Value Engineering Project Director

We are seeking an experienced Value Engineering (VE) Project Director to join our team in Singapore. What the role is

The Integrated Waste Management Facility (IWMF) is a large-scale waste management infrastructural project and an integral part of NEA’s long-term plan to meet Singapore’s future solid waste management needs.

We are looking for a strategic leader who will be responsible for defining, reviewing, implementing, and overseeing the following:

1. IWMF-wide Workplace, Health and Safety (WSH) strategy and plans with the aim towards zero-accidents, and
2. Operational Excellence (OE) to enhance safe operations, build strong safety culture and mindset by fostering “Safety First” and initiate continuous improvement projects.

What you will be working on

Reporting directly to the Senior Director (IWMF), your main responsibilities are as follows:

• Plan, develop and execute a comprehensive WSH roadmap and governance framework aligned with NEA Corporate directions and objectives on WSH agenda.
• Ensure full adherence to the Workplace Safety and Health Act, and relevant environmental and fire safety laws.
• Review Safe Work Procedures, Permit-to-Work system, and other WSH related documents to ensure full compliance, and recommend enhancements and oversee improvement projects.
• Lead regular site inspections and risk assessments to identify, evaluate, and mitigate potential workplace hazards and organise WSH meetings chaired by the Senior Director.
• Oversee the investigation of all incidents and near-misses, conduct root-cause analysis (RCA), and implement corrective and preventive actions (CAPA). Put up incident reports within the specified time as per NEA incident reporting framework.
• Design and manage fire safety protocols, emergency evacuation plans, and crisis management matters.

What we are looking for

• Bachelor's degree in Workplace Safety and Health, Occupational Safety, Engineering, or related field. Candidates with degrees in other disciplines must possess relevant WSH certifications or demonstrated experience in workplace safety.

Led by the Chief Information Security Officer (CISO), Technology Risk leads the effort to secure Goldman Sachs against hackers and other cyber threats. 2. ProjectDevelopment – Technical Support and EPC Tendering for Renewable Energy projectsprioritizing Wind

·Oversee energy yield assessments, resource modelling, and sitesuitability analyses.

·Provide clear, decision-ready inputs on land selection, project layouts,grid requirements, and CAPEX estimates. (Renewable Projects, priority Wind)

·Lead technical due diligence for greenfield and acquisitionopportunities for Renewable Energy Projects.

·Provide clear recommendations on project feasibility and risks.

·Prepare tender-ready technical specifications for EPC, BOP/BOS, and equipment procurement.

·Provide EPC/O&M contract scoping and lead contractor evaluation.

·Support, as necessary, the project teams with thereview of various studies including but not limited to, resource assessment,grid impact assessment, transmission route survey, geotechnical, marine andother environmental studies.

 3. Construction - Engineering Review, SupportPlanning and Performance Test for Renewable Energy Projects

·Review and approve engineering deliverables during project execution.

·Strengthen construction planning through improved processes, manuals,and team capability.

·Support construction teams with timely engineering clarifications, issueresolution, and contractor coordination.

4. Operations -Performance & Optimization of Renewable Energy Projects

·Provide technical guidance to resolve operational issues and improveplant availability and reliability of Wind Projects.

·Lead SCADA- and data-driven performance diagnostics. Promoteanalytics-driven decision-making across the asset lifecycle.

·Support O&M on upgrades, lifecycle improvements, and technicalprocurement.

·Conduct operational due diligence and performance reviews for operatingassets.

5. Team Leadership& Collaboration

·Build and lead a high-performing engineering team.

·Strengthen collaboration with Development, Construction, O&M, and Investment teams.

·Enhance knowledge management to support consistent and scalable engineering practices

Job Overview
To act as a Civil and Structural Engineering Technical Director within a multi-disciplined design team, primarily in the development of data centre sites. To provide sound, technical leadership and to ensure project requirements and clients’ specifications are fully met.  Apply initiative and ownership to all areas of responsibility.

