure, security and compliance, operations, globalization, and manageability. Ourfocus is on smart growth, high efficiency, and delivering trusted experience to customers and partners worldwide. We are looking for a passionate, high-energy individual to help build the network that powers the world’s largest online services.

The Datacenter leasing Senior Technical Program Manager will be part of a team responsible for the delivery of leased datacenters globally. The senior TPM will project manage technical and delivery alignment between Microsoft requirements and Lessor’s proposal, handle escalations, and close technical and delivery gaps as the primary point of contact between internal and external parties.

Working closely with Data Center Engineering (DCE), the role will evaluate lessor’s design proposal against technical requirements and mitigate non-compliance through technical and commercial solutions. The role also assesses technical and delivery risks and resolves issues swiftly to reduce business impact. The senior TPM will act as a Subject Matter Expert(SME) and will provide global program support.

The position will collaborate with both internal and external stakeholders throughout construction, RFS, and operations handover, addressing technical challenges that may impact the timely delivery of the datacenter to customers.

This position will project manage the lease technical due diligence, offering SME support, technical guidance, and decision-making. It also involves evaluating feasibility, costs, scheduling, risks, and site limitations. The senior TPM will support program efficiency through process improvements affecting related (Objective and Key Result) OKRs.

The senior TPM needs excellent interpersonal, communication, and organizational skills, the ability to work independently, extensive knowledge in data center design, engineering, controls, and operations, and significant experience in project/construction management and the data center lease market.

Responsibilities

• Act as a Subject Matter Expert (SME) and provide global program support.
• Drive technical solutions for leased datacenters in partnership with Microsoft’s and Lessor’s core engineering teams.
• Evaluate lessor’s design proposal against technical requirements and mitigate non-compliance through technical and commercial solutions.
• Assesses lessor’s compliance through review of technical documents, site assessments, and stakeholder engagement.
• Partner with internal and external stakeholders during construction, RFS, and operations handover to unblock any technical issues risking the on-time delivery of Datacenter to customers.
• Drive cost impact analysis on non-compliance and specification changes. Escalate and provide visibility and feedback to leadership on cost drivers.
• Partner with Microsoft Engineering, Integration, Security, Operations, and Energy teams on resolution management.
• Drive partner accountability on contractual milestones and commercial commitments
• Own overall schedule tracking, risk identification, blockers, and mitigation for the assigned projects; creating clear visibility for leadership

Qualifications

• Bachelor’s degree in Civil, Electrical, Mechanical, Telecom Engineering, or related technical field AND 4+ years’ experience in engineering, operations, commissioning or technical program management
• 3+ years’ experience managing cross functional and/or cross-team projects.
• 3+ years of experience in data center design, infrastructure, and critical environments.
• Broad infrastructure knowledge across mechanical, electrical, and controls systems with a focus on Datacenter integration and performance.
• Familiarity with key industry standards and best practices, including ASHRAE, Uptime Institute, ANSI, and NFPA.
• Familiarity with high-density power and cooling solutions, sustainability initiatives, and emerging technologies for AI workloads.

While not required, we also look for the following Preferred Qualifications:

• 5+ years of experience in engineering and technical program management.
• 5+ years’ experience managing cross functional and/or cross-team projects.
• 5+ years of experience with mission critical environments, such as Data Centers
• Experience implementing advanced cooling technologies such as liquid-to-chip
