As Senior Manager / Assistant Director - Partnerships and Product, you are responsible for shaping BDH's product and services offerings. Your ability to deeply understand user needs, both stated an unstated, and translate those into technical requirements are critical to your success. You also possess excellent judgement when it comes to prioritizing the product and services development pipeline. 

You are a systems thinker and excellent communicator who can strike a balance between speed and compliance. Your work will bring together users, developers, and operations teams.

Responsibilities:

• Maintain an up-to-date pipeline of data cohorts that could be supported by BDH by surveying local and overseas scientific and innovation activities
• Maintain and drive BDH product and development roadmap
• Map user journeys and workflows for entire data lifecycle and define standard processes for data on-boarding, management, analysis and off-boarding
• Create specifications for development and services teams to implement
• Create and maintain controlled forms and document templates
• Create and maintain standard toolset for BDH analytical environment

Requirements:

• Degree in Science, Biomedical Engineering, Business Administration or related field
• Strong people skills
• Detailed and process oriented
• Excellent written and spoken communication skills
• Basic financial and accounting literacy, including the ability to conduct benefit/cost analysis
• MS Office proficiency (esp. MS Excel and PowerPoint)
• Previous product management and/or services management experience a plus
• Working knowledge of data science / analytics software (e.g. R, Python) and related libraries 
• Previous experience in bioinformatics and/or data science strongly desired

About the Role

As an Assistant Director in the Registries of Patents, Designs and Plant Varieties, you'll be instrumental in shaping one of the world's top-ranked IP regimes.

Key Responsibilities

• Conduct evidence-based policy formulation through research, analysis and stakeholder consultation
• Develop recommendations to strengthen Singapore’s IP ecosystem and IP services industry
• Lead policy rollout through legislative amendments, operational implementation, programmes and stakeholder engagement
• Monitor policy effectiveness and outcomes
• Monitor international IP developments to assess impact on Singapore
• Advance Singapore’s interests at ASEAN and World IP Organization meetings (may require travelling 1-3 times a year, each trip usually not longer than 5 days)

About the Role

The Assistant Director (Infrastructure & Cloud Operations) will join a lean two-person Infrastructure team as a senior individual contributor operating within a vendor managed environment. The role balances governance and vendor coordination with direct technical execution when required, supporting day-to-day infrastructure operations while ensuring stability, resilience, and operational discipline across hybrid environments.

As the organisation transitions towards a cloud-first architecture, the role brings strong hands-on infrastructure and cloud expertise to support both ongoing operations and modernisation initiatives. Within the small team, responsibilities for operations, escalation and coverage are shared and closely coordinated, with clear individual ownership across assigned domains to ensure continuity, effective decision making and sustainable workload distribution.

Key Responsibilities

1. Infrastructure Operations & Service Management

• Support day‑to‑day infrastructure operations across hybrid environments (on‑premises and cloud), covering network, compute, storage, backup, and end‑user platforms.
• In a lean team, perform configuration changes, first‑cut troubleshooting, deployment activities, patching oversight, backup and restore validation, environment health checks, and technical validation of vendor deliverables.
• Establish and maintain operational KPIs, dashboards, and management reporting; drive service improvement through standardisation, automation, and process optimisation.
• Act as the technical escalation point for incident, problem, and change management, with a focus on reducing recurring issues and operational risk.

2. Cloud Migration & Operations

• Serve as the cloud subject matter expert within the infrastructure team; operationalise cloud foundations, including landing zone configurations, network and identity integration (e.g. Entra ID), monitoring, backup and disaster recovery arrangements, as well as cost governance controls.
• Contribute to migration activities (e.g. discovery, cutover and hypercare support) and ensure operational stability following transition to cloud environments.
• Operate and support AWS/Azure services (e.g., IAM/Entra ID integration, VPC/VNet, compute, storage, load balancing, security groups/NSG, logging/metrics), coordinating closely with vendors/MSPs.
• Identify optimisation opportunities (right sizing, scheduling, storage tiering) and implement or direct remediation to improve resilience, performance and cost efficiency.

3. User Computing (EUC), Endpoint & License Management

• Oversee the day-to-day management of end-user computing services delivered primarily through endpoint support vendors, including provisioning, lifecycle refresh, patching, encryption and compliance monitoring, to ensure service reliability and policy adherence.
• Maintain accurate asset and software license inventory, ensuring compliance with organisational requirements and prudent cost management.
• Coordinate with endpoint support vendors to monitor service performance and implement agreed improvements to enhance user experience and operational consistency.

4. Governance, Risk & Compliance (in partnership with Cybersecurity)

• Ensure Infrastructure operations comply with internal ICT policies, cybersecurity directives, and audit requirements (e.g., access reviews, change controls, configuration baselines, asset/license records).
• Maintain accurate documentation for architecture, configurations, SOPs and standards, support audit exercises and remediation tracking for infrastructure findings.
• Partner with the Assistant Director (Cybersecurity) on security requirements (e.g., hardening baselines, vulnerability remediation, identity governance) while maintaining Infrastructure ownership of operational execution.

5. Strategic Support & Architecture Enablement

• Assist in Infrastructure design discussions and vendor proposals to ensure solutions are scalable, secure and maintainable.
• Support medium‑term planning for modernisation, refresh and resilience uplift, aligned to organisational needs and cloud‑first direction.
• Assist in translating enterprise requirements into practical infrastructure designs and operational procedures in collaboration with vendors.

6. Procurement, Budgeting &Vendor Management

• Assist and contribute technical inputs to procurement (specifications, evaluation rubrics, clarifications), contract administration and payment processing in accordance with policy.
• Monitor vendor/MSP performance against SLAs/OLAs; review and technically validate deliverables and escalate deviations where necessary.
• Maintain discipline over contract documentation, renewal tracking, and license/asset inventories.

7. Team Coordination & Collaboration

• Operate as an individual contributor in the infrastructure function; jointly manage operations, escalations and planning with Assistant Director Lead within Network & Infrastructure.
• Foster close working relationships with Application, Cybersecurity (separate Assistant Director Leads), and business teams to ensure alignment in delivery.
• Provide knowledge transfer, documentation and cross coverage to ensure continuity.

• Bachelor’s degree in information technology, Computer Science, or related discipline; relevant certifications (e.g., AWS/Azure, ITIL) are advantageous.
• Minimum 6 to 10 years of relevant experience across infrastructure operations with hands-on experience in hybrid and/or cloud environments.
• Hands‑on cloud experience (AWS and/or Azure): identity & access, networking, compute/storage, monitoring/observability, backup/DR patterns, and cost optimisation.
• Experience participating in or driving cloud migration initiatives in vendor‑managed environments.
• Solid knowledge of core infrastructure domains: enterprise networking, Windows/Linux servers, virtualisation, storage/backup, endpoint management, andM365/Entra ID integration.
• Understanding of IT governance frameworks and operational processes (e.g., change/incident/problem), and familiarity with audit expectations in regulated environments.
• Ability to bring in new ideas, solutions and products for continuous improvement and integration to company’s growing portfolio and IT operation needs.
• Strong stakeholder engagement and communication skills, with the ability to operate independently, prioritise effectively, and make sound decisions in a lean team.

Nice-to-Have (Preferred)

• Experience with infrastructure‑as‑code (e.g., Terraform, CloudFormation/Bicep) and CI/CD for infrastructure.
• Exposure to container platforms (EKS/AKS) and image/patch pipelines.
• Experience with FinOps practices and cloud cost governance tools.
• Experience with cloud solutions and technologies that are widely available other than AWS.