Role Requirements:
·      Results orientated individual with strong problem solving, technical realisation and coordination skills.
·     A strong engineering degree (or equivalent) in Civil or Structural engineering, or sufficient suitable experience.
·     Able to demonstrate extensive experience of a wide range of technical areas.
·     Chartered Engineer or equivalent.
·     Technical knowledge in primary discipline and a thorough understanding of Civil and Structural Engineering through all stages of the design process.
·     Relevant experience in civil and structural analysis and design, using the latest tools and software.

Roles & Responsibilities:
·      Lead on civil and structural engineering designs and liaise with the Client and both internal and external design teams to ensure successful preparation and delivery on project objectives, including providing technical support.
·      Monitor and address training and development requirements for yourself and your team.
·      Keep up to date with technical developments, national and international standards and legislative requirements related to the discipline.
·      Lead on engineering quality – develop designs and drawings, compile specifications, drawings and relevant contract documents. Maintain the required technical quality of work, ensuring that designs comply with the relevant Codes, Standards, Regulations and Procedures.

Due to continued growth, our Resources & Industry (R&I) team are looking for an experienced Electrical Engineer to join their team, based in Brisbane. The position will suit a candidate with exposure to mining / heavy industrial projects and is looking for a new opportunity

• Work with Tier 1 clients across mining, industrial and heavy industry projects, delivering high-quality electrical engineering solutions from concept design through to construction and commissioning.

• Lead and contribute to the preparation of technical reports, project documentation and electrical design packages, supporting project delivery across multiple phases.

The incumbent executes comprehensive equipment inspection and monitoring programs across the regional portfolio, defines and implements maintenance best practices to improve overall mechanical equipment uptime, and continuously evaluates maintenance, operations and reliability methods to enhance effectiveness and maximize value-driven performance across all facilities.

Building strong working relationships with clients and contractors is essential to your success. You'll work alongside facilities teams to manage key external and internal stakeholders effectively. You may support our procurement team in pre-qualifying contractors and ensuring compliance with established safety standards.

What this job involves

Overall Role

·         Work with Account Director and act as Single point of contact for client and account management leadership for overall engineering including critical environment deliverables.

·         Ensure that operational procedures developed to achieve “best practise” maintenance culture, are delivered and the critical planning of key client infrastructure reviewed for the best possible solution.

·         Manage the Asset register accuracy and keep up to date using the JLL CMMS (Corrigo).

·         Working with the Building Maintenance Planning will ensure PPMs are in place for all facilities with assets aligned to PPMs in line with scope.

·         Asset Capture – validation and engagement with internal & external stakeholders. Manage the ongoing accuracy and updating of the client Asset Register.

·         Must be able to accurately update key stakeholders on the status of the program at any given point in time.

Major Responsibilities

·         Responsible for the delivery and review of Maintenance Plans for Building Engineering Assets across the portfolio

·         Responsible for the currency of the asset management framework document on the account

·         Ensure the Asset Management tools are operating in accordance with client and account team expectations and appropriate maintenance reporting is delivered, with key asset performance reporting provided in the required format.

·         Responsible for the currency of the reliability centred asset management framework document on the account.

o   Including the effective scheduling and allocation of preventative maintenance tasks have assets assigned, to support the delivering of the strategic objectives for the Entities.

·         Responsible for the development/delivery of asset reports to Relationship Directors for their respective Entities as per the agreed timeframes/program, including but limited to:

o   Ensure that planned and reactive work order, asset and life cycle reports are developed and communicated within the JLL account team FM team as defined by the Entity and senior JLL account members.

o   Ensure the development of any capital works / Forward Works Plans are done so in line with client budgetary expectations and supported by defensible data analytics.

·         Ensure the effective scheduling and allocation of preventative maintenance tasks have assets assigned, to support the delivering of the strategic objectives for the Entities.

·         Oversees operation and maintenance of refrigeration, water cooling and air conditioning equipment; boilers, heating, ventilating and hot water equipment; pumps, valves, piping and filters; and other mechanical and electrical equipment across multiple facilities. Reviews operational logs and performance metrics to ensure proper equipment operation region-wide and reports problems/malfunctions across the portfolio as needed.

·         Coordinates and oversees contractor activities across multiple sites, ensuring consistent quality standards. Establishes regional performance metrics.
