Position Summary

We are seekinga highly experienced Senior QA/QC Engineer to support a major Plant Turnaround / Shutdown project. This is a senior technical role requiringextensive experience in quality assurance, quality control, welding inspection,mechanical integrity, and turnaround execution within operating process plants.

The successfulcandidate must be capable of independently managing QA/QC activities, reviewinginspection and test plans, overseeing contractors, and performing weldinginspection duties where required.

IdealCandidate Profile

This positionis intended for a seasoned QA/QC professional who can serve as the project'ssenior quality focal point and perform welding inspection duties when required.Candidates without significant turnaround experience, recognised weldinginspection certification, or the minimum years of experience will not beconsidered.

KeyResponsibilities

• Lead QA/QC activities during plant turnaround and shutdown execution.
• Ensure compliance with project specifications, client requirements, international codes, and industry standards.
• Review and approve Inspection & Test Plans (ITPs), quality procedures, method statements, and inspection records.
• Conduct surveillance and audits of contractors and subcontractors.
• Perform or witness inspections for welding, piping, static equipment, pressure vessels, tanks, structural steel, and mechanical works.
• Verify welding qualifications, WPS, PQR, welder qualifications, and NDT requirements.
• Coordinate with Operations, Maintenance, Inspection, Construction, and Client QA/QC teams.
• Monitor turnaround quality performance and identify areas requiring corrective action.
• Review NDT reports, material certificates, test records, punch lists, and turnover dossiers.
• Participate in root cause investigations and quality-related non-conformance resolution.
• Ensure all quality documentation is completed and handed over in accordance with project requirements.

MandatoryRequirements

• Minimum 20 years of QA/QC experience in onshore refinery, petrochemical, chemical, LNG, power generation, or process plant facilities.
• Minimum 10 years of experience supporting Plant Turnaround / Shutdown projects.
• Demonstrated experience in both Quality Assurance and Quality Control functions.
• Certified Welding Inspector qualification such as:
• CSWIP 3.1 or higher
• AWS Certified Welding Inspector (CWI)
• BGAS Welding Inspector
• Equivalent internationally recognised certification

• Degree or Diploma in Mechanical Engineering, Metallurgy, Materials Engineering, or related discipline.
• Lead Auditor certification (ISO 9001) preferred.
• Additional NDT certifications (PT, MT, UT, RT) advantageous.
• Previous experience working directly for refinery, petrochemical, LNG, or major operating companies.

Responsibilities:

• Report to Head of Engineering
• Support and oversee site QA/QC team on the quality control and safety matters and to ensure Environmental, Safety & Health (EHS) practices are carried out at all time and identify high risks safety hazard activities before construction and approval of Method Statements
• Develop and execute rigorous test plans to validate the functionality, performance, and safety
• Collaborating with cross-functional teams to identify and address quality concerns throughout the lifecycle
• Staying up-to-date with industry best practices and technologies to continuously improve our quality assurance processes
• Lead ISO9001, bizSAFE, external and internal audits
• Develop detailed inspection plans for construction components and assemblies, ensuring compliance with customer requirements, engineering specifications, and regulatory standards
• Lead and collaborate with design and engineering teams to define the most appropriate inspection methods and criteria
• Develop and establish acceptance criteria and tolerances for construction based on engineering drawings, material specifications, and industry standards
• Develop and maintain detailed inspection reports, documentation, and records, ensuring that all inspection activities are traceable and compliant with regulatory requirements
• Develop inspection records that support traceability and certification
• Ensure compliance with safety standards and regulations, ensuring that all QA/QC and company personnel are trained and knowledgeable about relevant protocols
• Investigate and perform root cause analysis for any quality issues or inspection failures
• Lead initiatives to improve inspection processes, reduce inspection times, and increase the accuracy and reliability of inspections
• Participate in customer acceptance tests such as Factory Acceptance Test (FAT) / Site Acceptance Test (SAT) / Installation, Testing & Commissioning (ITC), address quality-related issues, and document feedback to prevent recurrence
• Lead and train site QA/QC teams on quality requirements, root cause prevention, and proper handling practices
• Liaise with authorities i.e., BCA on assessment to achieve target QA/QC score, LTA on inspections and compliances, etc.
• Assess training effectiveness and maintain training and competency records
  

Requirements:

• Bachelor's Degree in Engineering or a related field
• Minimum 7 years of experience in a QA/QC Engineer or similar role
• Proficiency in developing and executing test plans
• Strong problem-solving and analytical skills, with the ability to identify and diagnose complex issues
• Excellent communication and collaboration skills, with the ability to work effectively in a team environment
• A keen eye for detail and a commitment to delivering high-quality work
• Familiarity with quality assurance methodologies and measuring equipment
• Familiar in conducting quality audits and surveillances; and proficient in the concepts of construction productivity, sustainability and QA/QC
• Certifications: BCA-Approved CONQUAS training or relevant quality certification such as ISO 9001:2015 in Quality Management Systems will be an advantage
• Good knowledge of construction quality control/assurance is an added advantage
• Experience completing 2 project cycles is an added advantage

Following a new opportunity, we are currently looking for a Senior CSV Engineer (QA and Validation) with a strong experience in Computer System Validation within pharmaceutical, medical device or life sciences manufacturing, to support our projects in Tuas/Pioneer, Singapore. 

You'll Be Responsible For: 

• Leading the Computer System Validation (CSV) lifecycle activities for DCS (e.g., DeltaV, Honeywell Experion) and MES platforms (e.g., PAS-X, Syncade).
• Providing onsite QA oversight and support during IQ/OQ/PQ execution, ensuring compliance with validation protocols and procedures.
• Collaborating with Engineering and Automation teams to align validation deliverables with the Master Validation Plan (MVP).
• Conducting Data Integrity assessments in line with ALCOA+ principles and ensuring system compliance with regulatory expectations.
• Reviewing and approving system configurations, including audit trails, access controls, backup procedures, and data security measures.
• Managing QA deviations, non-conformances, and CAPA activities related to validation testing.
• Supporting regulatory inspections and internal audits as the CSV Subject Matter Expert (SME).
• Maintaining validation documentation in an inspection-ready state at all times.
• Overseeing Change Control activities related to software and hardware updates to ensure systems remain in a validated state.
• Ensuring adherence to GAMP 5, PIC/S, FDA 21 CFR Part 11, and applicable regulatory requirements. 

About You: 

• Bachelor’s degree in Engineering (Chemical, Electrical, Mechanical, Biomedical, or Automation), Computer Science/IT, Life Sciences, or Quality Management.
• 8+ years of experience in Computer System Validation (CSV) or Quality Assurance within a GMP-regulated environment.
• Proven experience supporting validation of DCS and MES systems within pharmaceutical, biotechnology, or life sciences manufacturing environments.
• Strong understanding of GAMP 5, PIC/S, and regulatory data integrity requirements (including ALCOA+ principles).
• Hands-on experience with validation lifecycle documentation, including URS, FS, DS, IQ, OQ, and PQ.
• Familiarity with SQL databases, industrial networks, and PLC-based systems is highly desirable.
• Experience supporting regulatory inspections and maintaining audit readiness.
• Strong communication and stakeholder management skills, with the ability to work cross-functionally in a complex manufacturing environment.

 Nice to Have: 

• Prior experience working on large-scale automation or digital manufacturing projects.
• Experience in regulated life sciences manufacturing environments such as pharmaceuticals or biologics.
• Exposure to global regulatory inspections (e.g., FDA or regional authorities).
