We are looking for an experienced and accomplished Technical Director to join the Singapore Disability Sports Council (SDSC) — at a pivotal moment for Singapore para sport. With ambitious Los Angeles 2028 and Brisbane 2032 Paralympic Games targets on the horizon, this role offers a rare opportunity to shape the Para Swimming elite programme from the ground up and deliver results on both a home stage and the world stage.

The Technical Director serves as the senior technical authority and Lead Coach Developer for Para Swimming. You will lead the design and oversight of a world-class high performance programme, drive the integration of evidence-based coaching and sport science, and build Singapore’s Para Swimming coaching capability from development level through to elite. You will also contribute to athlete pathway and talent pipeline activities, working closely with the High Performance Manager across the full performance continuum.

A key outcome of this role is to grow the number of high-performance para swimmers capable of succeeding for Singapore — both by developing the existing squad to its highest potential and by building a well-structured pipeline of athletes from community participation through to national squad.

• Develop a transparent coaching pathway that supports talent identification, coach retention, and long-term programme sustainability.

Competition and Major Games

• Provide technical leadership and coaching presence at major international competitions and training camps, including ASEAN Para Games, Asian Para Games, Paralympic Games, and relevant World Championships and World Para Swimming World Series events.
• Contribute to competition strategy, event selection, and team delegation composition for major championships.
• Advise on sport-specific equipment preparation and requirements for competition.

Stakeholder Engagement

• Build and maintain strong collaborative relationships with World Para Swimming and other relevant bodies, staying current on technical developments, rule changes, classification updates, and best practice.
• Represent SDSC at technical forums, international federation meetings, and coaching conferences.

Requirements:

• At least 1 year or more experience in the electronics field preferably in components sale
• Familiar with Semiconductor design and application 
• Class 3 driving license
• IEEE graduates an advantage but diploma holders must have electronics background
• Must have good knowledge of local electronics business and be prepared to work hard meet the company’s goals and objectives
• Understand what is a Memory, Logic, MosFets etc.. (Will provide training if needed)

As a DCNet Delivery Technical Program Manager (TPgM), you will be responsible for overseeing major deployment programs while working with partner groups to create and achieve strategic business goals. Your objective will be to organize the overall team, establish clear roles and responsibilities, and manage a master schedule that meets Google’s needs.

In this role, you will bring together all the elements necessary to put a project plan together, manage objectives, and influence without authority, all while maintaining schedule velocity.

• Manage network infrastructure capacity delivery programs. Solve technical issues revolving around network port capacity, physical cabling installation, network equipment capacity, project scheduling, and logistics.
• Bring technical experts together to communicate and help develop solutions.
• Manage and nurture relationships between cross-functional teams, including external parties/vendors.
• Identify process and communications breakdowns, while developing and driving solutions to remedy the issues. Manage process development and optimization initiatives.
• Create and maintain master schedules, Bill Of Materials (BoMs) and related factors.

Minimum qualifications

• Bachelor's degree in a technical field, or equivalent practical experience. 
• 5 years of experience in program management.

Preferred qualifications

• 3 years of project management and process improvement experience in the telecom or data center infrastructure space.
• Experience working in complex organizational settings (e.g., shared accountability, geographic dispersion, ambiguity, PMO, etc.).
• Familiarity with data center, networking, or telecom operations.
• Strong foundational knowledge in data networking architectures and physical network components.

Job Responsibilities:

• Lead the technical delivery of IT infrastructure and system implementation projects, ensuring deliverables are completed within scope, schedule, budget, and quality requirements

• Act as the primary technical lead for system deployment, integration, testing, commissioning, and operational handover activities

• Work closely with Project Managers, customers, vendors, and internal stakeholders to define technical requirements, implementation plans, and project milestones

• Design, configure, implement, and troubleshoot enterprise IT infrastructure, including Windows and Linux servers, virtualization platforms, databases, and network devices

• Perform system installation, configuration, debugging, root cause analysis, and issue resolution during project execution and site deployments

• Manage and administer SQL databases using SQL Server Management Studio, including database setup, backup, restoration, performance tuning, and query optimization

• Design, configure, and support network infrastructure, including switches, VLANs, IP addressing, routing, and connectivity troubleshooting

• Lead technical reviews, system integration activities, Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and user acceptance activities

• Support cybersecurity implementation by conducting vulnerability assessments, hardening activities, security compliance checks, and mitigation planning

• Provide technical expertise for access control and security systems, including CCTV, card access systems, key management systems, gantries, and integrated security platforms

• Develop and maintain technical documentation, system architecture diagrams, implementation procedures, test reports, and operational manuals

• Manage subcontractors and vendors to ensure technical deliverables, installation quality, and project timelines are achieved

• Mentor and provide technical guidance to engineers and site teams throughout project implementation

• Conduct customer presentations, technical workshops, user training, and knowledge transfer sessions to ensure operational readiness

• Drive continuous improvement initiatives, technical best practices, and system reliability enhancements across projects

Job Requirements:

• Degree or Diploma in Computer Science, Computer Engineering, Information Technology, Information Systems, IT Security, or a related discipline

• Minimum 7 years of hands-on experience in IT infrastructure, systems integration, system deployment, or project implementation environments

• Proven experience leading technical delivery of enterprise IT projects involving infrastructure, networking, databases, and system integration

• Strong knowledge of Microsoft Windows Server, Linux operating systems, Active Directory, virtualization technologies, and enterprise IT infrastructure

• Strong experience in SQL database administration, SQL Server Management Studio, database design, and query troubleshooting

• Good understanding of networking concepts, including TCP/IP, VLANs, routing, switching, firewalls, and network troubleshooting

• Experience with cybersecurity concepts, vulnerability assessments, security hardening, and compliance requirements

• Familiarity with access control and security systems such as CCTV, card readers, biometric systems, key management systems, and integrated security platforms is highly advantageous

• Basic understanding of software development lifecycle (SDLC), system integration methodologies, APIs, and application deployment

• Strong problem-solving, troubleshooting, stakeholder management, and project coordination skills

• Able to lead technical teams, manage multiple project activities, and work independently in a fast-paced environment

• Professional certifications such as Microsoft, VMware, Cisco, ITIL, PMP, PRINCE2, or cybersecurity certifications will be an added advantage
