Job Summary

We are seeking a detail-oriented and proactive professional to support both pre-contract (tendering) and cost estimation activities. This role involves conducting site surveys, preparing quantity take-offs, supporting technical and commercial proposal preparation, and coordinating with internal teams to ensure accurate tender submissions and cost estimates.

The successful candidate will work closely with the Commercial Manager and project team to ensure competitive pricing, well-prepared tender documentation, and smooth coordination during the tendering and project planning stages.

Key Responsibilities

Tender & Proposal Preparation

• Conduct site surveys and field measurements
• Prepare quantity take-offs and develop Bills of Quantities (BOQ)
• Assist in preparing technical and commercial tender documents
• Review tender specifications, drawings, and contract requirements
• Prepare basic layouts and drawing mark-ups for tender submissions

Cost Estimation & Planning

• Prepare cost estimates for materials, manpower, and equipment
• Support pricing calculations and costing analysis for tender submissions
• Develop resource histograms for manpower and equipment planning
• Assist in preparing preliminary project schedules
• Support preparation of method statements and technical proposal documentation

Coordination & Documentation

• Coordinate with internal departments such as engineering, procurement, and project teams
• Liaise with suppliers and subcontractors for quotations when required
• Maintain proper documentation and records for tenders and project proposals
• Perform other related duties as assigned

Preferred Experience

• Experience in pharmaceutical, process plant, or industrial projects
• Exposure to EPC / EPCM project environments
• Understanding of construction sequencing and site installation practices
• Familiarity with piping systems, mechanical works, or process engineering

Required Skills

The Cost Manager – Procurement will be responsible for managing end‑to‑end procurement activities for office fit‑out projects, ensuring cost efficiency, technical compliance, and adherence to project timelines. The role requires strong commercial acumen, excellent stakeholder management, and hands-on experience in procurement strategies for civil, interior, and MEP packages.

Key Responsibilities

Procurement Management

• Lead the procurement process for office fit‑out projects across civil, interior, furniture, and MEP disciplines.
• Prepare and float RFPs (Request for Proposals) to shortlisted vendors.
• Manage vendor queries, bid receipts, and documentation.

Bid Evaluation & Negotiation

• Conduct techno‑commercial bid evaluations and prepare detailed comparison statements.
• Facilitate techno‑commercial meetings with vendors and consultants.
• Participate in value engineering exercises and provide recommendations aligned with project budgets.

Cost & Budget Management

• Maintain strong knowledge of market rates, benchmarks, and budgeting for office fit‑out projects.
• Track package-wise cost vs. allocated budget and highlight risks or overruns.
• Support the project team with BOQ validations and quantity assessments.

Technical Expertise

• Civil & Interior Packages: Civil works, interior finishes, furniture, carpet, kitchen, plumbing.
• MEP Packages: Electrical, light fixtures, LMS, HVAC, Fire Protection System (FPS), Fire Alarm & Public Address System (FAPA), ELV, BMS, security, networking, and AV works.
• Review and validate BOQs, specifications, and technical documentation.

Contracts & Compliance

• Ensure understanding and application of contract conditions, procurement clauses, and commercial terms.
• Support vendor pre‑qualification, RFP evaluation, and contract award processes.

Stakeholder Management

• Collaborate effectively with Client, Architects, Project Managers, and external consultants to ensure alignment on procurement strategy and deliverables.
• Provide clear communication and reporting on procurement status, risks, and decisions.
