About the Role 

We are seeking a meticulous and technically competent Site Engineer to support our project delivery team in a role centred on Deviation and Anomaly Report (DAR) submissions, site inspections, and close liaison with LTA Qualified Persons Supervising (QPS) and site teams. The ideal candidate brings solid site engineering experience, a thorough understanding of LTA's regulatory and submission frameworks, and a proactive approach to quality and compliance management on active civil infrastructure projects. 

Key Responsibilities 

• Prepare, coordinate, and submit Deviation and Anomaly Reports (DARs) to LTA in a timely, accurate, and well-documented manner in accordance with LTA's submission protocols and requirements.

• Monitor and track all open DARs throughout their lifecycle — from initial identification and submission through to LTA review, response, and formal close-out.

• Compile and organise all supporting documentation for DAR submissions including photographs, drawings, calculations, method statements, and inspection records.

• Liaise with the design team, QPS, and LTA representatives to obtain necessary technical inputs, clarifications, and endorsements required for DAR submissions.

• Conduct regular and systematic site inspections to monitor construction activities, verifying conformance with approved drawings, specifications, method statements, and LTA requirements.

• Prepare and maintain detailed site inspection records, non-conformance reports (NCRs), and corrective action logs in accordance with the project quality management system.

• Administer and manage Inspection and Test Plans (ITPs), coordinating hold points and witness points with LTA's QPS and Employer's Representative (ER) for timely review and sign-off.

• Ensure all inspection and site activities are conducted in full compliance with Workplace Safety and Health (WSH) regulations and the project's Safety Management Plan. 

Requirements 

• Bachelor's degree in Civil Engineering, Structural Engineering, Construction Engineering, or a related engineering discipline.

• Professional registration with PEB Singapore or working towards PE registration is an advantage.

• Demonstrated site engineering experience on construction or civil infrastructure projects, with a focus on quality management, regulatory submissions, and authority liaison.

• Hands-on experience preparing and managing DAR submissions, NCRs, and ITP administration on LTA or equivalent infrastructure projects is strongly preferred and will be a significant advantage.

• Prior experience in direct liaison with LTA QPS, ER teams, or equivalent statutory authority representatives on active construction projects.

• Experience on LTA projects (e.g., MRT, LRT, road, tunnel, underground infrastructure, or bus interchange) is strongly preferred.

• Strong working knowledge of LTA's DAR submission processes, quality management systems, and regulatory compliance frameworks.

• Proficiency in reading and interpreting civil, structural, and architectural construction drawings and specifications.

About the role

We are seeking an experienced HVAC Design Engineer to join our team and contribute to industrial projects across sectors such as Pharmaceutical, Semiconductor, Data Center, Food, Daily Chemical, and New Energy facilities, both locally and internationally. 

Responsibilities

Lead and support industrial projects both domestically and internationally.

• Bachelor’s Degree in Manufacturing Engineering, Mechanical Engineering, or related field.

• Minimum 5 years of experience in manufacturing engineering, preferably in precision machining.

• Strong knowledge of manufacturing processes, materials, and equipment.

• Proficient in CAD/CAM tools such as SolidWorks, Mastercam, or similar.

• Ability to read technical drawings and BOM.

• Experience leading process improvement and Lean Manufacturing initiatives.

Key Responsibilities

Lean Competences & Training

• Develop personal expertise in Lean tools and methodologies applied in manufacturing operations.

• Train and coach production teams on Lean standards, tools, and best practices to ensure proper implementation.

• Participate in regional/global Kaizen events and share best practices across teams.

• Contribute to Lean working groups to improve standards and tools.

Lean Strategy & System Deployment

• Ensure Lean principles are embedded in new projects at the appropriate stage.

• Support the Production/Plant Manager in maintaining a continuous improvement culture across operations.

• Conduct Value Stream Mapping (VSM) and propose annual Kaizen/workshop plans to drive productivity improvements.

• Define and support Lean strategy, including Lean targets and budgeting.

• Manage Lean system deployment, including self-assessments and improvement action plans.

• Implement Lean standards and best practices across production teams.

Gemba & Kaizen Activities

• Coach team members on Lean tools through on-the-job training.

• Lead and support Kaizen workshops, ensuring implementation of improvement actions.

• Conduct regular audits (5S, Kanban, Leader Standard Work) and ensure compliance with Lean standards.

• Organize and facilitate weekly Lean meetings and track Kaizen progress on the shop floor.

• Identify non-conformances and support corrective actions in daily operations.

• Promote Lean thinking and continuous improvement culture on the Gemba.

Lean Performance & Reporting

• Ensure accurate Lean reporting and KPI tracking (Tier metrics, productivity scorecards).

• Prepare quarterly Lean reports covering Kaizen progress, savings, and upcoming initiatives.

• Share and deploy best practices across internal and external sites.

Requirements

• Minimum 3 years of hands-on experience applying and coaching Lean principles in a manufacturing environment.

• Proven experience facilitating Kaizen events and delivering measurable improvements.

• Strong communication, presentation, and facilitation skills.

• Ability to influence, drive change, and build strong relationships across organization levels.

• Strong analytical and problem-solving abilities.

• Experience in coaching, training, and developing teams.

• Knowledge of Lean tools such as 5S, Visual Management, Standard Work, Muda Hunting, SMED, TPM.

• Proficiency in Excel and PowerPoint.

• Experience in automation or manufacturing system implementation is an advantage.

• Bachelor’s Degree in Mechanical Engineering, Industrial Engineering, or related field.

• Experience in automotive/Lean manufacturing environments (e.g., Toyota Production System) is preferred.
